8. PSO Temporary Storage Location Setup

Set up the temporary storage site at the PSO. Work includes transporting all Conex containers and structures from the Nursery to the PSO; disassembling storage structures for transportation and reassembling them at the PSO; placing Conex containers and anchoring storage structures as indicated in this section; enclosing with fencing certain structures specified in this section to secure what is stored inside them; providing electrical service to the paint locker to power ventilation fans and heaters; providing a security camera system to surveil the temporary storage site; and relocating large materials such as culverts.

Prior to setting up the site, mark on the ground, via construction paint or other approved method, proposed locations for all containers, storage structures, and fencing. Do not proceed with set up until the CO and or COR has approved the proposed layout. See the conditions below for detailed setup instructions. See Figure 3 for proposed site layout.

a. Gravel parking lot – Fill, grade, and compact the PSO gravel parking lot as needed to provide access for contractor’s equipment, and to facilitate setting up fencing.

i. When finished, a corridor running the length of the gravel parking lot and wider than twenty-five (25) feet must be kept clear to allow vehicles to enter and leave room for a snow dump at the south end of the lot.

b. Security Camera System – Provide a wired (not wireless) security camera system to ensure continuous security footage of the PSO gravel parking lot and paved parking lot.

i. The system shall be closed-circuit and shall provide on-board storage for at least the previous 168 hours for all incoming camera feeds and shall allow a direct connection via cable to a computer to access the live feeds and the recorded footage, and shall also allow screen/monitor to be connected.

ii. Cameras: shall comply with requirements of FAR Clause 52.204-25

1. Provide four cameras, two to surveil each parking lot – the gravel parking lot and the blacktop parking lot.

2. The cameras must be able to survey the whole gravel parking lot and the lumber rack to be placed on the blacktop parking lot.

3. High enough resolution and be placed at appropriate angles to capture defining characteristics of individuals and vehicles throughout the parking lots. Pan-tilt-zoom functionality is not required.

4. Rated for exterior use in cold, maritime climates.

5. Securely mount cameras in locations where they will be protected from damage.

iii. Provide all power and communication cabling and protect from physical and environmental damage.

iv. Install controller inside the PSO telecom room or other approved inside location, reasonably accessible to Forest Service employees and protected from physical and environmental damage.

v. Perform all required penetrations and patching necessary for system installation.

c. Fencing and related work – See specific work items for where fencing is required. Where required, comply with the following:

i. Six (6) ft high.

ii. Galvanized-steel pipe posts and rails on the top and bottom.

iii. Galvanized chain-link mesh.

iv. Include base plates and associated fittings.

v. Provide ballast/weights of suitable size and weight to secure fence bases against wind and other environmental forces.

vi. Where allowed, soil anchors may be provided in lieu of ballast/weights.

d. WeatherPorts – Disassemble, transport, reassemble as before and anchor.

i. Furnish and install a fence around both WeatherPort structures with a gate or gate-like entrance in front of each large enough for a 20’ long x 8’ wide vehicle to enter and exit and that can be secured with a Forest Service lock. Five (5) feet of space between the fence and sides of the WeatherPort must be provided to allow snow that falls onto and slides off the WeatherPort to accumulate. Ten (10) feet of space between the two WeatherPort must also be provided for snow to accumulate.

ii. If necessary, during disassembly, move the refrigerated trailer out of the way and back into its original position at the Nursery.

e. Paint locker – Move the paint locker to the north end of the PSO building.

i. The Forest Service will empty the paint locker prior to move. Coordinate with CO to ensure the Forest Service has at least two weeks advance notice to empty the locker prior to scheduled move date.

ii. Confirm the zoning designation and location of property lines of the PSO to ensure the correct setback from streets and property lines when placing the paint locker to comply with OSHA, local, state, and federal standards. At the very least the locker must be located so that it is 5 feet from buildings, 5 feet from the Mitkof Highway and 10 feet from property lines.

iii. Connect the paint locker to an AC power source to power the heater and exhaust fan that use 15- and 20-amp fuses. Verify voltage requirements with paint locker data plate and verify building voltage parameters with Forest Service facilities staff. Provide voltage transformer if necessary. This includes connecting to the PSO building power distribution system and providing all required breakers, disconnects, wiring, conduit, fittings and other devices and materials necessary for a complete installation in conformance with the 2017 National Electric Code and all related Borough, State, and Federal requirements.

iv. Level the ground where the paint locker will be placed.

f. Conex Containers – Move and install the three (3) 20’x8’ Conex containers and the one

(1) 40’x8’ Conex container at the PSO gravel parking lot.

i. The containers must be level on the ground and the container doors must open to at least 90 degrees.

ii. The containers will be partially filled with items that will be secured for transport.

Coordinate with CO to ensure the Forest Service has at least two weeks advance notice to secure the contents prior to scheduled move date.

1. 40’x8’ Conex container weighs approximately 10,000 lbs. and will have at most 5,000 lbs. of materials, secured by the Forest Service inside.

2. 20’x8’ Conex containers weigh approximately 6,000 lbs. each and will have at most 9,000 lbs. of materials each, secured by the Forest Service inside.

g. Culverts – Collect and neatly stack the approximately twenty (20) culverts from the Nursery to the recessed area on the north side of the PSO building.

i. Culverts are scattered around the Nursery with most being found next to the Conex containers.

ii. Culverts are of various diameters and most are 20’ in length.

h. Outside Lumber Rack – Move the outside lumber rack, including contents, to the PSO blacktop parking lot at the far end.

i. Anchor the base of the lumber rack in a way that does not damage the blacktop.

ii. Provide fencing around entirety of lumber rack. See paragraph 8.c for fencing requirements. Anchoring solution to not damage the blacktop.

i. Woodsheds – Move the woodsheds, including contents, to the PSO and place them along the edge of the gravel parking lot next to the existing bike shed.

i. Move the bike shed to accommodate the woodsheds, if necessary.

ii. Provide a fence around the woodsheds or a gate on the open face of the sheds to secure the wood inside with a Forest Service lock.

iii. If using fencing to secure the woodsheds, see paragraph 8.c for fencing requirements. If using a gate across the open face of the woodsheds, gate must secure the entire face and allow for the entire face to be exposed when open, must be at least as secure and vandal-resistant as the roof and walls of the wood shed, be made of weather-resistant materials, and allow for securing with a Forest Service lock.
