About this file

This is a self-scoring matrix template for evaluating offerors' technical qualifications in response to Draft RFP W519TC26R0001 for Special Ammunition and Weapon Systems (SAWS) and NATO non-standard ammunition procurement. The matrix is structured as a two-stage evaluation: a GO/NO-GO gate (Factor 1) that establishes mandatory baseline qualifications, and a technical scoring section (Factor 2) that awards points based on demonstrated experience and capabilities. Offerors must pass all four Factor 1 requirements—current registration with the U.S. Department of State's Directorate of Defense Trade Controls (DDTC), possession of a Federal Firearms License (FFL) Type 11, active System for Award Management (SAM) registration with a Commercial and Government Entity (CAGE) Code and Unique Entity Identifier (UEI) Number, and prior performance as a prime or subcontractor on an Arms, Ammunition & Explosive (AA&E) contract within the last five years—to proceed to proposal submission.

Factor 2 evaluates seven primary technical capability categories with a total of 27,775 available points and an 80 percent Minimum Technical Rating Threshold (MTTR) of 22,220 points. The scoring categories assess: (1) ability to deliver munitions from ammunition manufacturers (up to 3,000 points for historical deliveries and 250-1,000 points for prospective capabilities); (2) ability to obtain End User Certificates (EUCs) from foreign countries (up to 3,000 points for historical and 250-1,000 points for prospective); (3) ability to obtain Export Licenses (up to 3,000 points for historical and 250 points for prospective); (4) ability to complete Explosive Site Safety Plans (ESSPs) (up to 1,500 points); (5) ability to develop Technical Data Packages (TDPs) (up to 1,600 points for government-approved and 200-800 points for NATO draft); (6) ability to execute Lot Acceptance Tests (LATs) (up to 1,000 points); (7) ability to transport Arms, Ammunition & Explosives internationally (up to 1,800 points for executed transportation plans and 100-600 points for prospective); and (8) relevant government contracting experience (up to 500 points for prime contracts over $50 million). All documentation must be from the past five years, and offerors who fail to meet the MTTR are ineligible for award.
