About this file
This is a price proposal instructions and evaluation criteria document for RFP W519TC-25-R-0031, detailing how offerors must complete and submit Attachment 0004 Price Matrix for APT EA AWG Sustainment services. The document requires offerors to submit an electronic Excel version of the Price Matrix with all blue highlighted cells populated, including company information and fully burdened labor rates for each labor category across the base period and three option periods.
Key requirements include maintaining the Price Matrix in its original Excel format without modifications, rounding prices to two decimal places in US dollars, and providing explanations for any zero-dollar CLINs. The evaluation criteria specifies that the Total Evaluated Price will include labor costs plus a Government Surrogate Number for travel ($10,000 for base period and $2,500 for each option period, totaling $17,500). The government will evaluate price reasonableness through competition and will assess for unbalanced pricing between labor rates and ordering periods. Certified cost/pricing data is not required due to expected adequate competition, though the government reserves the right to request additional pricing data if needed.

Evaluation Criteria - Price
1. The Government will evaluate the Total Evaluated Price based on the proposed fully burdened Labor Rates proposed in Attachment 0004 Price Matrix-APT_EA_AWG Sustainment.
2. Total Evaluated Price: The Total Evaluated Price will be derived from Attachment 0004 Price Matrix-APT_EA_AWG Sustainment. The Total Evaluated Price is identified as “Total Evaluated Price” in the “Summary” tab of Attachment 0004.
The Travel price is a Government Surrogate Number (i.e. Base Period (BP), Option Period 1 (OP1), Option Period 2 (OP2), Option Period 3 (OP3)) of $10,000.00 for the BP and $2,500.00 for each OP, respectively. The total Travel price of $17,500.00.
The Labor for all CLINs (X001AA – X003AG) for each PoP (BP and OP1 thru OP3) by taking the result of the Labor categories, Hours, and proposed Rate to produce the Total for each. The Total Labor Cost for each Labor Category is the result of adding the Total for each PoP. The result of each Labor Total is the result of adding each Total per PoP.
The totals for the “Labor” tab is then pulled into its respective PoP to populate the “Summary” total.
The Total Evaluated Price is the calculated result of summing the totals from all CLINs for each PoP.
3. Price Analysis: The Government will use the proposal analysis techniques in FAR 15.404-1 to determine price reasonableness. The Government anticipates receiving competitive proposals and using adequate price competition to determine whether the proposed prices are fair and reasonable but reserves the right to require the submission of any data (e.g., other than certified cost or pricing data) necessary to establish the price reasonableness of a proposal.
4. Unbalanced Pricing: The Government will evaluate proposals to identify any unbalanced pricing between labor rates and ordering periods, as applicable.
Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line item (CLINs) is significantly over or understated, as indicated by the application of cost or price analysis techniques. In accordance with FAR 15.404-1(g), the Government may pose an unacceptable risk to the Government.
