About this file

This is an Indian Affairs Indian Economic Enterprise (IEE) Representation Form used for federal contract solicitations under the Buy Indian Act (25 U.S.C. 47). The form serves as a self-certification mechanism by which offerors attest that they meet the definition of an Indian Economic Enterprise as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480. The form requires submission of the solicitation/sources sought/RFI number, project title, and date of form submission in the header section.

The offeror representation section requires completion of four key data fields: the name of the federally recognized tribal entity associated with the enterprise, the legal business name, the unique entity ID (UEI), and the name of the 51% (or greater) owner of the IEE firm. The form must be signed and the signatory's printed name provided. The enterprise must maintain IEE eligibility status at three critical junctures: at the time of offer submission, at contract award, and throughout the full contract term. Contracting officers may request additional documentation to verify eligibility at any point during the acquisition lifecycle, including during pre-award proposal evaluation. The form explicitly warns that false or misleading information constitutes a violation of 18 U.S.C. 1001, with false claims during contract performance subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287.
