Technical Specifications for

2024 COW ISLAND CULVERT

STATEMENT OF WORK

The Bureau of Land Management (BLM) Upper Missouri River Breaks (UMRB)

National Monument has a need to replace a damaged and fully plugged corrugated metal culvert with a new culvert. The culvert is located on BLM

UMRB National Monument land on Cow Island Road near Hays, MT.

The 2024 Cow Island Culvert work location is approximately 20 miles west of

Hays, Montana traveling west on Hays road, turning northwest on to Timber

Ridge road, and then southwest on Cow Island Trail to access the culvert location. The new culvert lines, grades, and orientation shall be staked according to the plans prior to commencement of the work.

The contractor shall be responsible for all utility locates both private and public prior to excavating. Notify the Government if any utilities conflict with the staked locations for the culvert installation. A site tour is recommended for the Contractor to understand the existing site conditions. No monies will be added to the contract due to issues that arise from the

Contractor’s lack of understanding of the existing site conditions.

The Contractor shall be responsible for all facets of the installation of the new culvert structure. This work shall be in accordance with the culvert manufacturer’s recommended installation procedures, the construction drawings, and the specifications. This work includes but is not limited to clearing and grubbing, excavation, removal of the existing culvert, culvert bedding placement, culvert placement, embankment, site grading, and reclamation in accordance with these drawings and specifications.

The Contractor must work with the Government to establish a construction schedule to assure a smooth installation of the new culvert.

GENERAL INFORMATION AND REQUIREMENTS

PART 1: GENERAL

1.1 SUMMARY:

A. Description of Work: Furnishing labor, equipment, supplies, and materials to excavate and remove a corrugated metal pipe (CMP) on Cow Island Trail on the Bureau of Land Management (BLM) Upper Missouri River Breaks

National Monument (UMRB) (location shown on Drawings). This work includes but is not limited to clearing and grubbing, excavation, removal of the existing culvert, culvert bedding placement, culvert placement, embankment, site grading, topsoiling, and reclamation in accordance with these drawings and specifications.

B. Location: Work under this Contract is located on in Township 25 North, Range 21 East, Section 5, NENE on the Cow Island Trail in the UMRB

National Monument. The crossing is located is approximately 20 miles west of Hays, Montana traveling west on Hays road, turning northwest on to

Timber Ridge road, and then southwest on Cow Island Trail to access the culvert location.

C. Work Area: Work area is located on Cow Island Trail on BLM land in the

UMRB National Monument. The crossing is an unnamed tributary to Cow

Creek. During the time of construction, the construction area will be closed to the public. The contractor is responsible for all necessary temporary barriers and signage to close the road and secure the work area and ensure the safety of the public using the site.

D. Period of Performance: Work shall be completed within 30 calendar days from the official start date of construction. All work must be fully completed no later than September 1, 2025. The contractor is responsible for scheduling work in a manner that ensures full completion within this timeframe.

1.3 DEFINITIONS:

A. Approvals: Approval of the submittals is an indication that the

Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Government’s attention in writing.

After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

1.4 SUBMITTAL:

A. Scope: Submittal shall be based on the requirements listed in these contract sections.

B. Requirements: For required submittals, allow at least 3 working days for review. Submittal shall be delivered to the Government for review.

C. Identification of Submittal: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number, drawing number, and specification section number to which the submittal applies.

4. Whether this is an original submittal or re-submittal.

5. Each item shall note the manufacturer's name and address.

1.5 QUALITY ASSURANCE:

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

C. Measurements: See pay item details for described units and measurement methods.

1.6 DELIVERY, STORAGE, AND HANDLING:

A. Delivery: The Contractor shall protect products, incorporated into the work, from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name and brand designation and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.

B. Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturer's recommendations, which will protect them from damage until installation on the project and final acceptance.

The storage area shall permit access for inspection and handling.

B. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until installation on the project.

1.7 PROJECT/SITE CONDITIONS:

A. Access to the Work: The work site access is provided by State, County, and BLM Road systems, as well as the Construction Access Route shown in the Drawings.

