NG SEW Hardware Components Scope of Work

Contractor Requirements

1. General Scope.

a. The Next Generation Shop Equipment Welding (NG SEW) Hardware Components consists of commercial components for incorporation at the Joint Manufacturing Technology Center – Rock Island Arsenal’s (JMTC-RIA) manufactured NG SEW system. The NG SEW provides the Army with increased field and sustainment welding and cutting capability. The system tooling and components are located within a manufactured aluminum enclosure.

2. Required Material

a. The contractor shall provide the NG SEW Hardware Components parts list, Attachment 0003 – Hardware Components Parts List, in accordance with (IAW) the Technical Data Package. One (1) KIT equals all parts and Quantities listed on Attachment 0003 – Hardware Components Parts List.

3. Quality Control

a. The contractor is responsible for establishing a quality system. Full consideration to examinations, inspections, and tests will be given to the Government to ensure the acceptability of the material provided.

b. The Government reserves the right to perform quality control inspections at the vendors facility prior to shipments being initiated.

c. All items, packing configurations, and markings supplied under this contract shall be identical.

d. Certificates of Conformance (CoC) shall be provided to the Government for all material listed on Attachment 0003.

e. No short shipments will be allowed without prior authorization by the government.

f. The contractor will maintain a running sequential kit number list, formatted as (kit

001, kit 002 and so on) for the life of the contract. The list will show which kit number was delivered by the following:

i. Kit Number

ii. Delivery order number

iii. Original delivery date

iv. Actual ship date to the government

v. Any shortages each kit number may contain that received prior authorization from the government with expected delivery dates.

g. The contractor shall be responsible for the quality of all deliverables identified in the scope of work. The level of performance for acceptance by the government is 100% accuracy for Component number, Object description, quantity shipped, and Unit of Measure on each delivery order. All information shall be complete, technically accurate and readable.

4. Material Marking

a. Each line of required Material will be labeled with the Component number, Object description, quantity shipped, and Unit of Measure as annotated on attachment 0003 in Columns A – B – C and D.

5. Packing

a. Preservation, packaging, packing, unitization and marking furnished by the supplier shall provide protection for a minimum of one year, provide for multiple handling, redistribution and shipment by any mode and meet or exceed the following requirements.

i. Cleanliness. Items shall be free of dirt and other contaminants which would contribute to the deterioration of the item, or which would require cleaning by the customer prior to use. Coatings and preservatives applied to the item for protection are not considered contaminants.

ii. Preservation. Where Applicable Items susceptible to corrosion or deterioration shall be provided protection by means of preservative coatings, volatile corrosion inhibitors, desiccants, waterproof and or water vaporproof barriers.

iii. Cushioning. Items requiring protection from physical and mechanical damage (e.g. fragile, sensitive, critical material) or which could cause physical damage to other items shall be protected by wrapping, cushioning, pack compartmentalization, or other means to mitigate shock and vibration to prevent damage during handling and shipment. Items of a delicate nature shall not be subjected to damage from rugged items contained within the kit. Non-critical items of odd shapes or having sharp protrusions will not damage other items or protective barriers.

b. Unit Package.

i. A unit package shall be so designed and constructed that it will contain the contents with no damage to the item(s), and with minimal damage to the unit pack during shipment and storage in the shipping container and will allow subsequent handling. The outermost component of a unit package shall be a container such as a sealed bag, carton or box. Unit packs shall be designed to have minimum size and weight while retaining the protection required and enhancing standardization.

1. Each unit pack will be labeled with the Component number, Object description, quantity shipped in the unit pack, and Unit of Measure as annotated on attachment 0003 in Columns A – B – C and D

ii. Intermediate Package – (as applicable) Intermediate packaging is required whenever one or more of the following conditions exist:

1. The quantity is over one (1) gross of the same part number or national stock number,

2. Use enhances handling and inventorying,

3. The exterior surfaces of the unit pack is a bag of any type, regardless of size,

4. The unit pack is less than 64 cubic inches,

5. The weight of the unit pack is less than five (5) pounds and no dimension is over twelve (12) inches.

6. Intermediate containers shall be limited to a maximum of 100-unit packs, a net load of 40 pounds, or a maximum volume of 1.5 cubic feet, whichever occurs first.

