Statement of Work

(SOW)

48 CES Wastewater Plant SCADA System Install at

Royal Air Force (RAF) Lakenheath

September 1, 2025

1. Background

The 48th Civil Engineer Squadron (48 CES) requires the installation of a modern Supervisory Control and Data Acquisition (SCADA) system to monitor and control the base’s wastewater treatment plant and lift stations. This upgrade will improve system visibility, enable real-time alerts, support remote operations, and enhance response times.

RAF Lakenheath’s existing wastewater monitoring and control systems are outdated and no longer meet operational or reliability standards. The current setup lacks remote monitoring capabilities, delays fault detection, and increases maintenance demands. The project includes hardware and software upgrades, installation of fiber and radio communication links, and integration with existing infrastructure.

2. Scope

This statement covers the installation of a new SCADA system on RAF Lakenheath’s wastewater pumping stations and treatment assets. The scope of this contract includes:

• Installation of monitoring and control interfaces in existing control room (MCC).

• Installation of associated remote monitoring devices such as SMS messaging, PLC’s, and SIM card functions.

• Installation of computer systems in the main sewer operations office to include screens/monitors, hard drives, hardware & software, and any licensing required for system operation.

• Excavation and installation of a new fiber cable connecting bldg. 1026 to bldg.

1019.

3. Objectives

a. Installation of Screens and Control Interfaces

i. Install 2 monitoring screens for the SCADA monitoring system and redundant control interfaces for the new SCADA system.

b. Hardware Upgrades

i. Ensure all designated servers and client CPUs are compatible with

Windows 11 hardware (or current version of Windows hardware).

ii. Replace associated peripherals including monitors, and hard drives.

c. Software Upgrades and Licensing

i. Transfer existing software licenses if applicable.

ii. Upgrade all systems to be compatible with Windows 11 hardware (or current version of Windows hardware).

d. Training and Documentation

i. Provide operator and administrator training on upgraded systems.

ii. Deliver full documentation, including system drawings, configuration records, and training verification.

4. Tasks

a. General Tasks

i. SCADA / Telemetry system as described below.

ii. Install communication displays (screens, monitors and computers)

iii. Installation of a radio-link base station within the main treatment works office, to collect data from, and allow remote control over remote lift stations.

iv. Installation of radio link outstations at 5 no. off remote lift stations.

Additional lift stations can be added at an additional cost. The site is to be surveyed for spare radio frequency channels to use prior to installation.

v. Integration of remote control (where possible within the existing MCCs), of 5 no. off lift stations.

vi. Installation of an underground duct for communications cables between main treatment works site office, and main works MCC, to allow the collection of status and alarm data, and allow control of the existing main works PLC / MCC via the new SCADA system.

vii. Installation of an SMS text message gateway device in the main treatment works office, to facilitate the sending of text message alarms to operator / on-call mobile phones. Please note, the customer must provide their own SIM card for installation on this device.

viii. A USB hard drive, or other storage media, containing software backups of all SCADA applications, license files, communications setup files, existing main works PLC and HMI and radio link config files.

b. RAF Lakenheath:

i. MCC (Bldg 1026):

Installation of a radio-link base station within the main treatment works office, to collect data from, and allow remote control over remote lift stations.

Integration of remote control (where possible within the existing MCCs), of 5 no. off lift stations.
