Purchase Description No 1563
JMPB-ETD April 14, 2024
ITEM: A 6% Aqueous solution of Polyvinyl Alcohol (PVA).
SCOPE: This purchase description covers the requirements for a PVA binder solution for use in the M18, M83 and M8 colored and white smoke compositions. The material shall be packaged in sealed 55-gallon plastic drums. The PVA, water, biocides, packaging, and manufacturing process shall result in a solution with a shelf life of 5 years minimum from date of manufacture of unopened drums stored in ambient conditions.
SPECIFICATIONS :
a. This PVA shall meet all the chemical requirements of MIL-P-265C,Grade B ,Class 2.
b. The Water used shall meet ASTM D1193-06 standard of either Type I Grade A or Type II Grade A.
c. A Biocide such as Kathon or equivalent shall be used.
Key requirements to be reported on Certificate of compliance.
Property of Solution Requirement PVA concentration 6.0% +/- 1.0%
Kathon Biocide 24 to 28 PPM Shelf life 5 years minimum
Property of PVA MIL-P-265C Requirement Type Grade B Class 2
Saponification number 0-18.7 Viscosity 4% solution at 20°C 25+/-7 centipoise pH of 4% solution 6.5+/-1.5 Ash content of dry material 1.25% max
INSPECTION/ACCEPTANCE: Final acceptance will be at Pine Bluff Arsenal. The contractor will need to demonstrate the specifications can be met.
