Jacobs Creek Job Corps Center Wastewater Hauling

Task Order One (1) SOW

Introduction The contractor shall provide all labor, material, equipment, and transportation to pump and haul excess influent to prevent overflow from the Jacobs Creek wastewater treatment plant. It is anticipated that hauling will be required daily and may require multiple trucks/trips to prevent overflow of the plant.

Period of Performance This task order is anticipated to include hauling needs from June 1, 2023, through July 31, 2024.

Background The wastewater treatment plant is a Titan Membrane Filtration plant. In a typical year, sludge must be periodically removed. During heavy rain events or when the membranes are undergoing routine cleaning, excess influent must be pumping and hauled to a municipal plant. Additionally, municipal waste may need to be hauled into the plant to provide seeding to allow the plant to operate more efficiently.

In November 2022, the plant experienced a total membrane failure and is currently non-operational. The average volume hauled since the plant failure has been 15,000 gallons per day. There will be higher than normal volumes until May 2023 while the plant is under repair. The center is continuing efforts to control infiltration and inflow into the sewer system; therefore, it is expected that the hauling requirements will decrease significantly by the fall of 2023, the anticipated volumes after repairs are made will be 10,000 gallons per month.
