CONFIGURATION BASELINE
The contractor, acting as an independent entity and not as an agent of the U.S. Government, shall fabricate and deliver the ECU subsystems in accordance with (IAW) this contract, including this TRD. All requirements regarding the ECU must be adhered to, and all overall TMSS Critical Performance Parameters (CPPs), must not be compensated as a result of the introduction of the gensets sought in this procurement effort. TMSS transportability certifications must not be compensated as a result of the introduction of the ECUs sought in this procurement effort.
The applicable Configuration Baselines (CB), for the listed Configuration Item (CI) and/or Computer Software Configuration Item (CSCI), are as listed in the table below.

REQUIREMENTS
CRITICAL PERFORMANCE PARAMETERS
Critical Performance Parameters (CPPs) are the minimum system requirements and shall not be violated.
When identified at the end of a paragraph, all requirements within that paragraph are considered CPPs. Other specified requirements herein are Government desires that would provide known value and benefit that are linked to objective capabilities of the systems being obtained.
CAPABILITIES REQUIREMENTS
• ENVIRONMENTAL CONTROL UNIT (ECU)
A brief description of the capabilities requirements of the subject ECU is provided in this section. The subject ECU is to provide air circulation, exchange, heating, dehumidification, and cooling to its supported TMSS- Large shelter. The ECU shall control and maintain the interior temperature of personnel and equipment occupied volumes of its supported large shelter from 50 degrees F to 85 degrees F while operating over an ambient temperature range of -25 degrees F to 120 degrees F (CPP). The interior temperature shall be achieved in not more than 6 hours (CPP). The ECU shall control and maintain the interior temperature of personnel and equipment occupied volumes of its supported large shelter from 50 degrees F to 85 degrees while operating over an ambient temperature range of -50 degrees F to 131 degrees F (desired). Specified temperatures to be maintained must be uniform vertically (3.5, 6 and 10 feet above floor) and horizontally (spatially) throughout the tent shelter. All requirements regarding the ECU must be adhered to, and all overall TMSS Critical Performance Parameters (CPPs), must not be compensated as a result of the introduction of the ECUs sought in this procurement effort. TMSS transportability certifications must not be compensated as a result of the introduction of the ECUs sought in this procurement effort.
o Identification An identification plate shall be placed on the ECU that conforms to MIL-STD- 130M (CPP). The identification plate shall be permanently attached to the housing in a location where visible to ensure its readability during normal operational use. The identification plate shall include the following information (CPP):

Attachment 1 SPRBL1-22-Q-0032 Page 5 of 20 o Refrigerant Charging Valves The ECU suction side and discharge side valves shall be labeled (desired).
o Duct Interface The ECU for each system shall have a function for attaching via a flexible duct system to its supporting system soft shelter (desired).
o External Power Interface The ECU shall have a quick connect power unit connector conforming to the requirements of ANSI C119.6-2006 to accept power from the on-board power unit or from a Type 1 (Tactical), Class 2B (Utility), Mode III (60Hz) electrical performance requirements of MIL- STD-1332B external power source if physically separate from its generator (desired).
o Controls The ECU controls for each system as a minimum shall include a system ON/OFF switch, manual selector switch for heat, off, vent and cool modes and an adjustable thermostat (CPP).
o Supply and Return Ducts
Duct Length The TMSS system shall include insulated ducting to deliver the conditioned air up to a supported shelter separated from the ECU at the distance required to meet requirements.
Stowage and Tie-down Stowage and tie-down provisions shall be provided on the TMSS system to secure the ducts for transport that remain securely fastened when exposed to pulsing wind during EAT (CPP).
o Air System Components
Inlet/Outlet Protective Covers The ECU evaporator inlets and outlets shall be provided with insulated duct adapters and protective covers that remain securely fastened when exposed to pulsing wind during EAT (CPP).
End Cover Storage The TMSS systems shall permit storage of the ECU protective end covers without causing damage or performance degradation to any of the TMSS system components
(CPP).
Air Filter All air filters installed on the ECU shall be replaceable without detaching ducts
(desired).
o Equipment Grounding
Single Point Ground The system shall provide a single point ground system (CPP).
Ground Lug The system shall include an external ground lug tied to the ECU and generator ground system for connection to an earth ground (CPP).
Ground Kit The system shall provide an earth ground kit, including ground rod(s) and installation/removal tools shall be provided and stored on the trailer. The ground kit shall affect

