About this file

This Statement of Work outlines requirements for solid waste removal and recycling services at Everglades National Park (EVER) across 1.5 million acres in Miami-Dade, Collier, and Monroe counties. The contract period runs from April 1, 2025 to March 31, 2026 with four one-year option periods through March 31, 2030. Services include providing and maintaining various sized containers (4-20 cubic yards) for solid waste and recycling at 12 specific locations throughout the park, with service frequencies ranging from weekly to monthly. All containers must be animal-resistant with metal lids and latching capabilities due to bear activity in the park.

Key requirements include servicing during business hours (Monday-Friday, 7am-4:30pm EST), maintaining a 50% waste diversion goal through recycling, providing monthly work logs and invoices, immediate cleanup of spills, and maintaining clean, professional equipment and personnel. The contractor must supply all labor, materials, permits, tools, and transportation while adhering to local, state, and federal regulations. Specific container requirements vary by location, including closed-top waste containers, open-top construction/demolition containers, and recycling containers, with sizes ranging from 6 to 20 cubic yards. The contractor must also maintain a quality control program and establish points of contact for regular and after-hours communication.

Statement of Work (SOW) for Everglades National Park Refuse Collection

Scope: The purpose of this Statement of Work (SOW) is to provide solid waste removal and recycling at various locations throughout Everglades National Park (EVER). EVER is in Southern Florida and is comprised of 1.5 million acres across three different counties (Miami‐Dade, Collier, and Monroe). The contractor shall furnish all labor, supervision, materials, licenses, permits, tools, insurance, transportation, equipment, and container maintenance for refuse (solid waste and recycling) collections at the below‐listed locations within EVER. The contractor shall perform to the contract standards along with adhering to local, state, and federal regulations. The contractor is encouraged and expected to use innovative approaches to effectively and efficiently accomplish this SOW at a reasonable cost and in a way that advances pride and ownership of the work performed.

Background:

a) Bear Habitat: Bear sightings have been increasing in EVER in recent years with several reports of bears gaining access to solid waste and recycling containers. A large emphasis of this SOW is to remove or reduce the attraction of solid waste and recyclable containers throughout the park to prevent the potential of promoting food‐ conditioned behavior in native black bears. Once bears have been successful in obtaining human foods, without any negative experience, they begin to develop new behavior patterns and may continue to seek human food sources. The food‐conditioned behavior creates an increased safety risk to humans and bears.

b) Waste Diversion: Another emphasis of this SOW is to meet or exceed the goal of diverting 50 percent of our non‐hazardous solid waste from landfills. A good portion of this goal can be achieved through maximizing the recycling opportunities for our staff, our visitors, and our housing and campground residents.

Refuse Collection Requirements:

Contract Period:

Base Year: April 1, 2025, to March 31, 2026

Option Year One: April 1, 2026, to March 31, 2027 Option Year Two: April 1, 2027, to March 31, 2028 Option Year Three: April 1, 2028, to March 31, 2029 Option Year Four: April 1, 2029, to March 31, 2030

All containers shall have metal lids with the capability to close and latch all openings to prevent refuse from blowing or falling out and be resistant to animal intrusion. Contractor‐supplied containers are to be the type used for commercial businesses, must be in good repair, and appropriately labeled to distinguish between solid waste collections and recycle collections.
