Amendment 3, W911RX-22-Q-0005 H2F Certified Athletic Trainer Questions and Answers and Summary of Changes

Question 1.

In reviewing the PWS, to establish a firm fixed price, the objectives (PWS 1.3) are unclear in regard to “To support 1ID BDEs and H2F Performance Teams, ATCs will be assigned to BDEs within 1ID based on Operational Tempo (OPTEMPO) and utilization.” How many BDEs will the ATCs be supporting and what is the historical OPTEMPO and utilization of ATCs within 1ID?

Answer 1. There are 4 BDEs that will be supported by 4 ATCs. When units deploy this will allow that BDEs assigned ATC to move to support BDEs that are still in garrison. ATCs will not have a productivity target for patient care to allow for greater flexibility in meeting the requirement to support Battalion and Squadron based reconditioning programs within their BDE.

Question 2.

In reviewing the PWS, to establish a firm fixed price, the scope of work (PWS 1.4) is unclear in regard to “The Contractor shall support 1ID Physical Readiness Training (PRT) by developing a strength and conditioning functional fitness training regimen and ensuring trained unit Master Fitness Trainers (MFTs) are overseeing the planning and execution of the unit training programs.” What is the population of 1ID Physical Readiness Training program and how many units require overseeing of MFTs?

Answer 2. This is the primary function of the strength and conditioning coaches. All Soldiers assigned to a BDE are part of the 1ID Physical Readiness Training program (approx 15,000). There are between 100-200 MFTs.

Question 3.

In reviewing the PWS/SOW:

Per 1.23.7.2 and 1.23.7.3-In reading these sections, it is my understanding that the government is seeking a total of 2 FTES. Is this correct interpretation?

Answer 3. This is a guideline indicating that some patient care is expected in addition to training, mentoring, and developing reconditioning programs and program leaders, but there are no strict requirements for FTEs.

Question 4.

In the RFQ and the PWS are conflicting in that one states LPTA and the other mentions Best Value. Can you provide clarification?

Answer 4. The government will evaluate and award based on is Lowest Price Technically Acceptable

(LPTA).

RFQ

Evaluationof Offerors The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation.

Evaluation for Award is Lowest Price Technically Acceptable (LPTA) IAW with FAR 13.106- 2.The Government will award a firm fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Delivery, and Contractor Past Performance of the item offered to meet the Government requirement. All evaluation factors other than Price, when combined, are equally as important as Price.

PWS

2.1.11. Key Personnel. Contractor employees who are critical for achieving PWS objectives. Key personnel shall meet position qualification and experience requirements indicated in the PWS.

When key personnel qualifications are used as an evaluation factor in “Best Value” procurement, the Contracting Officer is the only one authorized to concur with key personnel replacement after award of the contract

Question 5.

PWS Part 3. Government furnished property, equipment, and services. Will the government provide ATC supplies for the performance of the contract? (e.g. tape, bandages, gloves, etc.)

Answer 5. Yes, the government will provide ATC supplies as necessary to execute the requirements outlined in the PWS.

PWS 1.3 Objectives states that " ATCs will be assigned to BDEs within 1ID based on Operational Tempo (OPTEMPO) and utilization." We have 3 questions:

How many ATCs are needed?

Answer 6. 4 ATC’s

Question 7.

How many Lead ATCs are required?

Answer 7. 1 Lead ATC

Question 8.

What is the expected ratio of Lead ATCs to ATCs

Answer 8. Ratio of 1:3

Question 9.

Can the Government please provide the contract number for the incumbent contract (if there is one)?

Answer 9. This is a new requirement there is no incumbent contractor.

Question 10.

Are there currently any vacancies in these positions?

Answer 10. This is a new requirement there is no incumbent contractor.

Question 11.

Typically for FFP, the Government provides a Not To Exceed (NTE) price for Travel CLINs that is uniform across all bids. Can the Government please provide clarification for how to price the Travel CLINs or provide the NTE price for the Travel CLINs?

Answer 11. Travel CLINs were removed from this solicitation.

Question 12.

Can the Government please clarify the amount of Athletic Trainers required for the Base, Opt1, and Opt2 periods?

Answer 12. The requirement is 4 for each period.
