Statement of Work For
Self-propelled Crane, 30-US Tons or Greater To
Support Crashed, Damaged or Disabled Aircraft Repair/Recovery And
On Aviano Air Base, Italy or at Other Locations as Required
7 MARCH 2024
1. SCOPE OF WORK. The contractor shall furnish a self-propelled crane at the requested requirement which could range from 30 to 120 US tons. The contractor shall furnish an operator for the crane; the operator must have in their possession documentation certifying their competency to operate the contracted equipment. The operator must have in their possession documentation that will allow expedient escorted entry onto Aviano Air Base, Italy (see para 1.2.1).
The operator will be able to communicate through English via self or through a translator provided by the contractor and understand/use of universal hand signals. The contractor shall provide transport and/or for the transportation of the crane, operator and all necessary materials, parts, supplies, tools, and equipment (except as specified in Section 3 as Government furnished) required to: lift the AN/TPS-75 radar antenna on and off the tower located at the 606th Air Control Squadron compound on Aviano Air Base, Italy or at other locations as requested by the cognizant contracting official. Additionally, be able to lift a crashed/damaged/disabled aircraft on/around Aviano Air Base’s runway or at other locations as requested by the cognizant contracting official. I t is understood between the parties of this Statement of Work that the Contractor shall conform to all other applicable stipulations of/in this contract.
1.1. The Contractor shall provide the required services with a response time initial notification by the cognizant Government official unless otherwise agreed upon by the cognizant Government official. The Contractor shall provide the contracted services for time intervals requested by the Government in the terms and conditions specified as follows:
i. NORMAL NOTICE SERVICE: service that will be requested with one week in advance or more, Monday through Friday, from 0730 to 1800 hrs ONLY.
ii. SHORT NOTICE SERVICE (less than one week in advance): service that will be requested with less than one week in advance, Monday through Sunday, 24 hrs, U.S. and Italian Holydays included. Contractor’s response time: 72 hours.
iii. In the event of inclement weather or observed potential inclement weather, the requesting agency will notify the contractor 24 hrs. in advance that the lift has been delayed until weather has been cleared.
1.2 EMPLOYEES.
1.2.1 RESTRICTIONS: The Government reserves the right to restrict the employment of any Contractor employee who violates federal regulations or is identified as a potential threat to the security, safety, health, or operational mission of this base and its population. Contractor employees shall not loiter on or around the base during off-duty hours. The removal of such a person shall not relieve the Contractor from providing all deliveries and performance requirements described herein.
1.2.2 The Contractor shall furnish qualified supervisory, administrative, journeyman, and other personnel to accomplish all contract requirements. At the time the work begins, the Contractor shall acknowledge the Government's designated responsible official's authority to supervise work and to direct the employment of the Contractor provided equipment. The Contractor's representative shall be allowed on site during any work being done by the Contractor's employees in accordance with paragraph 1.2.1. When performing contract services, Contractor employee/s shall adhere to work schedules as specified by the Government's designated responsible official.
1.2.3 The Contractor may subcontract services required by this contract to meet mission requirements;
however, the Contractor shall notify the Contracting Officer and will be held liable if the contract is not upheld.
1.3 COMPLIANCE WITH APPLICABLE LAWS AND REGULATIONS.
1.3.1 GENERAL. The Contractor, in the performance of this contract, shall comply with and give all stipulations and representations required by any applicable federal, provincial, municipal, or local law or executive order, or with any applicable rules, orders, regulations or requirements of any Government department or bureau. It is the contractor’s responsibility to comply with all approval and authorizations to ensure compliance with requested services.
1.3.1.1 The Contractor will be required to coordinate with Italian federal agencies and local Prefect to procure approval and authorizations (e.g. permits) to operate equipment off base as stated in Para 5.1 for restricted travel days and circulate on normal roads during restricted travel by local laws and Government regulations.
1.3.2 SECURITY REGULATIONS.
1.3.2.1 The Contractor shall provide contract services with personnel that meet Government security requirements. Contractor personnel and their vehicles shall be present only in locations requiring contract performance. Contractor personnel entering the base are subject to checks that may be deemed necessary to ensure that no violations occur. An employee will not be permitted on base when a check reveals that the person's presence would be detrimental to the security of the base. The Government will allow Contractor access to a secure area for performing contract requirements, subject to applicable security procedures and regulations. Upon request by the Government, the Contractor shall furnish names, addresses, dates and places of birth and citizenship of all personnel engaged in the performance of said services.
1.3.3 SAFETY REGULATIONS. The Contractor shall obey and conform to all Italian and Base Safety Regulations. Base Safety Regulations may be obtained from the Base Ground Safety Office, 31 FW/SEG. The Contractor shall maintain accurate records and report to the CONTRACT within 16 working hours after occurrence, exposure data and all accidents resulting in death, traumatic injury, occupational disease, or damage of property, materials, supplies, and/or equipment incidental to contract performance. The CONTRACT will notify the Contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the condition. If the Contractor fails or refuses to comply with safety requirements, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop order shall be made the subject of claims for extension of time or for excess costs or damages to the Contractor. The Government shall maintain the right to periodically inspect for safety conditions and safe working practices as considered necessary by the Contracting Officer or safety personnel.
1.3.4 INDEMNITY. The Contractor hereby agrees to indemnify and hold harmless the United States of America and its agents from any suits, fines, actions, claims, debts, demands, judgments, liabilities, costs and expenses, including but not limited to attorney's fees or court costs, which the United States of America and its agents may become obligated to defend and/or pay, (i) as a result of ground or water pollution, sustained or suffered because of or by reason of any action or inaction by Contractor, his agents, servants, and employees, in connection with Contractor's performance under this contract, or (ii) as a result of any loss of or damage to property or injury to or death of any person whatsoever, sustained or suffered because of or by reason of any action or inaction by Contractor, his agents, servants, and employees, in connection with Contractor's performance under this contract, or
(iii) as a result of alleged pollution, damage, or injury, sustained or suffered because of or by reason of any action or inaction by Contractor, his agents, servants, and employees, in connection with Contractor's performance under this contract.