B. Environmental Considerations: The aesthetic values of the site and surrounding area are of prime importance. The Contractor shall take all care necessary to preserve all plant life and other natural features. Any surface damage outside the staked area shall be corrected by the

Contractor at his expense. Any damage to existing State, County, or local roads, used to transport materials to the project, shall be corrected by the Contractor at his expense.

C. Construction facilities: Do not park vehicles or equipment or store materials on private property without written permission from the property owner. Bureau of Land Management will permit a staging area located adjacent to the work location.

1.8 SEQUENCING AND SCHEDULING:

A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days.

PART 2: PRODUCTS

(There are no applicable requirements.)

PART 3: EXECUTION

3.1 PROJECT MEETINGS:

A. Pre-Work Conference:

1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, submittals, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. Attendance: The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.

3. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.

B. Progress Meetings:

1. Location: Meetings shall be held at the project site or as determined by the Government.

2. Notification: Meetings may be called by either the Government or the

Contractor. The request shall state who should attend.

C. Final Inspection:

1. Location: Meeting shall be held at the project site, or as determined by the Government.

2. Notification: The Contractor shall notify the Government, in writing, at least 5 working days before the completion date so the Government can schedule final inspection.

3. Attendance: The Contractor shall require the superintendent to be present during this inspection.

3.2 CLEANUP:

A. Waste Removal: The Contractor shall at all times keep the premises free from accumulation of waste materials or rubbish caused by his employees or work. At the completion of the work, the Contractor shall remove all such materials from the work site.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. Consideration for this item shall be included in the bid price for other items of the Contract.

SECTION MT-01505

MOBILIZATION

MOBILIZATION

A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site.

A. Units: Progress payments will be made as follows:

1. When 5 percent of the original contract amount is earned from other bid items, 50 percent of the amount bid for mobilization or 5 percent of the original contract amount, whichever is lesser, will be paid.

2. When 10 percent of the original contract amount is earned from other bid items, 100 percent of the amount bid for mobilization or 10 percent of the original contract amount, whichever is lesser, will be paid.

3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10 percent of the original contract amount, will be paid.

4. The total sum of all payments shall not exceed the original contract amount bid for mobilization, regardless of the fact that the contractor may have shut down the work on the project or moved equipment away from the project and then back again.

A. Payment: Prices and payment will be full compensation for the work described in this section. No modification and adjustments shall be allowed for costs and changes to mobilization despite changes in fuel or transportation costs. Payment will be made under:

SECTION MT-01570

TRAFFIC REGULATION

A. Requirements: The Contractor is responsible for public safety and closing road for the extent of the project.

A. MUTCD Manual on Uniform Traffic Control Devices, for Streets and Highways

1.3 SUBMITTALS:

A. General: Submittals shall be according to Section 01009 - General

Information and Requirements.

2.1 MATERIALS:

A. Signs: Shall have reflectorized sheeting and meet the standards of the current Manual on Uniform Traffic Control Devices for Streets and Highways

(MUTCD) for colors, sizes, and shapes.

B. Barricades: Shall be constructed of wood or metal and meet the standards of MUTCD for colors, sizes, and shapes. Barricades across the full width of the roadway are required on both sides of open excavations and shall be reflectorized or equipped with lighting devices for nighttime visibility.

C. Cones: Shall be orange colored and highly visible both in daylight and darkness. For nighttime use, they shall be reflectorized or equipped with lighting devices for maximum visibility. Reflectorized material shall have a smooth, sealed outer surface which will display the same approximate color day and night. Cones shall be capable of remaining upright during normal traffic flow and wind conditions in the area where they are to be used. Cones shall be a minimum 18 inches high.

D. Drums: Shall be 55 gallon metal. Markings shall be alternating horizontal orange and white stripes, each stripe being four to eight inches wide. Material shall be reflectorized with a smooth, sealed outer surface. There shall be at least two orange and two white stripes on each drum.

3.1 PUBLIC CONVENIENCE

A. Requirements:

1. Road closure signs will be required on either side of the work location on Cow Island Trail to provide adequate advanced notice to the public as directed by the Government. Road shall be closed for the extent of the project.

3.2 PUBLIC SAFETY:

A. Requirements:

1. The Contractor shall conduct the work as to assure the safety of the general public along roadways, and to assure the protection of persons and properties.

