This Statement of Work (SOW) defines the requirements for the procurement of six (6) brand new, left-hand drive Commercial Heavy Armored Vehicles (HAVs). The vehicles must be constructed from the ground up by the Original Equipment Manufacturer (OEM) as purpose-built armored vehicles. Vehicles that receive armoring or customizations through any third-party, aftermarket, or post-production process are strictly prohibited and will be rejected. The contractor shall deliver vehicles that meet all specifications, security provisions, and European operational requirements outlined herein.
2. Period of Performance (PoP):
2.1 Delivery NLT 180 days from award.
2.2 Delivery Address:
Flugplatz Erbenheim 1067 Building 1052 65205 Wiesbaden, Germany
3. Background:
This requirement is necessary to provide secure and reliable transport for the Commanding General of U.S. Army Europe and Africa (USAREUR-AF) and other designated personnel across NATO countries. The current fleet of Heavy Armored Vehicles (HAVs) is reaching the end of its operational lifecycle, leading to diminished reliability and increased safety concerns. This acquisition will replace the aging fleet with modern, OEM-certified armored vehicles to ensure the protection, safety, and mobility of key personnel. Electric vehicles are not currently acceptable for this requirement.

4.1 Operations and Information Security (OPSEC):
4.1.1 This is not a classified contract; however, the contractor must adhere to all security requirements for sharing, storage and destruction of classified and Controlled Unclassified Information (CUI). All CUI provided or generated as a result of this requirement shall be managed in accordance with DoDI 5200.48, Controlled Unclassified Information (CUI), effective date 6 March 2020 and DoD Manual 5200.01, Volume 3, DoD Information Security Program: Protection of Classified Information, Change 3 effective date, 28 July 2020, (available on the worldwide web). The contractor shall safeguard, mark, properly store, handle, and destroy CUI, law enforcement sensitive and other project information in accordance with regulations and the requirements of the SOW. Any breaches or compromise of information concerning the production of these vehicles shall immediately be reported to the requiring unit security officer, the Contracting Officer Representative (COR) and the Contracting Officer (KO).
4.1.2 The contractor shall not post on the internet, nor use for advertising, any requiring unit or contract information, without prior written approval of the requiring unit security officer and COR.
