1.0 Introduction and Overview
This Statement of Work (SOW) is for District Project Coordinator (DPC) in support of the Federal Aviation Administration’s portion of the Bipartisan Infrastructure Law (BIL) and reimbursable programs (including those arising from Airport Improvement Program (AIP) appropriations and other directly funded reimbursable projects).
1.1 Background
The Implementation Services Team (AJW-213) is responsible for centralized management and is the single accountable office for the planning, integration, coordination, and implementation of various components. The AJW-213 team Manager is responsible for establishing the necessary infrastructure to ensure timely and efficient program execution. The Implementation Services Team of the Federal Aviation Administration (AJW-213) plays an important role in implementing and executing programs and projects to safely establish, replace, modernize and sustain the National Airspace System (NAS).
1.2 Scope of Work
The Contractor must provide a DPC to support the AJW-213 PMO and the Honolulu District Manager in development, transition, and implementation activities. The DPC must perform duties to provide program management, program/financial management, independent cost analysis and support services to ATO for the Honolulu District service area to include professional services for project coordination, resource management, business management, communications, operations and integration, and management analysis. Additional tasks include assisting the District manager with program management administration support to include data analysis involving project planning, resource and financial analysis. The DPC responsibilities also include working with the Program implementation Manager in the preparation of Baseline Scope Agreements.
The DPC will work closely with Tech Services NAS Program Managers (NPMs) and PRG Portfolio Management and Integration (PMI) teams to effectively identify, coordinate and integrate activities within the District.
1.3 Objectives
1.3.1 Technical Work Areas
Types of work that may be performed under this Statement of Work (SOW) are described below. In performing all work under the Contract, the DPC and the PA must adhere to all Occupational Safety and Health Administration (OSHA) requirements, all FAA occupational safety programs and requirements as set forth in the List of Applicable Documents, all taxation laws, and all applicable federal, state and local government codes, statutes, laws and regulations (including the obtaining of any required permits). Requirements may include but not be limited to project coordination and oversight activities related to new construction or installation, restoration, service life extension, demolition/removal, and refurbishment. The Contractor will be responsible for the scope of work contained in this contract and/or authorized/executed modifications thereto. Projects may originate from within the FAA, such as from the Corporate Work Plan (CWP), or from reimbursable agreements between the FAA and other entities that involve protection of US national airspace, national defense or the FAA National Airspace System (NAS).
1.3.2 Program Management Support
The DPC must provide expertise in cross-programmatic planning and coordination of implementation activities as well as operational activities. The DPC will work closely with and enhance the current project support entities within Planning and Requirements Groups (PRG), Engineering Services (ES), Technical Services (TS), System Support Centers (SSCs) and the Districts. The DPC resources are expected to serve the entire District and its Air Traffic Services Community and will serve as the joint liaison between the District Office/SSC (ATS and AJW), Engineering Services, PRG, Headquarters program offices, local Airport District Office personnel, and local commercial airport entities.
1.3.3 Management Analysis
The DPC’s integrated coordination of activities within the Districts is absolutely critical. This requires program coordination among the geographical field locations within the District. The DPC should be available to attend in-person meetings in the District with a 24-hour notice. The DPC will be a trusted third-party agent, who provides expertise in cross- management planning and coordination of implementation activities as well as operational activities throughout the District. The DPC will work closely with and enhance the current project support entities within Planning and Requirements Groups (PRG), Engineering Services (ES), Technical Services (TS), System Support Centers (SSCs) and the Districts. The DPC with will serve the entire District and its Air Traffic Services Community. The DPC will be a NAS Program and Operations Subject Matter Expert (SME) and will serve as the joint liaison between the District Office/SSC (ATS and AJW), Engineering Services, PRG, Headquarters program offices, local Airport District Office personnel, and local commercial airport entities. The DPC will be an active advocate for the coordination, integration and planning of all projects and programs within the district. The DPC will use the FAA project management system and tools (e.g., Corporate Work Plan [CWP]) to identify, coordinate and track implementation activities at the district level.
The DPC require strong analytical and critical thinking capabilities with demonstrated ability to compile, assess and analyze large volumes of data from multiple sources (including operational data, project data, and administrative data sources, etc.) to identify key coordination and integration requirements. The DPC will work closely with Tech Services NAS Program Managers (NPMs) and PRG Portfolio Management and Integration (PMI) teams to effectively identify, coordinate and integrate activities within the District. The DPC should reside in or near the district boundaries to facilitate the integration of work activities among the various field locations and offices within the area of responsibility. The DPC must provide management services that ensure the quality, timeliness, and cost efficiency of all technical efforts provided under this Contract.
1.4 Tasks
The contractor must be cognizant of all the tasks dimensions that each labor category will perform in order meet the Government's expectations.
Each labor category will perform the following core tasks in support of BIL funded projects for the Honolulu District:

1.5 End Results/Deliverables
AJW-213 requires the DPC to provide final report 30 days prior to end of base year and each option year awarded with breakout of all work completed aligning to each task.

The DPC must upload each deliverable to the BIL sharepoint, an e-mail attachment to Contracting Officer Representative and any others as requested.
1.5.2 Other Considerations
In addition to the above deliverables, the DPC must provide the necessary data to support the analyses provided as part of each task. The contractor must develop and prepare executive level data and briefings, documentation for program and budget reviews.
1.5.3 Progress/Compliance
The AJW-213 requires the DPC to provide status reports, attend meetings, quarterly program reviews in order to monitor progress and ensure compliance. The District manager will have list of agreed upon tasks and activities to be completed and report on by the DPC.