1.11.2.5.1 Mobile shelter: Grounding, Bonding and Shielding for Electronic Equipment and Facilities. (CPP)
Ground Wiring The grounding system wiring shall be sized for the generator rated power (using guidance of National Electric Code, Article 250 with appropriate de-ratings considered for the maximum ambient temperature) and shall include a chassis ground from a single point ground to the trailer (CPP).
Ground Lug Sizing The ground lug shall be sized to accommodate two each 2 AWG stranded cables (CPP).
o NOISE
The TMSS ECU and power unit shall not exceed 65 dBA at the nearest potential operator position inside the shelter (desired).
o TRAILER
Lift and Tie Down Provisions
The TMSS-Large system trailer shall have four point lift and tie down provisions for cargo
IAW MIL-STD-209K with the trailer loaded at its maximum capacity (CPP).
Weight and Center of Gravity
TMSS-Large
Total Gross Weight The TMSS-Large shall not exceed 12,000 pounds with all equipment provided (i.e. the tent system, trailer, power unit with supporting BII, and ECU with ducts) (CPP). Tables, chairs, soft shelter lights, power distribution systems, vestibules, and bootwalls systems do not count against the single trailer load, but can be carried on the trailer if the system weight does not exceed 12,000lbs (desired).
Pintle Weight The TMSS-Large pintle weight shall not exceed 1,200 pounds with all equipment provided (i.e. the tent system, trailer, power unit with supporting BII, and ECU with ducts) (CPP).
Center of Gravity The TMSS-Large center of gravity shall fall within the designated prime mover CG envelope. The lateral stability of the mobile assemblage shall be such that the angle between a vertical line through the CG and a line drawn from the CG to the nearest outer base ground contact point shall not be less than 25 degrees. (CPP)
Lateral Stability The TMSS-Large shall not roll over on side-slopes up to 30 percent

Specialized Tooling The TMSS systems shall be supported by use of US Army common tools and general support equipment to the greatest extent possible. The requirement for special tools shall be minimized (desired).
Power Distribution and Grounding System The TMSS systems shall provide an integrated and lightweight power distribution and grounding system (with safety circuit breakers) that provides 110/220VAC power outlets. The power distribution system shall provide no less than 10 outlets for a large shelter of dual 15 amp circuits suitable to power workstations or other command and control equipment (desired).
o BASIC ISSUE ITEMS (BII)
Each TMSS system shall be equipped with all BII necessary to perform all crew operational and preventive maintenance tasks (CPP).
o TRANSPORTABILITY
Ground Mobility
Surface Types The TMSS systems shall comply with the requirements of this specification during and after being driven over highways, gravel roads, cross-country (unimproved), cross-country, Belgian block, coarse washboard, radial washboard, and two-inch washboard, without damage or degradation to the system (CPP).
Size Restrictions The TMSS systems shall not exceed 13.12 feet in height and 8.0 feet in width in the over-the-road configuration (CPP).
Rail Transport
Tie-downs The TMSS systems shall be rail transportable utilizing the tie-down procedures for the trailer (CPP).
Rail Impact The TMSS systems shall comply with the requirements of this specification after rail impacts of 4, 6, and 8 miles per hour forward and 8 miles per hour reverse utilizing cushion coupler railcars without damage or degradation (CPP).
Shipboard Transport The TMSS systems shall be transportable as basic cargo for lift on/lift off and Roll-On/Roll-Off ship operations IAW MIL-STD-1366E(CPP).
Internal Air Transport (IAT) The TMSS systems shall be air transportable in a by C-130 aircraft IAW MIL-STD-1366E (CPP).

