2. Nature and/or Description of the Action Being Processed

This action is a new firm fixed price order for Dimensions software and direct product engineering support developed by Digital Science & Research Solutions, Inc. The required brand name is Dimensions, Dimensions for ONR, and Altmetric Explorer for ONR.

3. Description of Supplies/Services Required to Meet the Agency’s Needs

The estimated value of this requirement is including options. The items to be purchased are:

A one year software subscription and direct product engineering support for Dimensions, Dimensions for ONR, and Altmetric Explorer for ONR, which will include access to up to 25 users. This will include training, and software releases for the Dimensions system (including any deficiency releases needed to fix minor problems that occur after a major release) and maintenance training on those software releases. Application Programming Interface (API) access to coincide with the one year subscription.

Access for up to 5 persons to the API of the Dimensions software suite. Approximately 1040 staff hours (0.5 FTE) from a support Decipher Senior Engineer will be acquired for the same 12 months as the software license. Support of building queries and modification to the Dimensions Suite such as the Topic Map module to provide assistance to the ETVA and Tri-Services team to maintain the systems, and to prepare for inclusions within Dimensions additional Government data that supports the Tri-Service initiative. Government data that is cleaned, curated, and incorporated into the Dimensions tool during the course of the contract period of performance will be provided to the Government in a non-proprietary format for use during and after the subscription expires. In addition, the option to add either an additional

0.5 FTE of Support for the second 6 months of the initial year OR an additional 1 FTE of Support for the second 6 months of the initial year is also included in this requirement.

4. Authority Permitting a Brand Name

10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.

5. Applicability of Authority

The AFRL Technical Librarians (TLs) have large amounts of data sources focused on S&T publications. They have few that focus on Patents, which is one of the main points that sets Dimension apart from other products. AFRL’s primary Patent data source today is Derwent Worldwide Patent Index (DWPI). The AFRL TLs have found that Dimensions Patent data complements DWPI with very little overlap. This has proven to be critical as they are performing Technology Landscape Analysis for their AFRL Patrons.

Digital Science & Research Solutions’ Dimension product and ONR software suite contains a unique subset of publically accessible publications, peer reviewed journal articles, grants, and patent information. A large part of Dimension’s uniqueness is the Topic Map User Interface. This tool allows the user to visualize and subsequently dig into topics that have been clustered by like research areas.

To date, the ONR tools suite appears to have been developed and curated with a focus towards DoD Basic Research. The AF would like to perform a detailed analysis of the Dimensions accessible data sets and the ONR tool suite to see if it will allow for “Horizon Scanning” analysis of Scientific and Technical subjects of interest to the DoD R&D community. Digital Science provides a range of consulting support services to help customers accelerate their adoption of the Dimensions tool suite, as well as works closely with their customers to ensure they are successful in designing, deploying, and operating new Topic Models. Access to Digital Science & Research Solutions’ knowledge, experience, and operational guidance will allow for us to avoid common pitfalls and decrease time to operations. Additionally, Digital Science & Research Solutions will assist AFRL Technical Librarians, the ETVA, and Tri-Service teams to analyze DoD Research & Development as it compares with like Worldwide research topics. Digital Science’s Dimension tool suite is the only brand that provides missing patent data that will greatly improve the existing AFRL technology landscape analysis process (currently AFRL Technical Librarian’s only patent data source is DWPI) and also has the unique topic mapping data and user interface.

The Government anticipates receipt of competitive proposals through a beta.SAM.gov solicitation.

The Government will continue to research the performance and technical capabilities of similar products against each of their future requirements to avoid omitting other qualified sources. The market will be monitored for future availability of additional providers.
