About this file

This Statement of Objectives (SOO) outlines requirements for the United States Air Force to replace Legacy End-of-Life (EoL) communication systems at RAF Lakenheath in the United Kingdom. The primary objective is to supply new equipment for the Instrument Landing System (FLCS), Tactical Air Navigation (TACAN) Voice lines, Dial Up Modems, and Serial Modems to the RAPCON. The communications equipment must comply with commercial practices and standards, with specific requirements including brand new products, OEM warranties, and technical refresh capabilities.

Key technical contractual requirements mandate that contractors provide the most current commercially available hardware and software components, ensure Trade Agreements Act (TAA) compliance, and deliver only new products with associated software, documentation, and peripherals. Shipping instructions are detailed for vendors inside and outside the United Kingdom, with specific guidelines on shipping methods, weight limits, and customs clearance. The primary delivery point is the United States Air Force, 48 CS/SCXP, located in Building 1100 at RAF Lakenheath, with Lee Mazey designated as the primary point of contact for product inspection and acceptance.