2. Appropriate traffic control signs and devices shall be erected prior to use of the roadway or area and promptly removed when no longer required. When signs and barricades do not provide adequate protection, or when required by the Contracting Officer, the Contractor shall provide flagmen or other appropriate traffic controls.

B. Signs: Signs shall be placed in positions where they convey their messages most effectively. Locations shall meet the requirements of

MUTCD.

C. Other Traffic Controls: Barricades, drums, and cones shall be used as required as channelization devices to prevent vehicular travel in areas that are a hazard to the public or would be a danger to workers and equipment.

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. The Contractor shall include consideration for this item in the bid price for other scheduled items of the Contract.

SECTION MT-02224

EXCAVATION AND BACKFILLING FOR STRUCTURES

A. Section Includes: Excavation, borrow excavation, embankment construction, preparation of the bedding area and placement of the bedding material for the structure placement, and construction and removal of temporary detour roads and disposal of materials as shown on the drawings and staked in the field.

1.3 DEFINITIONS:

A. Common Excavation: Consists of the material excavated and its placement regardless of its nature.

B. Fill Material: Materials from common excavation shall be mineral soil free from peat, frozen material, brush, trees, roots, and rocks over 3 inches in diameter obtained from the site during excavation. Common excavation materials too wet for reuse shall be wasted as directed by the Government.

C. Topsoil: Surface soil 6 inches in depth that supports growth of vegetation and contains organic matter. Topsoil shall be free from subsoil, debris, and stones larger than 3 inches in diameter.

1.4 QUALITY ASSURANCE:

A. Failure Criteria: Not limited to the following:

1. Formation of pools of moisture where positive drainage is indicated on the drawing.

2. Settlement of embankment.

3. Inadequate compaction of fill material.

1.5 PROJECT/SITE CONDITIONS:

A. Excess Material:

1. Excavated material suitable for embankment shall be stockpiled as directed by the Government. Excess material will be retained by the

Government.

2. Excavated material unsuitable for embankment shall be wasted at designated waste areas designated by the Government.

3. All oversized rocks removed below subgrade elevations shall be brought back to the original subgrade elevation using excavated material before the use of imported borrow material. Borrow wasting is not permitted.

4. Rocks and boulders greater than 2 feet in diameter shall be separated and set aside at the direction of the Government. All rock removal is considered incidental to site grading.

B. Elevations: Verify the grade elevations existing on the site. Notify the Government immediately if adjustments are required to provide finish elevations indicated or compliance with the Architectural Barriers Act

(ABA). Site drainage shall be considered of prime importance.

C. Environmental Conditions: Do not attempt to grade saturated material.

Water dry material to prevent dust.

2.1 MATERIALS:

A. Embankment Material: Shall be obtained from common excavation, or from approved borrow areas. Material from excavation shall be used unless it contains ice or frozen earth, debris, high moisture content, or is specified in other sections to be replaced. Materials removed in clearing and grubbing shall not be used for backfilling or embankment.

Pipe bedding shall conform to the general requirements of soil material used for backfilling and not contain stones larger than 2 inches in diameter.

3.1 Preparation:

A. Utilities: Before starting excavation, the Contractor is responsible to contact the State “Call before You Dig” notification system at

1-800-424-5555. Establish the location and extent of underground utilities in the work area. Protect utility services uncovered by excavation. Notify the Government immediately if utilities are damaged.

Damage to utilities shall be repaired at the Contractor's expense.

Repair to damaged utilities shall be started immediately unless otherwise authorized by the Government.

B. Clearing and Grubbing: The area to be excavated, and the surface area to be covered by fill material, shall be thoroughly cleared and stripped of vegetative matter, brush, trees, stumps, roots, loose rocks, and other objectionable materials.

C. Topsoiling: Existing topsoil shall be stripped to a minimum depth of 6 inches from the work area to be excavated and stockpiled for re-use in reclamation as directed by the Government. Stockpiled topsoil to be spread to achieve a neat and uniformly graded surface to meet final grade.

D. Dewatering: Keep the excavation dewatered so that installation of the bedding, corrugated metal pipe and embankment construction can be carried out under dewatered conditions. Dispose of excess water downstream of all structures in a manner that will avoid damage to adjacent property.