In addition to the environmental requirements above, the TMSS systems shall survive storage and operation without performance degradation in the following environmental conditions.
Natural Environments The TMSS systems shall comply with the requirements of this specification during and after the following environments in stand-alone mode and when complexed with other shelters:
Transit Temperature The TMSS Systems shall comply with the requirements of this specification after transit in temperatures from -50 degrees to +160 degrees F (CPP).
Storage Temperature The TMSS systems shall comply with the requirements of this specification after short and long-term storage in temperatures from -50 degrees to +160 degrees
F (CPP).
Operating Temperature The TMSS systems shall comply with the requirements of this specification during and after during temperatures from -50 degrees F to +131 degrees F (CPP).
Rain The TMSS systems shall withstand a driving rain of two inches per hour at 20 mph for 30 minutes and continue to operate. The fully erect soft shelter shall withstand a driving rain of two inches per hour at 20 mph for 30 minutes without pooling of water or major leakage (see Section 6.0) through the tent fabric, flaps, seams, or vents. (CPP)
Humidity The TMSS systems shall meet the requirements of this specification during and after daily exposure of up to 97% relative humidity and peak exposure of 100% relative humidity (with condensation), without degradation (CPP).
Salt Fog The TMSS systems shall meet all functional requirements and show no evidence of degradation after exposure to salt fog in operational or storage configuration (CPP).
Sunshine (Ultraviolet Effects) The TMSS systems shall show no evidence of structural damage, degradation, or permanent deformation as a result of exposure to ultraviolet effects.
Blowing Dust/Sand The TMSS systems shall resist the effects of blowing dust and sand without degradation. Blowing sand is defined as 150 - 1000 micron particles in concentrations of 1.32 x 10-4 pounds per cubic feet (lb /ft3) with a wind velocity of 1750 + 250 ft /min (CPP).
Snow The fully erect soft shelter shall withstand a snow load of 10 lbs per square foot for 12 hours without damage, or frame deflection of greater than two inches (desired).
Wind The fully erect soft shelter shall withstand wind load of 55 mph with gusts up to and including 70 mph for no less than thirty minutes (CPP).

Insects The system shall resist physical damage from entry of insects from the exterior, including flying insects from penetrating mesh diameter of 0.0125 +/- 0.001 (desired).
Induced Environments
Electromagnetic Environmental Effects
Radiated Susceptibility The TMSS performance shall meet EMI Radiated Susceptibility requirements IAW MIL-STD-461E, RS-103 Table VI (CPP).
Radiated Emissions The TMSS performance shall meet EMI Radiated Emissions requirements IAW MIL-STD-461E, RE-102 (CPP).
Conducted Susceptability The TMSS performance shall meet EMI Conducted Susceptibility requirements IAW MIL-STD-461E, CS-114, CS-115, and CS-116. (CPP)
Near Strike Lightning (NSL) The TMSS systems shall meet performance requirements during and after exposure to the indirect effects of a lightning strike; one user-accessible reset permitted to reestablish operations if operation interrupted by NSL (CPP).
Electromagnetic Pulse (EMP) TMSS systems shall continue to function properly and without damage during and after exposure to an electromagnetic pulse (EMP); one user-accessible reset permitted to reestablish operations if operation interrupted by EMP (CPP).
Chemical Biological Radiological Nuclear (CBRN) The TMSS systems shall survive CBRN contamination and decontamination (desired).
Audible Detectability The TMSS systems shall not be audibly detectable with its power unit and ECU running at 400m (desired).
o SAFETY
The TMSS systems shall protect against the risk of electric shock and other hazards under all conditions of normal use (installation, operation, maintenance) and under a likely fault condition (including human error). Catastrophic or critical hazards shall not rely solely on warnings, cautions, or procedures/training for control of risk (CPP).
Electrical Requirements
Equipment All TMSS system equipment shall meet the requirements of the National
Electrical Code, NFPA 70-2005 (CPP).

