About this file
This document is a set of Contractor Questions and Answers related to a Request for Proposal (RFP) for the Logistic Support Facility Management Activity (LSFMA) to provide overhaul and upgrade services for two types of High Performance Shock Struts, with NSNs 1620-01-610-1094 and 1620-01-535-3515. The contract is anticipated to be awarded by September 30, 2024. The minimum quantity is 80 units and the maximum is 480 units. A Pre-Award Verification Audit (PVA) is required for each of the two output NSNs, even if the incumbent supplier is the lowest bidder. There are no additional supplier approval requirements for Foreign Military Sales. The government will only provide the assets requiring overhaul/upgrade as government-furnished property. This is a competitive effort and FAR Part 12 procedures will not be used.

QUESTIONS USG RESPONSE
1 G In which year do you anticipate this contract starting? Contract is anticipated to be awarded by 30 September 2024.
2 G Would it be possible to have an extension until Sep 30th for the submission of our proposal?
Due to the anticipated award date and the current USG need, this proposal is only be extended to 30 August 2024. The USG requests all efforts to submit proposals as soon as possible.
3 G Is there a reason why it cannot go beyond August? May you reconsider the timeline? Due to the critical stock posture of this asset, the requiring office does not want to extend. This needs to be awarded by the end of September.
4 S SOW paragraph 14
Can you please provide clarification on the volume requirement. When we look at the CLINs required and add up the qtys, we get a min 80 and max of 480, but there is also indication that it was to be 40 min and 240 max. Which holds true?
CLIN 0002 output NSN: 1620-01-610-1094 quantity is a minimum of 40 and a maximum of 240.
CLIN 0004 output NSN: 1620-01-535-3515 quantity is a minimum of 40 and a maximum of 240.
Total minimum qty is 80 and maximum is 480.
5 G
Can you please clarify that this can be a FAR 12 bid and we do not need to bid through CCC. If so, is there a commerciality package that is required? If yes, then what needs to be included to substantiate commerciality?
HIGH PERFORMANCE SHOCK STRUT and SUPPORT SHOCK STRUT were uniquely designed to meet military specifications. Due to these specifications, no other commercial effort is available in the industry. To our knowledge, this item has never been sold to other than the government. Therefore, FAR Part 12 will not be used.
6 G Are there any additional supplier approval requirements for FMS? There are no additional supplier approval requirements for FMS.
7 G
The PVA requirements for the old contract had it both for OVH units and upgrades.
The current RFP is only for the PVA to be done on the overhaul units calling out CLIN 0002AA (Qty 3) and CLIN 0004AA (Qty 3) which is on similar work scopes. Was this the intent or should one of the PVA requirements be for the upgrade?
A PVA is required for each of the two output NSNs.
8 G Is a PVA required if the incumbent supplier is lowest bidder? This is a competitive effort and PVAs must be priced for bid evaluation.
A PVA waiver may be requested after award.
9 S SOW paragraph 1 Are there government furnished materials provided for this effort? The only government furnished property are the assets requiring overhaul/upgrade.
See paragraph 1 of the SOW for more information.