7. Each Intermediate pack will be labeled with the Component number(s) Contained, Object descriptions, quantity shipped in the intermediate pack, and Unit of Measure as annotated on attachment 0003 in Columns A – B – C and D.

c. Shipping Containers.

i. Unit packages and intermediate packages not meeting the requirements for a shipping container shall be packed in shipping containers. All shipping containers shall be the most cost effective and shall be of minimum cube to contain and protect the items. The shipping container (including any necessary blocking, bracing, cushioning, or waterproofing) shall comply with the regulations of the carrier used and shall provide safe delivery to the destination at the lowest cost. The shipping container shall be capable of multiple handlings and storage under favorable conditions (such as enclosed facilities) for a minimum of one year.

d. Unitization.

i. Delivery orders of multiple kits will be palletized unless skids or other forklift handling features are included on the shipping containers. Pallet loads shall be stable and utilize the commercial expendable pallet.

e. Shipping container Markings

i. The contractor shall mark all shipping containers delivered with the following

1. NG SEW Hardware Components

2. contract number

3. delivery order number

4. Supplier Name, address and Cage code

5. Sequential Kit number per section 4.f of the SOW

6. If multiple kits are required on a delivery order, the kits will be labeled as Kit 1 of 20, Kit 2 of 20, and so on.

7. A packing list for each shipping container.

a. Packing Lists shall be sealed in water-resistant envelopes and secured to the exterior of the load or shipping container in the most protected location.

f. Hazardous Materials (as applicable):

i. Hazardous Materials is defined as a substance, or waste which has been determined by the Secretary of Transportation to be capable of posing an unreasonable risk to health, safety, and property when transported in commerce and which has been so designated. (This includes all items listed as hazardous in Titles 29, 40 and 49 CFR and other applicable modal regulations effective at the time of shipment.)

ii. When applicable, the packaging and marking for hazardous material shall comply with the requirements for the mode of transport and the applicable performance packaging.

iii. A Product Safety Data Sheet (SDS) is required to be included with every material in a shipping container that contains hazardous material and shall be included with the packing list inside the sealed pouch attached to the outside of the shipping container.

6. Warranty and Workmanship

a. Warranty. All components shall be new and unused and shall have the same or better warranties as provided by Original Equipment Manufacturers (OEM) warranty.

i. The contractor shall provide Shelf-Life Items (items with expiration or use by dates) with a minimum of 85% of the OEM warranty and shelf life remaining at time of government acceptance of the completed set.

ii. The contractor must include information on the OEM’s standard commercial warranty terms to include (at a minimum).

1. Type of Warranty and Conditions of warranty – Examples include Lifetime, 1 year, Limited etc.

2. Warranty Length and Initiation Details

3. Warranty Process – At a minimum the contractor shall describe how a warranty claim is to be submitted to the OEM and timelines for normal resolution of claims.

b. Workmanship. All components shall be constructed of parts and materials that are without defects. The quality of workmanship shall equal or exceed that typically provided in commercial quality products of this type. The items presented for acceptance shall be uniform, neat, and clean; and shall be free from irregularities and anomalies which degrade form, fit, function, performance or appearance.

7. Configuration Management. The contractor may submit Engineering Change Proposals (ECPs) and Requests for Variance (RFVs) for the requirements in the Government provided Technical Data Package (TDP) if material is found to be obsolete or no longer commercially available. Prior to submitting a formal ECP or RFV. The contractor will notify the government of the challenge with procuring the material as soon as an issue is discovered.

a. Request for Variance. The contractor may submit a request for variance when there is a proposed departure from approved TDP material descriptions/specifications for a limited amount of time or when a material is found to be nonconforming with the material TDP after the product has been acquired.

b. Engineering Change Proposal and Notice of Revision. The contractor may request a permanent change to the requirements specified in the TDP by submitting an ECP. ECPs shall be submitted to include all Notice of Revision necessary to completely define the requested change. Each ECP shall be accompanied with at least one NOR per affected document.

c. Approval of RFV and ECP

i. The contractor shall not present any material for acceptance incorporating any change to the TDP or other baseline documentation until notified by the government the RFV or ECP is approved and incorporated with a contract modification or other written, documented approval from the government.
