Statement of Work Field Standard/Reference Master Meter Cart
GENERAL INFORMATION
The National Institute of Standards and Technology (NIST)’s Office of Weights and Measures (OWM) requires the configuration of two OWM owned Emerson/MicroMotion Coriolis Mass Flowmeters on carts with supporting structures, valves, pressure sensor connection points, compatible pressure sensor and thermometer wells, to be used in the testing of Liquid Propane Gas (LPG) delivery meters.
BACKGROUND
The Office of Weights and Measures promotes uniformity in U.S. weights and measures laws, regulations, and standards to achieve equity between buyers and sellers in the marketplace. This enhances consumer confidence, enables U.S. businesses to compete fairly at home and abroad, and strengthens the U.S. economy.
OWM ensures traceability of state weights and measures standards to the SI; develops procedures for legal metrology tests and inspections and conducts training for laboratory metrologists and weights and measures officials. OWM provides guidance on the model weights and measures laws and regulations adopted by the National Conference on Weights and Measures (NCWM) and coordinates the development and publication of key NCWM publications.
The NIST Office of Weights and Measures works with industry and state government Weights and Measure jurisdictions to develop new field test methodologies and to evaluate field standards using new technology. One such project will be evaluating the suitability of Coriolis Mass Flowmeters for use as potential replacements for the currently used open neck provers.
Scope
The Office of Weights and Measures requires the configuration of two Emerson/MicroMotion Coriolis Mass Flowmeters on carts with supporting structures, valves, pressure sensor connection points, compatible pressure sensor and thermometer wells that will be used in the testing of Liquid Propane Gas (LPG) delivery meters.
Specific Tasks:
Contract Line Item Number (CLIN) 0001: The Contractor shall perform configuration tasks on NIST existing Emerson/Micromotion CMFS050 Coriolis Mass Flowmeter as described in the attached design drawing (CFMS050 Master Meter Concept Final Assembly.pdf) to be used for testing of small volume LPG dispensers and meet the following minimum requirements:
1. Shall provide and assemble/integrate all piping, valving, supporting structure, pressure transmitter, and power source into a functional cart that will be used for measurement of LPG quantities ensuring that all applicable National Fire Protection Association (NFPA) and National Electrical Code (NEC) requirements are met for working in the environment around LPG dispensers and bottle fill facilities.
CLIN 0002: The Contractor shall perform configuration tasks on NIST existing Emerson/Micromotion CMFS150 Coriolis Mass Flowmeter as described in the aforementioned design drawing (though scaled to fit the CFMS150 meter) to be used for testing of medium volume LPG dispensers and meet the following minimum requirements:
1. Shall provide and assemble/integrate all piping, valving, supporting structure, pressure transmitter, and power source into a functional cart that will be used for measurement of LPG quantities ensuring that all applicable all applicable National Fire Protection Association (NFPA) and National Electrical Code (NEC)requirements are met for working in the environment around LPG dispensers and bottle fill facilities.
CLIN 0003: The Contractor shall perform configuration tasks on NIST existing Emerson/Micromotion CMF 300 Coriolis Mass Flowmeter as described in the aforementioned design drawing (though scaled to fit the CFM 300 meter) to be used for testing of high volume Loading Rack meters and meet the following minimum requirements:
1. Shall provide and assemble/integrate all piping, valving, supporting structure, pressure transmitter, and power source into a functional cart that will be used for measurement of LPG and refined fuel quantities ensuring that all applicable all applicable National Fire Protection Association (NFPA) and National Electrical Code (NEC)requirements are met for working in the environment around LPG storage and refined fuel loading rack facilities.
Configuration and Installation for CLIN 0001, CLIN 0002 and CLIN 0003
1. The mass flowmeters shall be configured on a structure that will permit easy transport to the field location, while protecting the meter from damage, and minimizing external measurement influences.
2. The structure shall support the meter and all valving, piping and power source needed for field meter testing. Both the inlet and outlet shall be equipped with full diameter shutoff valves to permit connection and disconnection with minimal product loss.
3. Between the two valves the meter shall also be equipped with drain and vent valves that will control the fill and drain of the meters with the product to be tested.
4. The carts shall be configured to support the mass flowmeters and all associated valves and hardware in a manner that will minimize outside measurement influences during field meter testing.
5. The cart shall be equipped with a 24-volt rechargeable battery power supply and AC supply cord for ground power to the charging system.
6. The cart and associated equipment systems shall comply with all NFPA and safety requirements for metering flammable and/or combustible liquids. System components shall be capable of safely containing system working pressures of 300 psig.
7. The cart inlet and outlet connection fittings shall be appropriately sized Female National Pipe Thread (FNPT) fittings so that hose adapter fittings and hoses can be attached after delivery.
8. The cart systems shall be equipped with a ground cable reel and cable mounted low on the structure to maintain a low center of gravity.
NIST Systems to be Provided to Contractor NIST will provide the systems below to the contractor for mounting and configuration on the carts.
1. Emerson/Micromotion Coriolis Mass Flowmeter, Model: CMFS050, Serial: 12164771
2. Emerson/Micromotion Coriolis Mass Flowmeter, Model: CMFS150, Serial: 12151240
3. Emerson/Micromotion Coriolis Mass Flowmeter, Model: CMF 300, Serial: 14862740 Upon assignment of this procurement, the three NIST Office of Weights and Measures owned Emerson/Micromotion Coriolis Mass Flowmeters will be shipped to the manufacturer for integration into the appropriate cart system.
Place of Performance The place of performance will be Contractor’s facility.
Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 6-8 weeks ARO contingent upon receipt of all material supplied by NIST.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 101, Room B07 Gaithersburg, MD 20899-1640 Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance.
