STATEMENT OF WORK:

Pest Control Service Contract: Manage Pests on Park Service

Structures and Grounds, St. Croix, USVI

STATEMENT OF WORK (SOW)

BACKGROUND

The National Park Service on St. Croix manages several properties including residential and warehouse facilities at Sion Farm and the historical structures at Christiansted Historic. These building\housing units are both historic and non-historic. There shall be no modifications that would change the historical nature of the properties. To protect these properties and the surrounding grounds from continuous degradation it is important to control pest which may perpetuate this damage. Regular treatments and emergency removals/fumigation will be focused on common insect pests which includes ants, fire ants, subterranean termite, dry wood termite, termites spp. and other.

To maintain park properties and grounds, the park is looking for a pest control company to respond to potential pest threats and implement IPM strategies.

OBJECTIVES:

1. To perform quarterly spot treatments, pest removals and other services required to control common pests of the properties and external portions of the buildings. Spot treatments will focus on fire ants, ants, termites, wasps/bees, and other insect pests.

2. During quarterly treatments monitor buildings and properties for potential termite outbreaks. If large scale eradications are required such as tenting, then Contractor will advise the park on treatment plan, but will not execute treatment unless approved by park superintendent.

3. Respond to and correct emergency outbreaks or infestations between quarterly treatment if necessary. Park staff will report emergent infestations to the contractor, or the contractor will report and advise treatment method.

4. They will provide safety protocols that meets NPS Safety Standards and will meet requirements of NPS Integrated Pest Management Program (pesticide handling and use must be approved by the NPS Pesticide Use Proposal System (PUPs).

5. Maintain basic pesticide logs and report use amounts and herbicide types to NPS Resource Management Department.

PLACE OF PERFORMANCE:

Services will be performed on site. The contractor will provide pest control Services to the buildings and properties including Christiansted Historic and Sion Farm Park Housing and Warehouse facility (See maps below).

Christiansted Historic Buildings and Property (7.0 acers)- 2100 Church Street, Christiansted VI, 00820.

1) Fort Christianvaern- Historical Structure (43,000 sq ft)

2) Scale House - Historical Structure (2,500 sq ft)

3) Customs House - Historical Structure (3,500 sq ft)

4) Guinea Company Warehouse - Historical Structure (10,700 sq ft)

5) Steeple Building- Historical Structure (3,300 sq ft)

Sion Farm Warehouse, Park Housing and Focal Areas of the Property (5.2 acers)-

CHRI, IPM Pest Control Services

1) Warehouse- Commercial building (3,500 sq ft)

2) House 1- Residential (2,400 sq ft)

3) House 2- Residential (2,400 sq ft)

4) House 3- Residential (2,400 sq ft)

5) Tool shed- Residential (1,000 sq ft)

PERIOD OF PERFORMANCE:

The time frame for authorized work under this purchase order will begin approximately on with the "Option to Extend" the contract for a period of 2 additional years.

Base Year: September 19, 2022, to September 18, 2023 Option Year One: September 19, 2023, to September 18, 2024 Option Year Two: September 19, 2024, to September 18, 2025 Option Year Three: September 19, 2025, to September 18, 2026 Option Year Four: September 19, 2026, to September 18, 2027

SCOPE:

The National Park Service is requesting a service contract to manage pests which impact the integrity and accelerates damage of park structures which could affect human health/safety. The contractor will preform regular treatments to maintain annual outbreaks that occur but will also respond to emergency infestations. The contractor will focus on common pests including but not limited to ants, fire ants, subterranean termite, dry wood termite, and termites spp.

Since the park is heavily visited by the public, we want to ensure visitors remain safe and that the contractor take proper precautions to avoid damage to human health and safety. A large portion of the buildings are historic structures they require careful attention during treatments to prevent damage to the building exterior/interior.

Required Reporting:

1) After each service (scheduled or non-scheduled) contractor personal will submit documentation including but not limited to:

a) The name and address of the individual who applied the pesticide

b) The location that was treated (property and building)

c) The pest that was targeted

d) Date and Time of application

e) The name of the pesticide used and the EPA registration number of the pesticide

f) The rate of application of the amount of pesticide used and the total areas treated.

The assigned COR to this project will evaluate the performance of the contractor. It is the responsibility of the contractor to meet with the COR to discuss the work in question immediately after notification of a discrepancy in performance. If deficiencies continue the contractor is to immediately take all action to ensure performance of service is conformity with the requirements of the contract. Failure to resolve deficiencies will result in termination of the contract.

Additional Requirements

The contractor shall repair and maintain all equipment in accordance with the manufacturer’s instructions. Equipment shall be in good operating condition, free of visible deterioration, shall not leak, and shall be calibrated to apply pesticides in accordance with the product label. The government may request proof of calibration. Equipment that has failed shall be replaced and/or repaired b the contractor before resuming operations. The contractor is required to mark all pesticide application equipment with company’s name, a point-of -contact, and phone number.

The contractor shall assume responsibility for all contractor-owned equipment or chemicals.

Contractor is responsible for the safety and security of their crews on property and will be requested to provide safety protocols prior to conducting a service.

The Contractor shall procure, handle, store and apply pesticides in strict accordance with the EPA registered pesticide label. Only certified applicators shall operate pesticide application equipment. The contractor will only use NPS pre-approved pesticides. All pesticides shall be used in accordance with Federal, territorial, local laws and installation regulations.

Currently approved pesticides (2022):

Termidor 80 WG Termiticide/insecticide Phantom Termiticide/insecticide Termidor SC Termiticide/insecticide Extinguish Professional Fire Ant Bait Spectracide Commercial Wasp and Hornet Spray

*Pesticides can be added to the list above, however, they must go through the formal proposal process in PUPs and be approved internally before contractor can use the product. NPS staff will provide guidance on pesticide proposal submission.

Conditions:

The contractor shall provide all materials, services, equipment, and labor.

All materials and supplies shall be in good condition, the suitable grade and of the highest quality, free from defects or imperfections for the purposed needed, unless otherwise specified by the contracting officer.

The contractor shall not modify any structure without preapproval from the historical preservation manager.

There should be no pesticides over areas where food is stored or cooked

All services shall be preformed in a skillful and competent manner

All services should be performed during normal business hours, Monday-Friday 7:00 am to 5:00 pm, unless approved by park superintendent to avoid visitor use areas.

All services should follow the most recent codes and applicable safety codes.

All services will be coordinated with the COR or authorized park representatives.

Safety:

The contractor shall immediately report all spills of hazardous materials to the COR and the superintendent. The contractor is financially responsible for cleanup. Signs warning or informing park visitors of harmful pesticides in the area should be posted during operation.

Licensing and Certification:

The Contractor shall provide proof of business license and Pesticide Application Certification to the government prior to contract award.