Electrical Shock Protection All live electrical parts will be guarded against operator contact to protect personnel from shock or injury (CPP).
Stored Energy Exposure TMSS system electrical components shall not expose the operator to stored energy shock at the disconnection point IAW UL 60950, paragraph
2.1.1.7 (CPP).
Personnel Protection
Voltage Sources All TMSS system electrical components exceeding 30V shall include a means to protect maintenance and repair personnel from unintentional contact (CPP).
Current Sources All TMSS system electrical components shall include a means of protection against current sources that exceed 25A (CPP).
Voltage Test Points Voltage test points for maintenance personnel shall not exceed 300V
Interlocks Any TMSS system electrical circuits exceeding 500V shall include interlocks that meet the requirements of UL 60950, paragraphs 2.8 to ensure the circuits cannot be bypassed (CPP).
Power Interfaces
General All TMSS systems power source interfaces shall meet the requirements of
NFPA 70-2005 and UL 60950, section 2.8 (CPP).
Phase/Voltage Protection The TMSS systems shall include protection against incorrect phase rotation and input/voltage levels for multiple-input/output power sources (CPP).
Circuit Breaker The TMSS systems shall include a main circuit breaker that when actuated shall open all current-carrying conductors including neutral (CPP).
Fault Detection The TMSS systems main circuit breaker shall open all phases and neutral when a fault is detected on one or more phases (CPP).
Power Shutoff The TMSS systems power source interfaces shall include a single main power shutoff switch that when actuated shall open all circuits supplying power to the equipment (CPP).
Shutoff Switch Marking Marking for the main power shutoff shall be visible in low lighting (CPP).
Equipment Grounding TMSS system electrical equipment grounding shall comply with the requirements of NFPA 70-2005, article 250, and the requirements of UL 60950, par 1.6.34
Attachment 1 SPRBL1-22-Q-0032 Page 11 of 20 and section 2.6 for Class I equipment. Hinges and slides shall not be relied upon as a grounding conductor (CPP).
AC Power The TMSS systems shall include neutral and ground bonding for power sources
IAW NFPA 70-2005, whether the load is powered from the primary source or the import power connector. Neutral-ground bond shall be implemented at on-board power sources.
Neutral-ground bond shall not be implemented for external power supplies (CPP).
Wiring Wiring shall comply with the requirements of UL 60950, paragraphs 3.1.1 - 3.1.3
Power Switches Equipment power switches shall be protected so as to prevent accidental actuation, if such an action could pose a hazard to operators or maintainers (CPP). All switches shall be rated and listed for their intended purpose and use (CPP).
Outlets All outside convenience outlets shall be wired to incorporate ground fault circuit interrupters (GFCI) and shall remain weatherproof when cord is plugged into outlet.. All TMSS systems non-standard outlets, receptacles, and power connections shall include markings to indicate voltage and frequency (CPP).
Access The TMSS system equipment shall provide safe access to personnel during installation, operation, and maintenance (desired).
Hazards to Operator Under the conditions of normal use, wind loading, incline, etc., the equipment shall not become physically unstable to the degree that it could become a hazard to operators or maintainers (CPP).
Secure Equipment The TMSS system equipment shall include latches or other devices to ensure doors, drawers, and rack-mounted equipment cannot be pulled out or opened unintentionally (CPP).
Temperature of Operator Accessible Parts All TMSS system equipment and parts that are accessible to operators shall not exceed the temperature limits of UL 60950, Section 4.5.1
Equipment Lifting Equipment exceeding single person lift limits shall be labeled with the total weight and required number of handlers IAW MIL-STD-1472F, paragraph 5.9.11.3.5
Equipment Enclosures Equipment enclosures, as well as lenses, switches, wiring, and the like which enclose hazardous voltages, shall have adequate mechanical strength to withstand rough handling during expected use (desired).

