About this file
The document is a Statement of Requirements (SOR) for tactical rucksacks issued by the Officer Training School (OTS) at Maxwell Air Force Base. The procurement calls for 250 tactical rucksacks to support military officer candidate training, with specific requirements including an internal volume of 3,500-4,500 cubic inches, load capacity of 50-75 pounds, and ability to accommodate users from the 5th to 95th percentile in size. The rucksacks must be constructed of heavy-duty nylon (1000+ denier strength), withstand two years of intensive training use, and feature multiple organizational compartments, external attachment points, and a 4" x 1" identification panel.
Technical specifications include a load distribution system with a hip belt capable of transferring 60% of load weight, padded shoulder straps, and an adjustable sternum strap. Material performance standards mandate a minimum tear strength of 50 lbf, abrasion resistance of 25,000 cycles, and water resistance to withstand one hour of rainfall. Additional requirements specify military-appropriate coloring (olive drab green, tan, sage green, or OCP-patterned), small/medium/large sizing options, and a stackable design for efficient storage. The contractor must deliver the rucksacks during normal duty hours, provide individual packaging with care instructions, and ensure all equipment is 100% functional before payment.
