1.0 Introduction

The Improved Mobile Subscriber Equipment (IMSE) is a Foreign Military Sales (FMS) Program that provides Tactical Communications Transport/Infrastructure for the Taiwan Army. The major subsystems are: Circuit Switching, Tactical Data Network, Mobile Radio Subsystem, Transmission Subsystem, and Control Tactical Area Communications System. The purpose of this ISP is to describe the procedures, actions, and organizations that the contractor intends to utilize in order to successfully sustain the IMSE Phase II equipment in Taiwan.

2.0 Logistics Support Concept

The logistics support concept for the Taiwan IMSE system is based on a similar logistics program developed for the US Army MSE (Mobile Subscriber Equipment) system. The support system is a combination of organic Taiwan Army support, United States Government (USG)/FMS support and support by contractor. A contractor managed and operated Regional Support Center (RSC)/Depot shall establish in Taiwan that allows the Taiwan Army (TA) to bring all failed equipment to one central location for processing. However, the TA will utilize the existing military motor pools to maintain the two types of transport vehicles – High Mobility Multipurpose Wheeled Vehicle (HMMWV) and Mitsubishi FUSO truck

Contractor will manage and operate the RSC/Depot. After the conclusion of the contract, Taiwan has the option to transition the management and operation of the RSC/Depot from contractor to a Taiwan designated facility. If the Taiwan Army wishes to transition the RSC/Depot, USG will notify the contractor NLT eighteen months prior to the end of the contractor.

3.0 Technical Support

There will be three experienced, knowledgeable contractor’s IMSE technicians (Technical Assistance Representatives – TARs) assigned to support the IMSE system (one technician will provide support to each of the three Armies). The TAR will provide technical advice concerning the system, assist with on-the-job training (OJT) of Taiwan soldiers, and assist with troubleshooting, fault isolation, aligning, and adjusting the system. They will also assist with the identification of failed items and spare parts. They will use customer tools and test equipment as necessary when providing this assistance. They will be on a 1-hour response time Monday through Friday, 8:00 AM to 4:30 PM, and an 8-hour response time otherwise. The travel time to the work site is additive to the response time. The Taiwan Army will provide office and work space in the vicinity of the maintenance facility for these TARs.

4.0 Spare Parts

4.1 ASL/PLL

The IMSE spares consist of Prescribed Load List (PLL) parts and Authorized Stockage List (ASL) parts. The PLL provides the parts necessary for organization level maintenance, such as fuses, lamps, circuit card assemblies and other Line Replaceable Units (LRUs). The ASL provides the parts needed for direct support maintenance and serves as supply backup for the PLL.

Each of the three Armies was provided with a set of ASL/PLL and maintenance spares. These parts are intended for use by the Army to repair failed equipment.

The total amount of ASL for each part was calculated based on the MTBF (Mean Time Between Failures) to support 180 days of failures. Taiwan should store their ASL in a centralized location easily accessible to the maintenance team.

4.2 Maintenance Spares

The maintenance spares (Unit Level direct support) were planned for use as required by the maintenance team to troubleshoot failed equipment. After troubleshooting using the maintenance spares, the soldier can request the appropriate replacement part from the ASL. The soldier then replaces the failed item with the good item from ASL and turns the failed item for repair or replacement. It is important that failed items are returned to the RSC/Depot ASAP but NLT 30 days after failure. If this timeline is not adhered to, then there is a possibility that the ASL inventory could be depleted leaving the Army at risk with no immediate replacement for some equipment.

4.3 Float

The contractor shall purchase a set of Float spares to be used in support of the ASL spares. The float spares will be at RSC/Depot for use by all three Armies.

Contractor also purchased additional spares for those items experiencing higher than anticipated failure rates. These were also placed at the RSC/Depot with the float. Representatives from each Army can come to the RSC/Depot to exchange failed items for good ones. Contractor then arranges to have the failed items repaired or replaced based on their condition. Contractor will maintain sufficient quantities of float spares to meet the desired turn-around time assuming Taiwan turns in each failed component in a timely fashion (within 30 days of failure).

