This is a Performance Work Statement (PWS) for snow and ice removal services to support the 99th Readiness Division at Maus-Warfield USARC in Rockville, Maryland for FY 2026. The contract is structured as a Firm Fixed Price Requirements contract with task orders issued annually. The contractor must provide all personnel, supplies, equipment, transportation, fuel, and materials necessary to deliver snow and ice removal services. The period of performance is 12 months from the effective date of award with four optional 12-month renewal periods. The specific services required include removal of snow and ice from all paved areas, sidewalks, landings, entrance ramps, parking lots, driveways, gates, catch basins, hydrants, dumpsters, and HVAC units. The contractor must plow parking lots to bare pavement with no trailing windrows, maintain sidewalks at three-inch snowfall events with complete cleaning and sanding/salting at storm end, clear hydrants within a six-foot radius, and remove snow from dumpster areas. On-call sanding and salting must provide complete coverage of parking areas. A Quality Assurance Surveillance Plan will evaluate performance with a 98 percent standard allowing no more than one valid customer complaint monthly. Before and after time-stamped photographs of all work areas must be provided to verify service completion, with location documentation shown on a site map. The contractor must maintain an onsite representative with authority to make decisions, ensure all employees communicate in English, comply with AT Level 1 and OPSEC training requirements, and submit a monthly inspection checklist with monthly invoices for payment approval.
