DESCRIPTION/SPECIFICATION/STATEMENT OF WORK

Corvallis Forestry Sciences Laboratory (CFSL) Security Patrol

Project Location Corvallis Forestry Science Laboratory 3200 SW Jefferson Way Corvallis, Oregon 97331 Period of Performance June 1, 2021– May 31, 2022

Overview Contractor shall perform crime prevention services for the Laboratory by the way of security personal to increase personnel safety, theft prevention and grounds security.

Security Patrol Duties Foot patrol of the exterior of the Laboratory to include outbuildings and government vehicles, along with a drive through shall be performed daily, on a random schedule, between the hours of 2300 and 0400, also provide, once daily, and on a random basis (outside the hours previously mentioned), a drive through shall be performed.

The foot patrol shall include checking each first-floor window and exterior doors or other readily accessible point of entry of the laboratory and outbuildings. Ensure such areas are closed and locked. If they are found open, a reasonable effort well be made to secure them. If unable to secure them, contact the Facility Manager or designated representative and remain on-site until they arrive. Patrol Government Vehicles parked in the CFSL parking lot. Check vehicle windows and doors to ensure they are closed and locked. The contractor shall close/lock any that are found open. If a vehicle cannot be made secure, contact the Facility Manager or designated representative, and stay on-site until they arrive.

The drive through includes observing the exterior of the buildings, vehicles, and parking areas for any unusual or suspicious activity. Contact the Facility Manager or their designated representative; and the Oregon State Police if appropriate; immediately upon discovery of any unusual or suspicious activity and stay on-site until they arrive.

All patrols are to be logged with the date, time of arrival, time of departure and note of any unusual or suspicious activity and the actions taken. Patrol logs shall be kept on file at least until the end of the contractual period and be available for inspection upon request. Patrol logs will be faxed or emailed to Contracting Officer’s Representative (COR) at least weekly. If any vehicles or doors and windows are found unsecured, message the COR with a photo from a phone or other devise, on the day of the occurrence.

Conduct All work under this contract shall be performed in a skillful and workmanlike manner.

The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, and integrity. Contractor employees shall be professional in appearance and be in uniform. Contractor’s employees performing the patrol service shall carry State Identification and the Contractor’s Identification card.

The Contractor’s employee will not be allowed to have any persons (family members or otherwise) accompany the Contractor during performance of the contract.

The Contractor will be notified of non-compliance and will be requested to correct the condition at the Contractor’s expense.
