PURCHASE DESCRIPTION DATE: 9 July 2020

Virtual Reality Paint Simulator

1. GENERAL SYSTEM DESCRIPTION: The purpose of the project is to obtain a virtual reality (VR) paint training simulator. This simulator shall allow for current, new and future paint personnel to maintain a level of expertise in painting applications and technology for routine and non-routine paint requirements. The simulator shall consist of face mounted display (FMD) and camera tracking system, touch screen monitor, HDMI video splitter for additional external displays, PC with keyboard and mouse and sound bar. The simulator shall be new, and unused.

1.1 Clarification: Any ambiguities, questions, requests for clarification or discrepancies between sections of this purchase description, drawings, national or industry standards discovered by the contractor in reviewing this purchase description shall be reported by the bidder in writing to the contracting officer BEFORE THE DATE

SCHEDULED FOR CLOSE OR BIDDING/receipt of proposal. Submission of a proposal or bid shall be construed as evidence that such examination has been made.

Therefore, later claims for labor, material, or equipment required, or for difficulties encountered, which could have been foreseen had such reasonable examination been made, may be denied.

2. SPECIFICATIONS AND PERFORMANCE REQUIREMENTS FOR VIRTUAL

REALITY PAINT SIMULATOR

2.1 Standard Simulator Functionality: Simulator provide for at minimum HVLP, Airless and Air-Assisted Airless processes with weighted haptic spray gun, Powder Coating process with weighted powder coating haptic gun, Abrasive

Blasting process with weighted haptic blasting hose and edge blending.

2.2 Simulator Features: The simulator shall provide for real-time motion tracking, provide immediate results, provide for detailed training insights such as mil build, transfer efficiency, angle, distance and speed, and allow for adjustments in nozzle functionality, trigger parameters and dial adjustments as a minimum.

2.3 Realistic Painting: The simulator shall provide VR realistic painting for primer, color, clear coat and defects such as dry spray, drips and sags as well as orange peel as a minimum.

2.4 VR Coverage Map: The simulator shall have a coverage map showing applied paint thickness vs. target mil build in an easy to use map as a minimum.

2.5 3D Line Replay: The simulator shall have a 3D Line Replay feature demonstrating the reply of the painter’s performance showing gun distance from the part, angle, distance and pass speed as a minimum.

2.6 Simulator Training Cues: The simulator shall provide training cues such as angle, distance, and speed cues at minimum to aid in development of an ideal coating.

2.7 Performance review: The simulator shall provide for angle, distance, speed, transfer efficiency, mil build and coverage percentages at minimum.

2.8 Immersive Environments: The simulator shall offer immersive environments in a variety of engaging environments rich in realistic details as standard minimum.

2.9 Curriculum: The simulator shall follow, record and track a trainee’s progress and history using customized learning content offerings at minimum.

2.10 Simulator Integrated ROI: The simulator shall track return on investment using an integrated tool showing system use, material and cost savings and VOC emissions as a minimum.

2.11 Simulator Parts Offering: The simulator shall several parts offering to include automotive, aerospace, construction, heavy equipment, industrial components, ASTM

Panels and basic panels as a minimum.

2.12 Simulator Blast Option: The simulator shall have a blasting software package and associated hardware for added training capability as a minimum. The software module will have its own set of unique parts, environments and lessons from the main simulator. Blast module will allow for add on blast media material types such as sodium bicarbonate, garen and steel grit as a minimum. Blast module to provide heatmaps to evaluate part damage by the blast material, clean state or requiring more focus as standard. A peripheral electronic blasting gun shall be provided which attaches to open USB ports on training simulator.

2.13 OSHA & ANSI/ITSDF: The simulator shall be compliant with OSHA &

ANSI/ITSDF standards as a minimum.

2.14 Labeling: The Simulator shall come with the standard industrial simulator construction label ratings as standard equipment.

2.15 Operator and Service Manuals: Each simulator shall be provided with two paper copies of the operators (or owner’s) manual, and service manual. One electronic copy of both manuals (as applicable) shall also be provided to the COR as standard equipment.

