About this file

This is a Statement of Need for aircraft tire carriers required by the 22nd Logistics Readiness Squadron (LRS) at McConnell Air Force Base, Kansas, dated March 4, 2026.

The requirement is for 4 tire carriers (2 pallets with 4 carriers each) designed to transport KC-46 and KC-135 aircraft main and nose tires during deployments. Each carrier must accommodate 6 main tires and 2 nose tires with an approximate combined weight of 1,400 pounds. The carriers must comply with 463L pallet dimensions (88" x 108") and not exceed 60 inches in height, with internal dimensions of 84¼" length, 51" wide, and 44⅝" high. The carriers must be airworthy on both KC-46 and KC-135 aircraft. The carriers must feature a side-opening design with an easily operated latch that locks securely for flight safety. When opened, one side must drop to the floor and convert into a ramp to allow tires to be rolled into position. Internal design must include approximately a 1-foot indenture to prevent tire movement during transport. The carriers must be constructed from sturdy materials capable of withstanding the rigors of transport to and from deployed locations. All carriers require high-quality black glossy paint and primer with corrosion resistance suitable for adverse weather conditions and salt-water environments near ocean locations.

1.1 The 22nd LRS requires 2 pallets (4 each) aircraft tire carriers in order to properly ship KC-46 and KC-135 main and nose tires for deployments. See attachment 1 for photos.

2. Description

2.1 The contractor shall provide 4 tire carriers with the following features:

2.1.1 Carrier must be airworthy on the KC-46 and KC-135 aircraft, not to exceed the dimensions of a 463L pallet (88”X108”) and no higher than 60”.

2.1.2 Carrier must be able to store 6 main tires and 2 nose tires for the KC-46 and KC-135 aircraft (approximate weight of 1400lbs) with the dimensions of 84 ¼”Length, 51” Wide, 44 5/8”

2.1.3. Carrier must open on one side, be able to latch easily and latch must lock in place for safety during flight/transportation. When open, the open side will need to drop to the floor and turn into a ramp so that tires can be rolled into position inside the carrier.

2.1.4. On the inside of the tire carrier, there needs to be about a 1 foot indenture to prevent the tires from moving while being transported.

2.1.5. The parts utilized to make the tire carrier will need to be sturdy enough to handle weight and movement to and from deployed locations.

2.1.6. The carrier requires high-quality, black, glossy paint and primer. The paint and primer used on the tire carriers must be able to sustain adverse weather conditions and locations that are near the ocean (salt water damage).
