Statement of Work

(SOW)

“Fluorescent Penetrant Inspection (FPI) Unit and Magnetic Particle Inspection Unit

Stationary Wet Method (MPI)” at

Royal Air Force (RAF) Lakenheath

“Rev. 3, 26 July 2021”

1.0 Introduction FPI

1.1 Mission: The 48th Equipment Maintenance Squadron provides intermediate and organizational level maintenance for one F-15C/ F-15D fighter squadron and two F-15E fighter squadrons supporting the 48th Fighter Wing, USAFE, EUCOM and NATO commitments. Its responsibilities include maintenance of aerospace ground equipment, employing noninvasive methods to inspect the insides of metal objects, Nondestructive Inspection specialists identify possible defects in systems and equipment before anything can become a dangerous problem.

1.2 Background: This will be a new Contract for the purchase of 1 Manual Fluorescent Penetrant Inspection Line Type II, PT-48 for 48 EMS Nondestructive Inspection. Allowance Standard (AS) 455 (NONDESTRUCTIVE INSPECTION EQUIPMENT) Basis of Issue (BOI) is one (1) per standard NDI Lab. Currently the FPI unit at RAF Lakenheath is unserviceable and has failed required performance standards that are essential to 48 FW mission. The acquisition of the Manual Fluorescent Penetrant Inspection Line Type II, PT-48 is to procure a suitable replacement for the unit previously acquired under foreign and domestic military requirements. The requested equipment will be a commercial item and will be used in field operation requiring detection of cracks and other defects of metallic aircraft structures in accordance with T.O. 33B-1-1, 33B-1-2, and aircraft specific inspection requirements in -36 series T.O.'s.

1.3 Scope: The contractor will provide Fluorescent Penetrant Inspection (FPI) Unit. Technical requirements are contained in MIL‐PRF‐32531 and T.O. 33B-1-2.

2.0 General Requirements

2.1 Business Relations: The Contractor shall successfully integrate and coordinate all activity needed to execute this requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall promptly identify issues to the Government and take timely corrective action. The Contractor shall seek to ensure mission partner satisfaction and professional and ethical behavior of all contractor personnel.

2.2 Contract Management & Administration

2.2.1 Contract Management: The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of resources assigned to the requirement. The Contractor must maintain continuity between the mission partner and the contractor’s corporate offices.

2.2.2 Contract Administration: The Contractor shall establish processes and assign appropriate resources to effectively administer the contract. The Contractor shall respond to the Governments requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support the contract. The Contractor shall assign resources in order to maintain proper and accurate records related to this contract.

2.3 Subcontract Management: If applicable, the Contractor shall be responsible for any subcontractor and any subcontractor management necessary to integrated work executed under this contract.

2.4 Hours of Work: Work days are from Monday through Friday excluding US federal holidays and UK bank holidays.

Work hours are from 0800 to 1700 local UK time.

3.0 Product Specifications & Installation Requirements

3.1 Products: One (1) Manual Fluorescent Penetrant Inspection Unit & One (1) Magnetic Particle Inspection Unit.

Manual Fluorescent Penetrant Inspection Unit (Type II Station of MIL-PRF-32531) Specifications: Order of precedence per Para 2.4 of MIL-PRF-32531, any requested item that is not specified in the MIL-PRF-32531 will be made to meet minimum requirements outlined in this Statement of Work.

The fluorescent penetrant inspection (FPI) shall be designed and constructed to perform complete and efficient penetrant inspections of parts and assemblies in accordance with MIL-PRF-32531, wherever possible. The units shall be designed and constructed so that during the normal inspection process there will be no leakage of penetrant, remover, developer, and/or water within the area bounded by the outermost extremities of the inspection unit; nor shall they leak from station to station, except for the penetrant drain station back to the penetrant station. All welds shall be aerospace quality in accordance with Technical Order (T.O.) 00-25-252. The Type II stations FPI shall consist of the following stations per Para 3.4.2 MIL-PRF-32531: penetrant tank, penetrant drain, pre-rinse, remover tank, wash (remover-rinse), aqueous developer tank, developer drain, dryer, rest, and inspection station.

Filtration System (Carbon Filter System

Construction: 304 Stainless Steel 16SWG Dimensions: (Filtration System) 40” W x 52” D x 74” H; (Tank Dimensions) 23” W x 15” D x 18” H, situated under penetrant drain station.

Fittings: Drain Waste of 45 Liters per hour; Fully automatic carbo filter systems with indication of depletion levels typically 270 processing hours;

Removes 98% of contaminants in a single processing cycle; Mounted on heavy duty castors; Independent 240VAC single phase 13-amp supply.

