Building 674 Drapes Statement of Work (SOW)

16 May 2022

Project Title: Building 674 Drapes

For: Fort Devens, Massachusetts

1.0 Background: As the major Army Reserve presence in Massachusetts, Fort Devens provides operational, training and logistic resources to tenant, transient training and stationed units and area customers; provides standardized, effective and efficient services, facilities, infrastructure and quality of life to Soldiers, Family Members, Retirees, and Civilian Employees as applicable to support the training, readiness and operational capability for all components and branches of the joint force accomplished through responsible execution of funds and effective conservation of natural resources.

1.1 Problem Statement: The existing drapes in Building 674 are old, worn, and unserviceable. This upgrade is required to provide acceptable billeting accommodations for transient service members training on Fort Devens.

2.0 Scope: This Statement of Work (SOW) requires the procurement of professional services, material, and labor required to procure and install drapes for Building 674 located at Fort Devens.

3.0 Applicable Documents/References: Army Regulation (AR) 210-50 - Installations Housing Management, AR 735-5 - Property Accountability Policies, and AR 385-10 - The Army Safety Program.

4.0 Tasks:

4.1 Task 1: Kick-Off and Preconstruction Site Visit:

4.1.1 Determine specific requirements for project site access by the Contractor.

4.1.2 Identify stakeholders for the project and establish the communication matrix between the Contractor and the Government.

4.1.3 If any major discrepancies are determined, documentation shall be provided and discussed with all required stakeholders no later than seven (7) days from pre-construction site visit.

4.1.4 Design: The Contractor shall design upgrades for Building 674. All dimensions referenced in this document are for planning purposes and are to be considered “Approximate”. The vendor will verify the correct measurements.

4.1.4.1 General Requirements:

4.1.4.2 Demolition:

4.1.4.2.1 The Contractor shall remove existing drapes and hardware such as rods, mounting brackets, hooks, screws, etc.

4.1.4.2.2 All removed items shall be disposed of off-site.

4.1.4.3 Earthwork: N/A

4.1.4.4 Utilities: N/A

4.1.4.5 Concrete: N/A

4.1.4.6 Openings: N/A

4.1.4.7 Finishes:

4.1.4.7.1 Hardware finish shall be Antique Silver.

4.1.4.8 Electrical Service/Distribution: N/A

4.1.4.9 Light Fixtures and Devices: N/A

4.1.4.10 Grounding and Lightning Protection: N/A

4.1.4.11 Furnishings:

4.1.4.11.1 The Contractor shall provide and install sixty-five (65) wool spun; slate colored blackout Drapes as follows; see Appendix B for Concept:

1.1.1.1.1 The contractor shall provide curtain hardware (rods, mounting brackets, hooks, screws, etc.) The Contractor shall provide a center brace for windows over 48” wide for added support. The contractor shall provide samples of curtains and hardware for acceptance by the government. 1.3 Task 3: Acceptance Phase:

1.3.1 The Contractor, when complete shall coordinate with the COR ten (10) days prior and conduct a final acceptance of the project.

1.3.2 Upon Government acceptance by the appointed COR, the Contractor’s one-year warranty start date shall be established, and the Government will assume full responsibility for the Contractor provided components.

Upon completion of a SOV task/CLIN. The Government must sign Acceptance Letters within five (5) business days.

3.0 Place of Performance and Hours of Operation:

3.1 Place of Performance. Tasks under this contract shall be performed at Contractor owned facilities and Government-owned facilities at Fort Devens, MA.

3.2 Hours of Operations. Monday – Friday 0730-1600. The Contractor is NOT permitted to work holidays and non-business hours unless coordinated and approved by the COR 48 hours in advance.

4.0 Period of Performance (PoP): The POP shall be 120 days from date of Task Order award.

5.0 Travel: N/A

6.0 Contractor Excluded Responsibilities: N/A

7.0 Government Furnished Property (GFP) and Responsibilities: The Government

Fort Devens, MA Page 4 of 9 will provide only the facilities, utilities, equipment, parts, supplies, and materials not delineated as furnished in the SOW described herein as GFP. GFP consists of Government-Furnished Facilities (GFF), Government-Furnished Utilities (GFU), Government-Furnished Equipment (GFE), Government-Furnished Materials (GFM), and Government Furnished Information (GFI).

7.1 The Government will provide a location free and clear of obstructions for delivery of the drapes and associated items.

8.0 Reports: N/A

9.0 Hazardous Information: There is no requirement to handle any hazardous material.

10.0 Personnel:

10.1 IAW 18 Unites States Code (USC) § 1382, the authority of any officer or person in command or charge thereof to control and deny an employee entry to all or part of the installation is absolute. If an employee is removed from the job site or dismissed from the premises, the Contractor is not relieved of the requirement to provide sufficient personnel to perform the services as required by this SOW. The individual removed or denied access has no right to appeal.

10.2 All personnel shall be able to read, write, speak, and comprehend the English language. The Contractor shall provide a workforce possessing the skills, knowledge, and training to satisfactorily perform the services required by this contract. Personnel performing work under this SOW shall not be considered employees of the Government.

12.0 Security Requirements: N/A

12. 1 Employees selected by the Contractor for this performance work statement must be able to pass all security requirements IAW the Fort Devens Provost Marshal’s Policy in order to gain access to the installation.

12.2 Anti-terrorism (AT) Level I training. All employees requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training shall be completed within 10 calendar days of contract award and within 10 calendar days of new employees commencing performance with the results reported to the COR NLT 10 calendar days after contract award. The contractor shall submit certificates of completion for each affected contractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 10 calendar days after completion of training by all employees. 12.4 Access and general protection/security policy and procedures. Contractor and all associated employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

12.5 For contractors that do not require CAC, but require access to a DOD facility or installation. Contractor and all associated employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

12.6 IWATCH Training. The contractor shall brief all employees on the local Iwatch program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 10 calendar days of contract award and within 10 calendar days of new employees commencing performance with the results reported to the COR NLT 10 calendar days after contract award.

12.7 IAW Army Regulation 525-13, paragraph 5-19, all prospective Contractors shall undergo a verification process to determine the trustworthiness and suitability prior to http://jko.jten.mil/

Fort Devens, MA Page 6 of 9 being granted access to federal property. Limited access with escort may be granted (at the installation’s discretion) for an interim period while investigations are being conducted.

13 Installation Access:

13.5 The Contractor shall be able to pass all security requirements IAW the Provost

Marshal Office (PMO) Policy to gain access to the installation.

13.6 The Contractor shall provide all information required for background checks to meet installation access requirements to be accomplished by installation PMO, Director of Emergency Services or Security Office.

13.7 The Government will assist the Contractor with installation access however, it is the

Contractor’s responsibility to gain lawful access to the installation IAW PMO policies.