E. Borrow Areas: Notify the Government sufficiently in advance of opening borrow areas.

3.2 INSTALLATION:

A. Explosives: The use of explosives is prohibited.

B. Excavation: Excavate as needed to install culvert. Over excavation may be required to obtain an acceptable base for the pipe.

C. Disposal of Materials: Excess and unsuitable material, including rock and boulders that cannot be used in embankments, shall be disposed of as directed by the Government. Any remnants of the original CMP culverts that may be on site shall be removed and disposed of off site in a legal manner.

D. Use of Borrow Material: Do not use borrow material until after the materials obtained from required excavation have been placed in the fill, unless otherwise directed by the Government.

E. Bedding: Shall consist of a bed of select material having a minimum 4-inch thickness below the bottom of the pipe and extending up around the pipe for a depth of not less than 10% of its vertical outside diameter.

The layer of bedding material shall be shaped to fit the conduit for at least 10% of the vertical diameter of the conduit and the recesses shaped to fit receive the bell of the bell and spigot pipe. The foundation surface shall be wheel compacted to a density of not less than 95 percent of the maximum dry density determined in accordance with AASHTO T 99, or other approved method, has been achieved and shaped to fit the conduit and shall have recesses shaped to receive the bells.

F. Backfilling/Embankment: The pipe shall be placed on the bedding material.

Backfill shall be of uniform select material. It shall be placed under the haunches and alongside the pipe in layers not exceeding 6 inches in loose

thickness and compacted by rolling with any combination of approved sheepsfoot roller, jumping jack compactor, or remote-controlled trench compactor thoroughly on each side of the pipe until a density of not less than 95 percent of the maximum dry density determined in accordance with

AASHTO T 99, or other approved method, has been achieved. The pipe shall be completely and thoroughly supported by compacted backfill material at least as wide as two times the external diameter of the pipe, except in so far as undisturbed material obtrudes upon this area. This method of backfilling and compaction shall be continued until the embankment has reached an elevation of 2 foot above the top of the pipe. At this elevation, materials shall be placed parallel to the axis of the embankment in even continuous horizontal layers not more than 6 inches in loose thickness and compacted to a density of not less than 95 percent of the maximum dry density determined in accordance with AASHTO T 99, or other approved method, has been achieved. The full cross section of the fill shall be maintained as each successive layer is placed. Successive loads of material shall be placed to produce a distribution of material that is free from lenses, pockets, streaks, or layers of material differing substantially in texture, moisture, or gradation from the surrounding material. Travel of equipment shall be distributed evenly over the width of the embankment to obtain the maximum uniform compaction possible. Over compaction shall be avoided to prevent lenses from developing. Should lenses develop, the Contractor shall scarify these areas prior to placing the next lift of material. The Hamm Model 3307 66” single drum sheepsfoot roller with pad feet attached or an approved equivalent machine is required.

G. Roadway Surface: The Contractor shall finish the completed road surface to match existing road surface elevations, or as directed by the

Government.

3.3 PREWATERING:

A. Requirements: Excavation areas may be prewatered before excavating the material. The area to be excavated shall be moistened to the full depth from the surface to the bottom of the excavation. The application of water shall be controlled so that the excavated material will be near the optimum moisture content as specified in paragraph 3.4 A below. When necessary, prewatering shall be supplemented to assure that embankment material and backfill material moisture content comply with paragraph 3.4

A below.

3.4 FIELD QUALITY CONTROL:

A. Compaction: Adjust the moisture content of the material to a moisture content suitable for compaction. Fill the interstices around rock with earth or other fine material as practical. Operate roller compaction equipment over the full width of each layer until there is no visible evidence of further consolidation or, if when a sheepsfoot roller is used, the roller “walks out” of the layer. Make at least three complete

passes. Use compression-type rollers at speeds less than 6 feet (1.8 meters) per second and vibratory rollers at speeds less than 3 feet (1 meter) per second. Ensure rollers meet the following requirements:

(1) Steel wheeled rollers, other than vibratory, capable of exerting a force of not less than 250 pounds per inch (4.5 kilogram/millimeter) of width of the compression roll or rolls.