Warning Devices Audible/visual warning devices shall be provided to indicate malfunctions that could cause severe injury/equipment damage. Audible warning signals shall be distinguishable from other sounds under normal operating conditions. Visual signals shall be readily visible and easily recognized (CPP).
Colors of Safety Critical Controls Colors of safety critical controls and indicators shall be yellow for caution and red for danger (CPP).
Expandable/Collapsible Structures TMSS expandable and collapsible structures shall include self-locking or other fail-safe devices to prevent accidental or inadvertent collapse or falling (CPP).
Fire Extinguisher The TMSS systems shall contain a UL listed, Class ABC fire extinguisher with a capacity not less than 2.5 lbs, a range not less than 9 feet, discharge time not less than 10 seconds, and located in a visible and accessible location which does not interfere with mission operations (CPP). Ozone depleting compounds shall not be used.
Safety Markings and Labels Safety markings and labels IAW ANSI Z535.4 shall be provided identifying any potential hazards to personnel. RF radiation hazards and voltages in excess of 70V shall use the signal word WARNING. Voltages in excess of 500V shall use the signal word DANGER. Safety labels complying with the requirements of UL 60950, paragraph 1.7.13 and/or UL 969 are acceptable. Markings shall be readily visible. They shall not be removed when a barrier or access door is opened/removed (CPP).
Hazardous Material Hazardous material exposure to personnel shall be controlled to levels below the Occupational Safety and Health Act (OSHA) Permissible Exposure Limits or the American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Values (TVL), whichever is more conservative (CPP). Hazardous materials that can be exposed to personnel or the environment during any operational (to include fabrication, transportation, and setup/teardown) procedure, maintenance procedure, or as a result of damage to the equipment, or require special disposal procedures, shall be kept to a minimum. Nontoxic/ environmentally acceptable substitutes shall be used whenever possible (CPP).
Radioactive Materials The TMSS systems shall not include radioactive material (CPP).
Environmental Safety
Noise Personnel exposure to noise shall be limited to 82 dBA and 140 dBP (safe levels) in accordance with MIL-STD-1474D, unless superseded by more stringent requirements elsewhere in this specification. Warnings shall be provided for systems (including headsets, handsets, earplugs, etc.) where noise exposures exceed the above requirements

Exhaust The ECU ventilation system air intake shall be located away from exhaust pipes. Diesel exhaust concentrations (carbon monoxide, formaldehyde, acrolein, nitric oxide, nitrogen dioxides, and sulfur dioxide) inside of occupied spaces and/or at any workstation shall comply with the lower of the OSHA Permissible Exposure Limits and the ACGIH TLV Guide (CPP).
Ozone Depleting Substances The TMSS systems shall not include any Class I Ozone
Depleting Substances IAW the Clean Air Act Amendment, Title VI, Section 602 (CPP).
Lightning Discharge Signal and power input points shall incorporate surge suppression for each conductor not directly grounded. Ground paths for surge suppressors shall be rated appropriately considering the threat electromagnetic environment IAW MIL-STD- 464A and shall have shortest direct path to the external ground stud (desired).
Fuel Lines Fuel lines and sources shall be protected from mechanical damage and sources of heat (CPP).
o HUMAN FACTORS ENGINEERING
All TMSS systems shall be operable and maintainable by the full range of military personnel (5 percentile female through 95 percentile male) under cold weather hand gear and Mission Oriented Protective Posture-Level IV (MOPP-IV) conditions IAW MIL-STD-1472F.
MATERIALS
Connectors All TMSS system electrical connectors shall meet the requirements of UL
60950, paragraphs 3.1.12, 3.2.1, and 4.3.17 (CPP).
Keying All connectors shall be keyed (desired).
Waterproof All connectors exposed to the weather shall be waterproof (CPP).
Corrosion Control
Anti-Corrosion Treatment All TMSS system parts and materials subject to corrosion shall be coated with anti-corrosion treatments (CPP).
Treatment and Painting
Chemical Agent Resistant Coating (CARC) The TMSS systems external surfaces
(with the exception of the soft shelters) shall be painted using a Type II water-reducible CARC paint IAW MIL-DTL-64159. Components whose operation will be impaired by painting shall not be painted (CPP).

