1.0 Background and Purpose: This is a non-personal services contract to transport government personnel and supplies up and down the Copper River from the Copper River Highway north to Childs Glacier Recreation Area and public easement sites upriver, to the northern extent of the forest boundary near Cleave Creek on the Cordova Ranger District, Chugach National Forest.

Typical load may include ATV’s, up to six (6) passengers, or materials with a load range of 1,500 - 2,000 pounds. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1 Outline of Services: The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items necessary to provide the services outlined below and described in this Performance Work Statement

(PWS).

1.2 Project Location: Trips will primarily be required to and from Childs Glacier Recreation

1.3 Background: The Copper River Highway originally extended 048 miles northeast from Cordova to Childs Glacier Recreation Area and the Million Dollar Bridge. In 2011 the Copper River washed out a section of highway at mile 36, and in 2018 a portion of the road washed away near mile 45 due to heavy rains. This site is now accessed by boat, or air, and is maintained seasonally for use by guided tours, kayak and rafting trips or independent traveling. Easement sites and trails north of Childs Glacier are used as camping areas for individuals and groups traveling the Copper River and accessing National Forest lands.

The typical operating period is June through September. There is no guaranteed number of trips, but services may be required from two to ten times per season, depending upon government needs.

1.5 Contract Type: This is a firm fixed price Requirements Contract. The intent of this contract is to allow flexibility to order trips on an as needed basis. Individual Task Orders will specify the quantity and period of performance. The intent is to order multiple trips from one Task Order.

Uninspected Passenger Vessel (UPV) as defined by the USCG:
