Project Title Cordova Ranger District Snowplowing/Sanding/Sweeping Services
General Information
1.0 Purpose and Location
Purpose:
The US Forest Service, Cordova Ranger District, requires snow plowing, snow removal, sanding, and sweeping services at the Cordova Ranger District Office.
Background:
There are no road systems connected to Cordova, Alaska. Cordova is accessible by commercial airflight, state operated ferry and commercial barging services. Cordova, Alaska receives an annual snowfall of 111.3 inches each year, primarily between October and April. Most official climate data is recorded at the airport, which is 11 miles from the settlement. Temperatures and precipitation vary drastically between the city and the airport, and precipitation at the city is commonly twice that of the airport. Cordova is located within a subpolar oceanic climate and often fluctuates between periods of rainfall, snowfall and freezing temperatures. This may result in periods of heavy snowfall punctuated by rain events followed by freezing temperatures. When these events occur significant ice buildup in parking lots may occur.

Contractor Requirements
2.0 Technical Requirements / Tasks
Contractor shall furnish all labor, equipment, supervision, transportation, operating supplies, and incidentals to maintain a satisfactory and safe environment. The requirement is dictated by weather and amount of snow received in any given winter. Contractor shall be responsible for snow removal during the period of performance of each Task Order.
2.1 Tasks:
Task A.1 Snowplowing:
i. Remove snow from all roads, parking areas, sidewalks, and stairs as indicated on attached Vicinity Map.
ii. Temporaily store snow in approved area indicated on attached Vicinity Map.
iii. Ensure paved areas are safe for vehicle or pedestrian traffic.
iv. Do not use front-end loaders on sidewalks.
v. Services may include up to seven (7) days per week when snowfall depth exceeds four
(4) inches or when Contracting Officer Representative (COR) notifies contractor that conditions warrant performance. Snowfall may require multiple snowplow services per day if called out by the COR.
vi. If COR determines conditions warrant additional plowing services, performance response time shall be within one and a half (1 ½) hours.
vii. Services required by the following times listed:
Snow Removal Schedule – no later than:
8 a.m. 9 a.m. 5 p.m.
Parking lot next to the district office.
Alley behind the third-floor office.
Remainder of the compound on LeFevre Avenue.
Parking area behind second-floor rear office door.
Two residences on First Avenue.
Entire sidewalk that extends in front of the district office, stairs, and parking lot.
Area in front of the compound carport on LeFevre Avenue and a route to LeFevre Avenue.
Task A.2 Snow Removal:
i. Remove snow from site when approved snow dump areas reach maximum capacity as directed and coordinated by the COR.
ii. Return parking stops displaced by plowing to their original location at the end of the snow season.
Task B. Sanding:
i. Apply 3/8 minus type of gravel or equivelant to all roads, parking areas, sidewalks, and stairs as indicated on attached Vicinity Map.
ii. Ensure areas have adequate sanding material when conditions warrant performance.
iii. If COR determines conditions warrant additional sanding performance response time shall be within one and a half (1 ½) hours.
Task C. Sweeping:
i. Remove sanding materials from the following locations:
1. Office: sidewalks and parking lot next to district office
2. Compound on LeFevre Avenue: paved areas
ii. Ensure areas are free of sanding materials at the completion of each season. Sweeping time and date shall be coordinated with COR.

PERFORMANCE STANDARD
Customer complaints will be substantiated by the COR for validity. Should the COR determine that the complaint is valid, the COR will inform the Contractor orally and in writing and give the Contractor additional time to correct the defect, if additional time is available. The COR will determine how much time is available.
Should the Contractor disagree with the complaint after investigation of the site, the Contractor shall notify the COR. The COR will review the matter to re-examine the validity of the complaint.
The Government will visually inspect the services for compliance prior to acceptance and issuing any payments. Inspections will consist of direct observations.
Any Government personnel or visiting public may observe unacceptable services, incomplete work, or required services not performed and they may contact the COR to communicate a complaint.
