1. PURPOSE:
This document provides information and guidance to Spaceport organizations for obtaining hazardous and controlled waste services provided by the KEMCON, and is identified under Data Requirements
List Item 4.5-001. This document was formerly entitled “Spaceport Waste Services Guidance
Manual” under predecessor contracts.
2. SCOPE:
This document applies to contractors and organizations at Kennedy Space Center (KSC), Cape
Canaveral Air Force Station (CCAFS), Patrick Air Force Base (PAFB), and the Jonathan Dickinson
Missile Tracking Annex (JDMTA) that are authorized by the National Aeronautics and Space
Administration (NASA) and the US Air Force (USAF) to utilize hazardous and controlled waste services provided by the Kennedy Medical and Environmental Contract (KEMCON). Organizations such as commercial entities not authorized to utilize KEMCON waste services may contact KEMCON
Contracts, 321-867-5737, to arrange a service contract. Services provided under the KEMCON are described herein and include:
Performing hazardous waste determinations in accordance with 40 CFR 262.11 and other regulatory program classification criteria.
Providing waste characterization sampling in order to support hazardous waste and other regulatory program determinations.
Providing technical guidance on proper labeling and containerization for evaluated wastes.
Picking up of properly labeled and containerized controlled wastes, as requested, from waste accumulation areas.
Providing waste disposal services for hazardous waste under government and commercial
USEPA identification numbers.
The following wastes are specifically excluded from the definition of hazardous and controlled waste, but are eligible for support under other base service contracts: sanitary wastes, ordinary refuse, recyclable non-hazardous office products, non-recyclable construction and demolition debris, radioactive materials, and materials which can be turned-in for re-utilization or recycling through the
NASA KSC Surplus Property Sales Program or Air Force DRMO. Carpet squares and acoustic ceiling tiles from KSC sources, which are recyclable construction and demolition debris, may be managed as controlled waste with NASA approval. PCB Bulk Product Waste which has been found unsuitable for the KSC Landfill will also be managed as controlled waste.
3. DEFINITIONS and ACRONYMS:
ASD – Accumulation Start Date. The day waste is first added to a waste accumulation container for purposes of determining storage time for hazardous waste stored in 90-day accumulation areas.
Construction and Demolition Debris – Discarded materials generally considered to be insoluble in water and non-hazardous in nature. These materials include but are not limited to steel, glass, brick, concrete, asphalt material, pipe, gypsum wallboard, and lumber from the construction or destruction of a structure. The term includes rocks, uncontaminated solids, tree remains, trees, and other vegetative

matter which normally result from land clearing or land development operations from construction projects.
Controlled Waste – Waste materials that cannot be indiscriminately discarded due to disposal or discharge constraints established by federal, state, or local rules and regulations or by locally established best management practices (BMPs). Examples of controlled wastes include hazardous waste, universal waste, used oil, used oil filters, asbestos, biomedical waste, and polychlorinated biphenyls (PCBs).
Drop Your Chemicals Off Here (DYCOH) Program – A streamlined waste support program for universal waste and unused chemical products (see Section 5.11).
Hazardous Waste – Wastes defined as hazardous by federal and state regulations due to characteristics or generating processes which could cause a threat to human health and the environment if improperly disposed. Examples of hazardous wastes are spent solvents, most hypergolic propellant wastes, ignitable paints, acids, and toxic lab reagents.
JON – Job Order Number. An eight character code which is used in the government accounting system to represent a specific fund source.
KEMCON Environmental Sampling, Analysis and Monitoring (ESAM) Group – The organization which performs waste characterization sampling and analysis services to eligible Spaceport organizations.
KEMCON Hazardous Waste Management Section (HWM) – The organization which provides hazardous and controlled waste characterization, pickup, and disposal services to eligible Spaceport organizations.
PWQ – Process Waste Questionnaire. A form (KSC Form 26-551) describing waste stream characteristics and generating processes that is evaluated by KEMCON HWM to determine regulatory waste classification, proper labeling, marking and containerization requirements. The KSC form has an abbreviated section for unused chemical products, which relies on SDS information to properly describe product characteristics and constituents. The Waste Management System (WMS) uses two separate forms, a PWQ and Unused Chemical Questionnaire (UCQ), for the same purpose. Within this document, the term PWQ is inclusive of both the PWQ and UCQ.
PWQTRP – Process Waste Questionnaire Technical Response Package. A document issued by
KEMCON HWM providing a hazard determination, instructions, and requirements for proper containment, labeling, and marking of a waste, based upon evaluation of the completed PWQ.
SDS – Safety Data Sheet
Universal Waste – Certain widely generated hazardous wastes that can be collected and managed as controlled wastes under streamlined requirements found in 40 CFR 273. Examples include batteries, fluorescent lamps, and mercury-containing devices.