Color The exterior of TMSS systems shall be Tan 686A, FED-STD-595B, Color No.
33446 (CPP).
Workmanship
Sharp Edges All sharp edges and corners of the TMSS systems equipment shall be rounded to a radius of not less than .05 inch (desired).
Pinch/Entrapment Moving TMSS system components (such as sliding panels and racks) shall not pinch or entrap personnel or personnel limbs used to manipulate the components (CPP).
Welding All welding shall be IAW the American Welding Society (AWS) D1.1
AWS D1.2 and/or American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, as applicable.
Brazing All brazing shall be IAW AWS B2.2 or ASME Boiler and Pressure Vessel
Code, as applicable.
Bolted Connections All bolted connections shall be IAW Society of Automotive Engineers (SAE) J492.
Riveted Connections All riveted connections shall be IAW SAE J492.
o RELIABILITY AND MAINTAINABILITY
Scheduled Maintenance
Preventive Maintenance Checks and Services (PMCS) Scheduled maintenance shall not be required to be accomplished at any support level higher than the organizational maintenance level (CPP).
ECU PMCS Interval The TMSS system ECU shall not require scheduled maintenance services more often than every 250 hours of operation (CPP).
Maintenance Ratio The TMSS system shall have a maintenance ratio no greater than 0.023
Mean Time Between Failure (MTBF) The TMSS system shall meet or exceed a MTBF of greater than 400 hours based on a confidence factor of 90% (CPP).

Variable Controls All TMSS system variable controls, such as temperature controls, shall be labeled with a symbol for a continuously variable control conforming to the Society of Automotive Engineers (SAE) J1362, symbol 8.18. Thermostatic control color code shall conform to paragraph 5.5 of SAE J1362.
System ID Plate All TMSS systems shall have identification plates IAW MIL-STD-130M, permanently marked with the following information: (1) serial number, (2) acquisition contract number, (3) item name and type designation, (4) identification part number, and (5) National Stock Number (NSN) (CPP).
Subassembly Marking All TMSS subassemblies shall be marked clearly and visibly, identifying the part number and manufacturer/CAGE code IAW MIL-STD-130M.
Cable Marking All TMSS system cables shall be marked with reference designator and part number at both ends.
Transportability Data Plate The TMSS systems shall have a transportation data plate containing weight and center of gravity information (CPP).
Connector Function All TMSS systems shall have each connector function permanently labeled.
Non water- applied decalcomania is an acceptable method.
Assembly Schematics The TMSS system power unit and ECU shall each have schematics (i.e.
refrigerant, fuel, electrical) and wiring diagrams permanently attached to the respective power and ECU for utilization by the maintenance personnel (CPP)

Special Instructions
The TMSS systems external surfaces (with the exception of the soft shelters) shall be painted using a Type II water-reducible CARC paint IAW MIL-DTL-64159. Components that have operations that will be impaired by painting shall not be painted (CPP).

GENERAL:
SPECIALIZED TESTING
QUALIFICATION TESTS
NATURAL ENVIRONMENTS
• Non-Operating Storage/ Transit Temperatures. The TMSS and its components shall be tested IAW MIL-
STD-810F, High Temperature, Method 501.4, Storage, Test Procedure I, and MIL-STD-810F, Low Temperature, Method 502.4, Storage, Test Procedure I, Storage. Test duration for high temperature shall be seven cycles of 24 hours each or 168 hours. Test duration for low temperature shall be 24 hours.
• Rain. Conformance of the TMSS systems to performance requirements during and following exposure to rain environment shall be verified by test IAW MIL-STD-810F, Method 506.4. Test conditions shall include, but not be limited to, test simulation a driving rain of 2 in./hr at 20 mph wind for 30 mins.
• Humidity. The TMSS and its components shall be tested as per MIL-STD-810F, Method 507.4, for
Humidity. Test verification conditions for humidity exposure shall include a 48-hr cycle, and account for expected daily exposure of the TMSS system to 97 percent relative humidity and 100 percent humidity (with condensation) for multiple, short time periods.
• Salt Fog. Salt fog exposure and verification test for TMSS and its components shall be conducted IAW
MIL-STD-810F, method 509.4, Procedure I.
• Sunshine (Ultraviolet Effects). The TMSS generator set and components shall be tested IAW MIL-STD-
810F, Method 505.4, Test Procedure II, with the generator set operating. Cycle A-1 shall be used.
• Blowing Dust. The TMSS and its components shall be tested using MIL-STD-810F, Method 510.4, Blowing Dust, Test Procedure I. Air velocity shall be 20 mph and shall include test durations of NLT 45 mins per side of the TMSS soft shelter.
• Blowing Sand. The TMSS and its components shall be tested using MIL-STD-810F, Method 510.4, Blowing Sand, Test Procedure II. Air velocity shall be 3520 feet/minute (40 mph) with sand particle concentrations that are typical of those experienced in an operating aircraft environment.
INDUCED ENVIRONMENTS
• Electromagnetic Effects
Radiated Susceptibility.
The TMSS and its components shall be tested IAW MIL-STD-461E against the limits for Army Ground Equipment.