When necessary to maintain this goal, contractor will increase or add to the items from ASL/PLL in float.

4.4 Support Equipment

The contractor shall purchase a set of replacement components for use by the repair technicians. These components are collocated with the equipment repair center. Special tools and test equipment are also acquired if needed to allow trained technicians to troubleshoot many of the major subassemblies down to the component level.

4.5 Depot level repair parts

In order to support depot level repair capability of the items identified in paragraph 7.0, the contractor shall purchase a set of repair parts. These components are collocated with the RSC/DEPOT.

4.6 Depot level test equipment

Depot level test equipment was acquired by the program to allow trained RSC/DEPOT personnel to test and troubleshoot a select set of IMSE items identified in paragraph 7.0. The test equipment is collocated with the RSC/DEPOT.

The various spares and support equipment lists are provided in Appendix I, III and

IV.

5.0 Equipment Maintenance (Repair/Replacement)

Based on the agreement between Taiwan Army and USG, Taiwan Army personnel will perform unit and direct support maintenance on the equipment. Depot level maintenance will be performed at the contractor depot/factory facilities. Unit level maintenance consists of Preventative Maintenance Checks and Services (PMCS), removal and replacement of expendable items such as fuses, lamps, etc., and the removal and replacement of LRU's such as circuit card assemblies and electronic black boxes.

Troubleshooting at this level is normally accomplished by built-in-tests. Direct support maintenance will include radio repair by the replacement of modules. Troubleshooting at this level utilizes specialized radio test benches. Items for repair beyond the DS level will be evacuated to the contractor RSC/DEPOT.

For each failed item, the Taiwan Army DS personnel will provide in English language the following information to the contractor’s TAR: Work Order #, NSN, Part Number, Item Description, Qty, Failed Part S/N and/or Barcode. The TAR records this information on a request form and forwards the information to the Logistics Manager. The Logistics Manager sends the provided information to USG (USASAC and SAMD) with a request for a Document Number and then reviews the replacement part inventory utilizing a contractor’s inventory database system. If a part is available, the Logistics Manage records the following information: Repair Order #/Document Number, Replacement S/N and/or Barcode, Date Swapped. The TAR and contractor’s warehouse manager are notified to arrange an exchange date for the replacement parts. The Army drives to the RSC/DEPOT with the failed parts, coordinates the exchange with the warehouse manager utilizing a hand receipt and returns to their home base with good parts.

6.0 Contractor managed and operated Taiwan IMSE Regional Support Center/Depot

The Taiwan RSC/DEPOT acts as the centralized repair/replacement facility for all Communications Electronics IMSE equipment and includes the repair of IMSE generators and air conditioners. Contractor operates and manages the facility. The Taiwan owned as well as the contractor owned float is stored at this facility. This provides the ability to make exchanges on the same day as failed items are returned.

The same day exchange applies only to those parts maintained as ASL.

6.1 Failed Item Repair/Replacement Process

Contractor will process the failed items through one of the various channels identified below:

1) If the item is designated as a RSC/DEPOT repairable item, then the failed item is repaired at the RSC/DEPOT by trained technicians.

2) If the item is not a RSC/DEPOT repairable item, then the failed item is returned to the original manufacturer for repair.

a. The original manufacturer is located in Taiwan.

i. Transportation to and from the manufacturer is arranged by contractor.

b. The original manufacturer is located outside Taiwan.

i. Contractor prepares all the necessary paperwork for import/export control.

ii. Contractor packages the item for shipping and arranges the shipping as required.

3) The failed item is declared non-repairable and a replacement is ordered.

Repaired/replaced items are returned to the Taiwan owned float for use in a later exchange.