(2) Vibratory steel wheeled rollers equipped with amplitude and frequency controls with a minimum dynamic force of 30,000 pounds (130 kilonewtons) impact per vibration, specifically designed to compact the material on which it is used.

(3) Pneumatic-tired rollers with smooth tread tires of equal size that will provide a uniform compacting pressure for the full width of the roller and capable of exerting a ground pressure of at least 80 psi (550

Kilopascals).

(4) Sheepsfoot, tamping, or grid rollers capable of exerting a force of

250 pounds per inch (4.5 kilogram/millimeter) of width of roller drum.

A. Units:

1. Include all materials, labor, equipment, and supplies needed to perform all preparation, installation, and quality control including clearing and grubbing, excavation, backfilling, embankment, topsoiling, and quality control. The work described in this section will be measured and paid for on a lump sum basis for Excavation and

Backfilling for Structures.

2. 3 Inch Minus Pit Run and Select Culvert Bedding material will be paid for in separate bid items on a lump sum basis.

A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made under:

A. Section Includes: The installation of a Contractor-furnished annular riveted poly coated 12 gage corrugated metal pipe culvert with 12-inch wide 16 gage poly coated bands.

1.2 SUBMITTALS

A. General: Submittals shall be according to Section 01009 – General

Information and Requirements.

1.3 QUALITY ASSURANCE

A. Failure Criteria: Not limited to the following:

1. Deformed, broken, cracked or chips in outer coating of the culvert sections.

2. Joint gaps exceed specified tolerance.

3. Misalignment of culvert exceeds specified tolerance.

1.4 DELIVERY, STORAGE, AND HANDLING

A. Delivery: Culvert sections shall not be dragged, dropped, or otherwise mishandled.

2.1 MATERIALS

A. Annular Riveted Poly coated 48-inch diameter 12 gage pipe in standard 20-foot lengths.

B. Bands: 12-inch wide poly coated bands 16 gage and 48-inch diameter.

3.1 PREPARATION

A. Removal of Existing Pipe: Remove existing culvert and appurtenances according to Section 02224 – Excavation and Backfilling for Structures.

B. Shall be according to Section 02224 – Excavation and Backfilling for

Structures.

C. Subgrade: Place compacted embankment to specified subgrade elevations according to Section 02224 – Excavation and Backfilling for Structures.

D. Bedding: Place bedding to specified subgrade elevations according to

Section 02224 – Excavation and Backfilling for Structures.

3.2 INSTALLATION

A. Manufacturer’s Installation Procedure: Follow the recommended installation procedure provided by the manufacturer.

B. Laying Conduit: Begin at downstream end of conduit line. Each section shall be in contact with the bedding layer for the full width and length of section.

C. Joining Culvert: Use the manufacturer's recommended method of joining conduit sections, ensuring that the ends are fully entered, and inner surfaces are flush and even. No backfill shall be placed prior to approval of the Government. Remove and replace damaged sections at

Contractor's expense.

D. Joint Tolerance: When placing culvert sections in final position, the gaps between sections must not exceed 3/4 inch, unless otherwise specified in the Manufacturer’s Installation Procedure. Check for misalignment by measuring normal to the walls. Correct misalignment between sections before adding the next section.

E. Alignment Tolerance: Horizontal or vertical alignment shall be within

0.1 foot along the entire length of culvert, unless otherwise specified in the Manufacturer’s Installation Procedure.

F. Backfill: Bring compacted embankment backfill up both sides of culvert equally. Backfill material immediately adjacent to culvert sides shall be compacted in accordance with Section 02224 – Excavation and Backfilling for Structures. A minimum of 2 feet of backfill, compacted with mechanical tampers only, shall be placed over the top of the culvert prior to crossing the culvert with heavy equipment. All compacted embankment placed shall meet the requirements specified in Section 02224 – Excavation and Backfilling for Structures.

A. Units: The work described in this section will be paid for on a lump sum basis, items for 48 Inch CMP Culvert.

A. Payment: Prices and payment will be full compensation for the materials and work described in this section. No modification and adjustments shall be allowed for costs and changes to mobilization despite changes in fuel or transportation costs. Payment will be made under:
