Attachment 2 - MARAD Invoicing Procedures
Delphi eInvoicing - Basic Notes
Two things need to be in place for submitting a MARAD or USMMA invoice: 1) a login.gov account created by you, to confirm your login identity, and 2) MARAD-based access to Delphi eInvoicing.
(If you already have a login.gov account, you do not need to create another one.)
The eMail address that you enter for your eInvoicing access must be the same as the eMail address that you use for your login.gov account.
Logging into Delphi eInvoicing:
· If you are a first-time Delphi eInvoicing user:
In order to be able to access the Delphi eInvoicing System, you must have a Login.gov user account. This account is used for login authentication and is simple to create, using the following steps.
1. Go to https://einvoice.esc.gov
2. Click "eInvoicing Access".
3. Acknowledge the Warning Banner, then click "SSO Login".
4. (If you already have a Login.gov account, skip step 4 and go straight to step 5 now.)
To create a new Login.gov account (if you don't already have one):
Click "Create an account" to create the new Login.gov account.
Please Note: It is critical that the email address that you use for your Delphi eInvoicing access be the same email address that you use for your login.gov account.
To create the Login.gov account, you need the following lined up in advance:
a) The email address associated with your eInvoice.esc.gov system account's username and password
b) Access to that email so that you can receive a confirmation email from Login.gov
c) A working phone (cellphone or landline) at hand so that you can receive a security code from Login.gov
5. Once your Login.gov account has been created, log into https://eInvoice.esc.gov, using the Login.gov userID and password that you've set up, plus the one-time security code that will be provided to you by Login.gov.
6. Upon successful login, you will be re-directed to the default eInvoicing account Welcome page in einvoice.esc.gov
· If you are a returning user (you have logged into eInvoicing in the past), use the following steps to access eInvoicing.
1. Go to https://einvoice.esc.gov
2. Click "eInvoicing Access"
3. Enter your existing Login.gov credentials.
Please Note: It is critical that the email address that you use for your Delphi eInvoicing access be the same email address that you use for your login.gov account.
To learn more about creating a login.gov-based eInvoicing account, please go to Login.gov (https://login.gov/help/creating-an-account/how-do-i-create-an-account-with-logingov/).