6.2 Shelter Level Repair

The RSC/DEPOT will also include the capability of providing shelter level troubleshooting and repair if Direct Support (DS) troubleshooting procedures do not correct the problem. The shelter level troubleshooting and repair is limited to electronic type repairs (cabling, power, signal panels, etc.) and does not include repair of the shelter body. The depot will support periodic deep cleaning services.

Taiwan Army will be responsible for transporting the shelter to and from the RSC/DEPOT including the dismounting and re-mounting to the vehicle.

6.3 Turn Around Time

Turn around time is defined as the time from Contractor receipt of an inoperative unit or assembly at the Taiwan RSC/DEPOT to delivery of a repaired/replacement item to the Taiwan Army. The Contractor will repair/replace all IMSE Phase II items within 30 days of turn-in by the Taiwan Army. The 30 day turnaround time is contingent upon the Taiwan Army turning in their unserviceables as failures occur. If Taiwan does not perform timely turn in of unserviceables, there will be a resultant increase in the turnaround times for repair.

6.4 Repair/Replace Criteria

If the repair cost of a returned item exceeds 65% of its latest acquisition price, it shall be replaced with a new item upon USG approval.

6.5 Shipping

Contractor shall arrange for transportation and bear all shipping costs associated with evacuation of the failed item from the Taiwan field unit to the Taiwan RSC/DEPOT and return of serviceable items from the RSC/DEPOT to the field unit. The contractor shall bear all shipping costs associated with shipping the item from the Taiwan RSC/DEPOT to its repair destination, i.e., Taiwan vendor, US or foreign Vendor, etc, and return of that item back to the Taiwan RSC/DEPOT.

[Type here]

6.6 Quality Assurance (QA)

Contractor shall establish & maintain a QA program in accordance with best commercial practices. All repaired items shall be tested and/or validated to verify that the item demonstrates compliance with the requirements of the equipment/assemblage specifications.

7.0 LRU Repairs

Contractor shall purchase a set of test equipment and developed detailed troubleshooting procedures to repair the following communication and electronics (C/E) equipment assemblies: GDC4S Equipment

• Switch Multiplexer Unit (SMU)

• Printed Wiring Assemblies (PWAs) for the SMU, DIU, QMUX , Single Row Nest (SRN), LIA FECTA, LTU

• LOS Radio

• Other – DNVT, battery charger, power supplies.

This will allow skilled technicians assigned to the RSC/DEPOT to troubleshoot, repair and test much of the IMSE equipment. The specialized equipment includes component replacement equipment.

The COMSEC equipment in the IMSE system is not eligible for inclusion in the local maintenance list. Per US policy, production and component level repair of the COMSEC equipment (DNKG, KL, TED, SVOW, SDVT & MCS) must remain in the United States.

A comprehensive analysis was performed on each item to determine the most cost effective course of action to take with each part. An item will be repaired at the Taiwan RSC/DEPOT whenever possible, as directed by the Taiwan. However, in some cases it is more cost effective to return the item to the original manufacturer for repair. This decision is generally made based on:

1. The number of predicted failures vs. the costs to acquire the special equipment necessary to repair the item.

2. The complexity of the item and the difficulty to train someone other than the original manufacturer how to repair the item. The OEM generally has the unique knowledge of how to deal with the large number of potential failure modes for each item.

3. Whether or not the original manufacturer will provide sufficient technical data to repair the item.

Appendix II provides a list of items repaired at the local RSC/DEPOT as well as those returned to the OEM. This list is based upon using the most cost effective approach with the minimum amount of risk to support IMSE. Based upon equipment densities, [Type here] anticipated MTBF data and OPTEMPO, the combination of the ASL/PLL and float provides the Taiwan Army more than 12 months of replaceable items in Taiwan. This should eliminate a majority of the risk if the supply lines are interrupted for any reason.

8.0 Obsolescence

If an item is no longer producible or approaching obsolescence during the period of performance, the contractor shall notify the USG and propose a recommended solution with associated cost impact, if applicable. The contractor, the USG, and the Taiwan will jointly determine an equitable solution to the given incident.