ACCESSORIES: Six stainless-steel ½” mesh baskets, collapsible holding handles for storage in the tanks; basket dimensions: 12” x 8” x 6” deep; 3 Aluminum process trays @ 30” long x 28” wide; 1 Aluminum process tray @ 43” long x 28” wide.

SERVICES: 240 VAC, single phase, 63-amp supply at station 9; 240 VAC, single phase, 13-amp supply station 12;

80 – 100 psi clean dry air supply at station 9 & 12; clean water supply at station 9 & 12.

Magnetic Particle Inspection Unit Specifications: The following product specifications are written with consideration of Technical Orders (T.O.) 33B2-65-1, 33-1-1, 33-2-1, and any other documents provided for the operation, inspection, maintenance, and testing of this inspection unit, wherever possible. However, overall design and construction details are written to accommodate the agency’s need, so specifications written on the Statement of Work take precedence.

Magnetic Particle Inspection (ASTM E3022 compliant)

Construction: Welded Steel Box section frame coated with industrial matte black finish.

External 1.5mm mild steel panels coated in hardwearing epoxy coating RAL 5003 (color options).

Internal stainless-steel tank draining into a 15gallon (56-litres) external ink hopper fitted with single re-circulating agitation pump incorporating manual ink applicator and hose the hopper is positioned to the rear of the unit.

Stainless-steel steel box section bed bars with manual adjustment of right-hand headstock giving component access up to 100” (2540mm).

Dimensions: 16” (406mm) Ø internally working area X 5 turn encircling coils made from ⅝” solid copper conductor, complete with insulated bore. The coil is traversed manually with locking facility along the bed bar, the coil parks over the left headstock for easy component loading access.

U8 – 8” Ø (203mm Ø) copper gauze faced contact pads.

Fittings: Removable component ‘V’ supports to hold components up to 440lb (200kg) **can be ungraded.

Current flow pneumatic grip cylinders mounted in the left and right headstock actuated by footswitch.

Momentary action push button motorized right hand headstock.

Free standing ‘power tower’ positioned to the rear mounting the power transformers and control equipment.

Neo VU4 LED UV inspection light (ASTM E3022 compliant) complete with park peg for when not in use.

Machine Functions Auto switchable AC-CF, AC-Coil, FWDC-CF & FWDC-Coil modes using multiple output scales to maintain ammeter accuracy and control over the full working current output range.

Manual regulation: Current energize actuated by press and hold footswitch current adjustable using the potentiometer.

Auto regulation: If the current is achievable this value will always be run regardless of secondary resistance, current adjustable by keying the required current value into the HMI.

Operator adjustable energies timer with 0.1 increments, with quick succession repeat shot function.

FWDC-Coil quick break function.

AC-CF & AC-Coil decaying field demagnetizer.

FWDC reversing polarity demagnetizer.

System Control Functions

Microprocessor-Controlled System 19” Backlit LED Monitor, displaying current mode, ammeter, timer, program sequence.

Barcode reader operator login/logout.

Multiple operator levels of access, allowing operators to use the equipment but have no access to adjust values.

5000 ‘job’ storage memory, a job consists of current mode, energies time & current value.

Programmable sequence linking multiple jobs, the program is based on a ‘repeat-advance-end’ operator system.

Barcode reader for auto recall of a pre-programmed component techniques.

Technique cards can be uploaded into the Plato 3 system these will then be displayed when the corresponding component barcode is scanned.

Transaction data backup – saves and records all action that the equipment has undertaken to include operator log in/out, daily system integrity checks prior processing, component information and the NDT process that the component has undertaken all saved and viewable in CSV format, run using Microsoft Excel.

Electrical Output Specifications

Thyristor controlled output.

AC RMS current flow rated at 5,000 amperes.

FWDX avg current flow rated at 6,000 amperes.

Current produced from a 20VAC (CD18) open circuit output transformer (The transformer rating is no reflection on the current obtainable due to unknown cable length, number of turns being used, inductance of component being magnetized and the heating affect which increases resistance all have an effect on the output available).

Guarantee of ammeter accuracy from 400 amperes to maximum available.

Recommended duty cycle not to exceed 3 seconds on 30 seconds off.

Free Standing Split Top Booth

Station constructed of Mild steel box section frame coated in industrial matt black finish.

Canopy constructed of heavy-duty flame-retardant PVC curtains.

Canopy closure actuated by pneumatic cylinders, fully retractable for the loading of large components by overhead crane.

All services to be supplied from the Bench unit.

Electric pack to include:

2 x Switchable air ventilation/extraction fans for operator comfort.

2 x Switchable 48” (1200mm) background UV light.

2 x Switchable 48” (1200mm) white light.