Radiated Emissions.
The TMSS and its components shall be tested IAW MIL-STD-461E the limits for Army Ground Equipment.
Conducted Susceptibility.
The TMSS and its components shall be tested IAW MIL-STD-461E against the limits for Army Ground Equipment.
Near-Strike Lightning (NSL) The TMSS system shall be tested to verify the as per MIL-STD-464A, Paragraph 5.4 for near/direct strike lightning protection.
Electromagnetic Pulse (EMP).
The TMSS system shall be test IAW MIL-STD-461E.
• Ground Mobility and Transportability
Ground Mobility. TMSS Large. The TMSS Large system and its components shall be tested IAW the
U. S. Army Developmental Command Test Operations Procedure 2-2-506 for group W9-B trailers.
Test conditions shall include towing the TMSS Large over an operational mission profile of 10 percent primary roads, 70 percent secondary roads, and 20 percent off-road.
External Air Transport. Verification for conformance to the requirements for external air transportability shall be conducted by test IAW MIL-STD-1366D and MIL-STD-209K.
Rail Impact. The TMSS system and its components assemblies shall be tested IAW MIL-STD-810F, Method 516.5, Rail Impact, Procedure VI. The test conditions shall include inducing rail impacts of 4, 6 and 8 mph forward and 8 mph reverse utilizing cushion railcars.
VERIFICATION
All development, testing, and demonstration necessary to meet the requirements of the subject ECU (p/n:
1010072, NSN: 4120-01-685-0706) must be done at the full cost of the vendor. Those that are proposing an alternative part must demonstrate that their product is equal to or better than form, fit, and function of the subject ECU, and was developed prior to contract award. Those that are proposing an alternative part must demonstrate full mission readiness when their product is integrated with the TMSS system. All testing, including First Article Testing (FAT), must be completed and demonstrated prior to government receipt of the items.
METHODS OF VERIFICATION
a. Analysis: An element of verification that utilizes established technical or mathematical models or simulations, algorithms, charts, graphs, circuit diagrams, or other scientific principles and procedures to provide objective evidence that stated requirements have been met.

b. Demonstration: An element of verification that generally denotes the actual operation, adjustment, or re-configuration of items to provide objective evidence that designed functions were properly accomplished under specified scenarios. The items under test may be instrumented and quantitative limits or measurement criteria may be monitored.
c. Inspection: An element of verification that consists of investigation of items to determine conformance to those stated requirements which can be determined by such investigations. To constitute inspection, said investigations must be able to be accomplished without the use of special laboratory appliances, procedures or equipment. Inspection is generally non-destructive and typically includes the use of sight, hearing, smell, touch and taste; simple physical manipulation; mechanical and electrical gauging and measurement; and other forms of investigation.
d. Test: An element of verification which generally denotes the determination, by technical means, of the properties or elements of items, including functional operation, and involves the application of established scientific principles and procedures. Test verification typically involves the actual measuring of some technical functional or performance parameter, with the resultant data being available for evaluation against set criteria directly traceable back to specific requirement(s) of a performance or some other technical specification.
