C.1. GENERAL
C.1.1 SCOPE OF WORK - This is a non-personnel services contract to support the Office of the Program Manager, Saudi Arabian National Guard (OPM-SANG), located in Riyadh, Saudi Arabia as a payee for all ticket violations. Contractor shall identify and notify OPM-SANG of all prior and receiving traffic violations through Saudi Arabian Tamm Service.
C.1.2 BACKGROUND: OPM-SANG personnel stationed within the Kingdom of Saudi Arabia (KSA) do not have the proper capability to pay traffic violations which requires support through external sources. The U.S. Government is requesting interested businesses who would be able to perform the following functions
C.2 SUPPORT SERVICES
C.2 Scope: The contractor shall furnish all personnel, management, transportation, material and equipment, except as provided herein as U.S Government furnished, to perform the necessary functions to pay ticket violations of this contract. Contractor must be able to make payments to KSA for various types of traffic and parking infractions involving OPM-SANG personnel. Contractor shall not perform work considered to be outside the scope of the contract. The contractor shall notify the Contracting Officer (KO) or Contracting Officer Representative (COR) in writing of any work requested that is outside the scope.
C.2.1 Personnel: Contractor shall be available on Monday’s and Wednesday’s from the hours of (10:00 a.m - 3:00 p.m) for OPM-SANG personnel to pay ticket violations. Contractor shall provide an fluent English speaking agent for OPM-SANG personnel to pay ticket violations and receive a receipt upon payment. Contractor shall have the ability to accept various payment methods i.e., primary method using credit card payments and cash from OPM-SANG personnel.
C.3 General Requirements
C.3.1 Contractor shall commence ticket violations after 15 days of award.
C.3.2 Contractor shall have the ability to obtain access to the Ministry of Interior (MOI) traffic violation portal known as TAMM and identify OPM-SANG vehicles.
C.3.3 Contractor shall generate and provide a report on a weekly basis, specifically on Thursday to the Contracting Officer or Contracting Officer Representative responsible for this contract and to any other OPM-SANG designated official. The Government reserves the right to request a report as mission dictates other than dates specified here, the following information:
a. The total number of traffic violations, fines, or local Government fee requests received for OPM-SANG vehicles covered under this contract.
b. The vehicle make, model, license number, and time/date/reason the violation was assessed.
C.3.4 Create a specific and dedicated KSA bank account in which to pay violation fines.
C.3.5 Retain receipts that depict violation number, license plate number, and retain these records for up to 30 days of contract expiration for Government use. Contractor shall provide confirmation receipt of ticket violations paid on a monthly basis.
C.3.6 Contractor shall provide a summary of receipts of payments to the KO or COR to facilitate reimbursement on a monthly basis.