SERVICES: 415/460 VAC, 3 phase, 50/60 Hz, fused 160 Amp; 80-100 PSI dry air supply.

DIMENSIONS: Bench Unit: 173” (4400mm L-R) x 59” (1500mm F-B) x 43” (1100mm working height); Booth:

4.0 Special Requirements

4.1 Security & Safety

4.1.1 Operational Security (OPSEC): If any installation is required to take place in a Government facility, the Contractor shall be familiar with the organizational critical information and indicators list (CIIL) and OPSEC policy of any installation they require access to. The required CIIL can be provided by the Contracting Officer.

4.1.2 Safety: The Contractor and any of its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government/Contractor personnel that takes place on an installation. The Contractor shall notify the cognizant Contracting Officer within 24 hours of all mishaps or incidents. The Contracting

Officer will in-turn notify the Safety Office. The Contractor shall cooperate in any resulting safety investigation.

4.2 Contractor Access to Installations: Access to DoD installations is limited to personnel with a valid installation access pass. Failure to submit required information to obtain required documentation will result in the exclusion of such employees from the installation until such documentation is obtained. Contractor employees may be subject to personal and vehicle searched when entering or leaving a DoD installation. If installation access is required, the Government will provide the Contractor with the required information and documents for installation access passes upon award. Subsequently, the Contractor shall provide a list of all employees along working under this contract, along with the required documentation upon receipt of contract award, and no later than 30 days prior to the projected need for any new installation access pass requirements. The Contractor is responsible for maintaining an adequate number of personnel with active installation access passes, and adhering to the timeframes stated in this section. The cognizant mission partner is responsible for the coordination of installation access passes. Upon termination of employment, termination or cancellation of the contract, or expiration of the contract the Contractor is responsible for collecting employee installation access passes and turning them in to the CO, or the cognizant mission partner in a timely fashion.

4.3 Shipping Instructions

4.3.1 For vendors located inside the United Kingdom.

4.3.1.1 Shipment shall be FOB Destination.

4.3.1.2 All shipping and transit costs must be included as part of the total purchase price submitted to the Government (vendor may either include the shipping in the costs of the items, or outline it in a separate line item).

4.3.1.3 The Government will provide the shipping address as part of the solicitation document. Additionally, the Government will provide the vendor with the point of contact at the physical destination delivery address.

4.3.2 For vendors located outside of the United Kingdom.

4.3.2.1 Option One: United States Postal Service.

4.3.2.1.1 Shipping shall be FOB Destination.

4.3.2.1.2 All shipping and transit costs must be included as part of the total purchase price submitted to the Government (vendor may either included the shipping in the costs of the items, or outline it in a separate line item).

4.3.2.1.3 Weight of individual shipments must not exceed 70lbs.

4.3.2.1.4 Dimensions of individual shipments must not exceed 119 inches in length, and/or 72 inches in width or height.

4.3.2.1.5 Hazardous material is not submitted.

4.3.2.1.6 The Government will provide the APO shipping address as part of the solicitation.

4.3.2.2 Option Two: Commercial small parcel carrier.

4.3.2.2.1 Shipping shall be FOB Destination.

4.3.2.2.2 All shipping and transit costs must be included as part of the total purchase price submitted to the Government (vendor may either included the shipping in the costs of the items, or outline it in a separate line item).

4.3.2.2.3 Weight of individual shipments must not exceed 300lbs.

4.3.2.2.4 Dimensions of individual shipments must not exceed 119 inches in length, and/or 72 inches in width or height.

4.3.2.2.5 The Contractor is responsible for arranging and performing all shipping actions from origin to final destination.

4.3.2.2.6 The Government will provide the shipping address as part of the solicitation document. Additionally, the Government will provide the vendor with the point of contact at the physical destination delivery address.

4.3.2.3 Option Three: Consolidated Shipping Point.

4.3.2.3.1 Shipping shall be FOB Destination.

4.3.2.3.2 All shipping and transit costs must be included as part of the total purchase price submitted to the Government (vendor may either included the shipping in the costs of the items, or outline it in a separate line item).

4.3.2.3.3 Weight of individual shipments must exceed 300lbs.

4.3.2.3.4 Dimensions of individual shipments must exceed 72 inches of any one dimensions (length, width, height).

4.3.2.3.5 Hazardous material may be shipped via this method.

4.3.2.3.6 The Contractor must complete a DD Form 1139 “XXX” to determine if the cargo can be shipped via MILAIR.

4.3.2.3.7 The Contractor shall ensure all cargo is marked “UNITED

STATES AIR FORCE” in order to ensure shipments clear customs.

4.3.2.3.8 48 FW logistics points of contact are provided for in 4.3.3.