UCQ – Unused Chemical Questionnaire. An abbreviated version of the Process Waste Questionnaire for unused chemical products, utilizing SDSs to describe the product composition and characteristics.
WMS – Waste Management System. A web-based computer application which provides a platform for execution of waste characterization sampling/analysis, waste characterization, and waste pickup processes.
WPC - Waste Process Code. A coding System that identifies the waste generator, waste type, and waste accumulation location. Example – KGG-HA0001-M6486. KGG represents a code assigned to the waste generator (company, organization), HA0001 represents a waste type, and M6486 represents the location at which the waste is accumulated.
WSR – Waste Support Request. KSC Form 28-809, which is used by generators without access to the
WMS, to request waste pickup support from KEMCON HWM.
4. RESPONSIBILITIES:
4.1. Waste Generators
Designate personnel who will interface with KEMCON HWM to receive hazardous and controlled waste services, and submit requests for Waste Management System (WMS) access through NAMS. WMS users should consult the WMS User Guide, EVS-I-4501, for instructions to gain access and for an overview of the system functions.
Identify waste streams and submit Process Waste Questionnaires (PWQs) for evaluation by
KEMCON HWM.
Ensure completeness and accuracy of all information submitted on or in support of the PWQ.
Completion of the PWQ form requires knowledge of the waste generating process and technical skills in hazardous materials management. It is suggested that generating organizations utilize properly trained personnel for completion of the forms.
Request sampling and analysis of waste streams for accurate and complete PWQ preparation or to confirm waste meets PWQ description for subsequent batches of waste.
Provide additional information to KEMCON HWM if required for evaluation of waste streams.
Maintain copy of PWQ submittal, supporting documents, and current PWQTRP. These documents satisfy generator record keeping requirements in compliance with 40 CFR
262.40(c). Customers with access to the WMS can retrieve electronic copies of these records from the system.
Ensure that subsequent batches of waste accurately match the waste information submitted with the PWQ before using the PWQTRP instructions for management of that waste.
Ensure that hazardous and controlled wastes are properly packaged, marked, and labeled in accordance with PWQTRP instructions at time of pickup.
Request support for pick up and removal of wastes from accumulation sites in a timely manner.
Sign controlled waste shipping manifest for pick up and removal of waste containers from accumulation sites.

4.2. KEMCON HWM Section and ESAM Group
Provide guidance to customers on appropriate JONs for funding hazardous and controlled waste services.
Upon request, recommend appropriate analyses to generators for properly characterizing wastes.
Perform waste characterization sampling and analysis in accordance with KEMCON contract requirements.
Receive and process PWQs to provide timely evaluation of waste streams in accordance with
KEMCON contract requirements.
Coordinate with KSC and CCAFS wastewater authorities to determine acceptability and conditions for discharge of industrial wastewaters into the sanitary sewage system.
Distribute new and updated PWQTRP instructions to waste generator organizations.
Provide assistance as requested to waste generators in clarifying PWQ form instructions and directions provided on PWQTRPs.
Provide guidance, compliance assistance, consultation, authorization, and tracking for all on-site hazardous waste treatment, disposal, and recycling activities.
Coordinate with the waste generators/customers and maintain records of the dates and quantities of hazardous waste disposed, treated, or recycled on-site.
Upon request, issue container marking and tracking tags to waste generators for linking individual waste containers to waste pickup requests, offsite shipments, and waste characterization information.
Provide timely waste pick up and disposal services in accordance with KEMCON contract requirements. Waste pick-ups may involve physically removing waste containers or transferring wastes from containers, sumps, containment basins, or tanks to tanker trucks.
Pick-up KSC inorganic zinc paint waste daily, when generated, from waste generator/customer sites and process the waste through the permitted treatment process.

