About this file

This document is a Site Specific Requirements specification for U.S. Army Garrison installations in the National Capital Region (NCR) under a Multiple Award Task Order Contract (MATOC) framework, effective January 16, 2025.

The requirements cover seven Army installations: Aberdeen Proving Ground (ABER), Fort Belvoir (BELV), Fort Detrick (DET1), Fort George G. Meade (MEAD), Fort AP Hill (FAPH), Joint Base Myer-Henderson Hall (MYER), and Arlington National Cemetery (ANC). Key operational requirements include contractor identification procedures, installation access protocols using National Crime Information Center Interstate Identification Index (NCIC-III) vetting, and base gate operations with specified hours for each location. Contractors must comply with Army policies on Common Access Card (CAC) issuance, personal identity verification per FAR 52.204-9, and e-Verify employment eligibility screening. Installation access denial is authorized for individuals with criminal histories, arrest warrants, felony convictions, registered sex offender status, or terrorist database identification. Standard work hours are 7:00 AM to 5:00 PM Monday through Friday, with prior COR approval required for alternate schedules.

Environmental and safety requirements mandate compliance with federal and state laws including the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act (RCRA), and Maryland Department of Environmental Management (MDE) regulations. Contractors must obtain excavation permits, submit stormwater pollution prevention plans, and maintain erosion and sediment control measures. Construction and demolition (C&D) debris recycling at 60 percent minimum is required, with monthly waste reporting for certain locations. Safety protocols include Activity Hazard Analysis (AHA) submissions, appointment of a Contract Safety Manager, fire prevention permits, and Personal Protective Equipment (PPE) requirements. Asbestos removal must comply with 40 CFR 61 Subpart M, and contractors must maintain hazardous waste disposal documentation. Additional site-specific requirements include Lyme disease prevention measures, data rights assignment to the Government, and project coordination meetings at Fort Belvoir.
