Underground Storage Tank (UST) Removal Question and Answers
W52P1J‐22‐Q‐3039
Q1. Are there any Day Tanks and fuel piping inside the generator rooms or associated with a generator required? If so, list pipe sizes, linear feet, and size of day tanks?
A1. Yes, there are day tanks inside EGens at De‐ Mil Plant (PBCDF). Pipe size is one inch. Approximately
50‐60 gallons. They should be drained and emptied. Unknown amount of linear feet of piping. However it appeared the piping has been terminated and the day tanks no longer are connected to the UST.
Q2. Will the USTs be empty before UST removal begins? If not, how many gallons of fluid will be present? And what type? Diesel fuel? Or petroleum contact water?
A2. Potentially up to 6000 gallons of diesel. The last tank inspection revealed the tanks to still be water free. See Statement of Work. Diesel will be property of the contractor.
Q4. What material are the USTs made of? Steel? Fiberglass? Fiberglass coated steel?
A4. Fiber glass Wrapped steel at PBCDF. Steel at the Sally Port in the BREA Building 60‐530.
Q5. Do the USTs have any electrical conduits connected to them?
A5. Yes.
Q6. Do the USTs have any automatic tank gauge probes connected to them?
A6. Unknown.
Q7. Are there any underground fuel lines that need to be removed? Please Identify.
A7. Drawings for the PBCDF are posted on SAM.Gov. No drawings are available for the BREA Sally Port
60‐530.
Q8. Are there any aboveground fuel lines that need to be removed? Please identify.
A8. No.
Q9. Can removed concrete be used as fill and put back in the excavation?
A9. Yes.
Q10. Do you have any pictures of the sites? Where /how do we obtain them?
A10. Yes, pictures were taken and are published on SAM.Gov. Access must be requested. Access will only be granted to the Listed Data Custodian on your Joint Certification Program (JCP) File.
Q11. Do you have any drawings of the sites? Where /how do we obtain them?
A11. Yes, the PBCDF is available. None could be located for The BREA 60‐530
UST.
Q12. Is a performance and payment bond required?
A12. Yes.
Q13. Section 2.5 of "Detailed Scope of Work” says "contractor shall remediate any contamination to the extent not to exceed $10,000”. Is this for soil remediation? (By soil removal and disposal) and does this mean that we add an additional $30,000 to our lump Sum for Line Item 001? What if no remediation is required? What if more is required?
A13. Yes, this is for contaminated soil remediation if necessary. $10,000 threshold is for all three UST locations. Anything beyond that will be handled through another contracting action.
If no remediation is do not remediate.
Q14. Is a source of wash water present at each site? (Water hose spigot, etc. Please describe)
A14. No, there are no water sources.