1.4 GOVERNMENT OBSERVATIONS. Government personnel such as the Department of Defense Inspection Teams, Air Force Auditors, Environmental Inspectors, Contracting, etc., are authorized to observe Contractor operation. Observing personnel will not interfere with Contractor's performance.
1.5 GEOGRAPHICAL AREA OF RESPONSIBILITY. Contract services may require travel throughout Aviano Air Base, Italy and other locations as required to execute the terms of this contract.
1.5.1 Contractor will have to provide services on Aviano AB and other locations within a 50 km radius of the installation. In the event Aviano AB requires assistance further than the stated 50 km radius, the contractor will be asked if they can provide the service.
1.6 SECURITY REQUIREMENTS.
1.6.1 CONTRACTOR OWNED VEHICLE REQUIREMENTS. Each vehicle to be used in contract performance shall show the Contractor's name so that it is clearly visible and shall always display a valid license plate. Contractor vehicles must contain current registration and proof of insurance. Contractor vehicle operators shall have a valid driver's license for the category of vehicle operated.
1.6.2 CONTRACTOR EMPLOYEE-OWNED VEHICLE REQUIREMENTS. Contractor employees shall have a valid operator's license and liability insurance for privately owned vehicles brought aboard base for commuting purposes. These vehicles shall always display a valid license plate as well as be currently registered. Contractor must furnish the Base Security Forces Office any documentation required to substantiate that employees are employed by their company or one of their subcontractors.
1.6.3 PHYSICAL SECURITY. The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. Government facilities, equipment, and materials shall be secured at the end of each work period.
SECTION 2
GOVERNMENT FURNISHED PROPERTY AND SERVICES
2.1 ITEMS AND SERVICES.
2.1.1 The Government will provide standard equipment required for Crashed, Damaged or Disabled Aircraft Recovery Operations. The aircraft specific equipment is rated and designed for manufactured Mission Design Series (MDS) and prevents secondary damage to the airframe. All designated slings have attachment points that require a hook assembly to attach to the boom of a crane.
2.1.2 The Government will provide standard equipment required for lifting and moving the 606th radar. All equipment required for lifting the radar will be furnished by the 606th and is readily available.
SECTION 3
CONTRACTOR FURNISHED ITEMS AND SERVICES
3 GENERAL: Except those items or services specifically stated to be Government furnished, the Contractor shall furnish everything required to perform contract services as defined in this contract.
3.1 ITEMS AND SERVICES.
3.1.1 SERVICE REQUIREMENTS. The Contractor shall provide enough qualified personnel to accomplish contract requirements. Also, the Contractor shall provide transportation, supplies, materials, equipment, and any other items required to perform contract services.
3.2 ITEM BREAKAGE AND DAMAGE. The Contractor shall be responsible for all breakage and damage (real and personal) that may occur inside and/or outside the immediate building due to the fault or negligence of his personnel during the performance of contract services. The Government will replace broken items and repair damaged items, if possible. The cost for broken and damaged items, including overhead and administrative expenses, will be deducted from the payment due the Contractor.
3.3 RESPONSIBILITY. The Government will not be responsible in any way for the Contractor's personal supplies, equipment, materials, or belongings brought into the buildings or on the grounds to perform services. This includes but is not limited to loss or damage caused by fire, theft, thunderstorm, tornado, accident, or other disaster.
3.4 REFUSE REMOVAL. Personnel to remove all contractor provided carton materials and additional debris from Aviano Air Base, Italy, and surrounding locations. Ensure the debris is properly dispose of daily or as directed.
SECTION 4
SPECIFIC TASKS
4.1 SERVICES.
4.1.1 The Contractor shall provide expeditious delivery and set-up of a self-propelled crane to various locations at Aviano Air Base, Italy and/or locations as specified by the cognizant Government official. Locations may have unimproved roadways and or austere conditions; therefore, specialized equipment may be necessary to deliver the contracted items to the required locations. The Contractor shall be responsible for all damages that may occur during ingress to any location due to the fault or negligence of its personnel. The cost for broken and damaged items, including overhead and administrative expenses, will be deducted from the payment due the Contractor. Once items are in place, the contractor shall be responsible preparing the surface to provide for the safe operation of its furnished equipment. Contractor must be able to provide labor capable of preparing the area according to the requestor's instructions. In some instances, the contractor may need to seek technical and/or material assistance from the requestor - the scope of such assistance as may be rendered will be at the discretion of the cognizant Government official.
4.2 CONTRACTOR UNAUTHORIZED WORK PERFORMANCE. The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the , such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.
SECTION 5
GENERAL INSTRUCTIONS
5.1 CONTACTING PROCEDURES
5.1.1 During working hours of working days, the requesting activity shall call directly the Vendor’s number in case of need of the crane.
5.1.2 During Saturdays, Sundays and holidays, and the months of July and August, since trucks and cranes are not allowed to travel, the contractor (Stated in 1.3.1.1) must call the Comando Stazione CC/AM, aeroporto di Aviano, phone 0434-652761/329-3603774 and after 19:00 hrs, Centro Operazioni Difesa, Comando Aeroporto Aviano whose phone number is 0434-673111/652842, who in turn will notify the “Prefettura di Pordenone, Ufficio Gabinetto, phone 0434- 220448, fax 0434-220442, and the Polizia Stradale, phone 0434-549311, fax 0434-549320” if required. The Prefettura di Pordenone will verbally authorize the moving of the crane.