2.16 Fire Extinguisher: Each simulator shall be provided with a (minimum) 2.5-pound B and C class fire extinguisher, installed.

2.17 OSHA & ANSI/ITSDF: The simulator shall be compliant with OSHA &

ANSI/ITSDF standards as a minimum.

2.18 Labeling: The Simulator shall come with the standard industrial scissor simulator construction label ratings as standard equipment.

2.19 Operator and Service Manuals: Each simulator shall be provided with two paper copies of the operators (or owner’s) manual, and service manual. One electronic copy of both manuals (as applicable) shall also be provided to the COR as standard equipment.

3. SECURITY, TRAINING , DELIVERY AND WARRANTY:

3.1 Security: The Rock Island Arsenal is an Army installation subject to Department of

Defense safe-guards, various precautions and plant protection measures. At all times during execution of this equipment purchase and delivery, the contractor will maintain adequate plant protection devices to minimize espionage, sabotage, and other malicious destruction and damage. When delivering the MHE to Rock Island

Arsenal, the contractor shall comply with all security requirements of the Rock Island

Arsenal. Rock Island Arsenal Island–Wide Force Protection levels may be adjusted/changes at any time, which may cause possible delays and will directly affect procedures for accessing Rock Island Arsenal.

3.2 For contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National

Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a

CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures;

or (3) Physical access to multiple DoD facilities or multiple non-DoD Federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.

3.3 For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center interstate identification Index (NCIC-III) and Terrorist Screening Database (TSDB)

(Army Directive 2014-05/AR 190-13), applicable installation, facility access and local security policies and procedures (provided by government representative), or, at

OCONUS locations, in accordance with status of forces agreements and other theater regulations.

3.4 Foot note #1 AT Level I Training. This provision/contract text is for contractor employees with an area of performance within an Army-controlled installation, facility, or area. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within 60 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 60 calendar days after completion of training by all employees and subcontractor personnel. 3.5 Foot note #3 Access and General Protection/Security Policy and Procedures.

This standard language is for contractor employees with an area of performance within an Army-controlled installation, facility, or area. The contractor and all associated subcontractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security office. The contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor

Personnel) as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the change clause of this contract, should the Force

Protection Condition (FPCON) at any individual facility or installation change, the

Government may require changes in contractor security matters or processes.

3.6 Foot note #4 IWATCH (See Something, Say Something) Training. This standard language is for contractor employees with an area of performance within an Army-controlled installation, facility, or area. The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR.

This training shall be completed within 60 calendar days of contract award and within

60 calendar days of new employees commencing performance, with the results reported to the COR no later than 60 calendar days after contract award.

3.7 Footnote #5 Impact on contractor performance during increased FPCON during periods of increased threat (contractor personnel working on an installation).

During FPCONs Charlie and Delta, services may be discontinued/postponed due to higher threat. Services will resume when FPCON level is reduced to level Bravo or lower.

3.8 Footnote #6 Random Antiterrorism Measures Program (RAMP) participation.

Contractor personnel working on an installation are subject to participation in installation RAMP security program (e.g. vehicles searches, wearing of ID badges, etc.).

3.9 Footnote #12 Contractor will acquire and need to return all issued U.S. Government

Common Access Cards, installation badges, and/or access passes. Use FAR 52.204-9 or PADDS Clause IF00015.

3.10 Training: Training is required and shall be on site at RIA-JMTC.

3.11 Delivery: The MHE provided under this purchase description shall be delivered to

Rock Island Arsenal (Building 240). Deliveries will only be allowed from 0600-1530 hours, Monday – Thursday weekdays, excluding Federal Holidays. These hours are subject to change, however, the Government will notify the contractor of such changes. The vendor will contact the designated Contracting Officer’s

Representative (COR) to obtain an electronic key for their representative (i.e. delivery driver) in order to have access to the facility. Deliveries and service calls outside the normal business hours stated above will be coordinated with the COR to address emergency situations.

3.12 Warranty: The Paint Simulator shall be provided with a part and labor warranty for one-year, or one-thousand hours (whichever comes first). The contractor shall repair all manufacturing defects in the equipment during that period, free of charge.
