About this file

This is an Information Paper supporting a Request for Information (RFI) issued by the U.S. Army's Project Manager Command and Control Transport (PM C2T) regarding production installation kits for radio mounting systems across multiple Army vehicle platforms. The Army seeks information on industry capability to manufacture Production Installation Kits for Family of Light, Medium, and Heavy Tactical Vehicles, as well as STRYKER Brigade Combat Team and Armored Combat Vehicles, with estimated annual requirements of 2,000 units per year for Fiscal Years 2026 through 2030. The Technical Data Package will define requirements including unique bracketry with two-dimensional CAD information, power and control/RF cables, fasteners, and Original Equipment Manufacturer-specific components.

The Army is requesting vendor information in three primary areas: production capacity and capabilities (mounting solutions and interface cables), engineering changes, and prototype engineering support. This RFI is part of a broader strategy development effort by PM C2T and Army Contracting Command-Aberdeen Proving Ground to address long-term network modernization requirements, with additional RFIs anticipated to follow. Industry responses will inform Army leadership on the most effective procurement strategy for Installation Kit requirements in support of the Army's Network Modernization initiative.

Capability Program Executive – Command, Control, Communications and Network Project Manager Command and Control Transport Installation Kits RFI Information Paper

Project Manager Command and Control Transport (PM C2T), has emerging requirements in support of the Army’s network modernization effort. There are a variety of radios that comprise the effort and, therefore, a variety of installation kits required to mount the radios in the myriad of Army vehicles. This Request for Information (RFI) seeks information on industry’s ability to manufacture Production Installation Kits for the Family of Light, Medium, and Heavy Tactical Vehicles, as well as STRYKER Brigade Combat Team and Armored Combat Vehicles. Engineering support is an integral part of any changes to Installation Kits and the development of new prototype installation kits, all in support of the Army’s Network Modernization requirements.

Below is a table that outlines the forecasted annual requirements the Army needs for the next five (5) Fiscal Years.

PM C2T and Army Contracting Command (ACC) are developing a strategy to address long term Installation Kit requirements. Industry responses to information requests are essential to the development of an effective strategy. In support of this effort PM C2T and ACC anticipates releasing a series of RFIs, building upon the information provided, that will inform Army leadership on the most effective strategy to address the needs for Network Modernization.

For this initial RFI the Army is seeking information on the ability of vendors to provide the following:

1) Production Capacity and Capabilities,
a) Mounting Solutions
b) Interface Cables
2) Engineering Changes, and
3) Prototype Engineering

The Technical Data Package the Army intends to release to qualified vendors (Distribution D) defines the following the following requirements:

1) Unique bracketry with two dimensional CAD information,
2) Power,
3) Control and RF cables,
4) Fasteners, and
5) Original Equipment Manufacturer (OEM) specific components.