5. PROCESS:
The following sections describe process steps to obtain basic hazardous and controlled waste services.

5.1. Assignment of Company Code
Spaceport waste generating organizations must contact KEMCON HWM at the onset of support to confirm eligibility under the KEMCON contract. KEMCON HWM will coordinate through appropriate channels with the NASA Contracting Officer and NASA Finance to determine eligibility and Job Order Numbers (JONs) for cost allocation.
Upon determination of eligibility and funding, KEMCON HWM will issue the waste generating organization a Company Code. The Company Code is the first component of the three part Waste
Process Code (WPC), which is used to track the generator, waste type, and generation point of all hazardous and controlled wastes. Different JONs may apply depending upon the government programs and locations associated with the work. If new work is being performed for additional projects, facilities, or programs, contact KEMCON HWM to determine if additional JONs apply to the new activities.
5.2. Process Waste Questionnaire (PWQ)
The PWQ is used to record or profile the constituents, characteristics, and generating process of a waste stream. Customers with access to the WMS complete the PWQ electronically. An abbreviated version, called an Unused Chemical Questionnaire (UCQ), is used solely for unused chemical products and is also available to customers having access to the WMS. The KSC Form version, Form number 26-551, for customers without access to the WMS, also has a section dedicated to unused chemical products. Customers without access to the WMS can contact HWM at KSC-PWQ-
Environmental@mail.nasa.gov for an electronic copy of the PWQ form.
A PWQ must be completed and submitted for each waste stream generated by a waste generating organization regardless of frequency or amount of waste. It is not necessary to submit multiple PWQs for the same waste stream generated at different locations, providing the waste characteristics and processes are the same. If desired, a user-assigned PWQ number can be used to differentiate PWQs for different operating elements within a waste generating organization.
When submitting a PWQ, the waste generating organization must select a JON which applies to the waste generating activity. A description is provided for each JON to help the generator select the correct JON. If a waste generating activity supports more than one JON, the predominant JON must be selected. The generator can select the following priorities when submitting a PWQ:
Emergency (within one workday). This priority must only be used if delay in the waste characterization process could result in a compliance concern or work stoppage.
Routine (within 7 workdays).
All fields of the PWQ must be completed. The WMS version will not allow the user to submit the form if incomplete, but partially completed PWQs can be saved and completed at a later time. The
KSC Form version will be returned for additional information if submitted and incomplete. Once submitted, the PWQ cannot be edited by the generator. In rare instances, KEMCON HWM may contact the generator for additional information necessary to properly characterize the waste, even if the PWQ form is complete.

The following information must be used to complete the PWQ. All sections of the PWQ must be completed to ensure that the waste is evaluated properly.
Process Knowledge which includes Safety Data Sheets (SDSs), data for like wastes, and literature describing the waste generating process.
Analytical results of the waste.
All documentation containing information used to complete the PWQ, either laboratory analysis or process knowledge, must be submitted along with the PWQ, or if using the WMS, uploaded as attachments. The completed form will be evaluated by KEMCON HWM to determine applicable management requirements. The completion status of all PWQs is shown on the WMS Dashboard.
Waste generating organizations which cannot access the WMS can submit electronic copies of PWQs and attachments to mailbox KSC-PWQ-Environmental@mail.nasa.gov on the global directory.
KEMCON HWM may also be contacted at 867-8642 for assistance in clarifying PWQ instructions and requirements.
5.3. Waste Characterization Sampling and Analysis
Sampling and analysis of waste may be required to determine or confirm waste characteristics or constituents. Request sampling and analysis for the following:
To obtain information needed to complete a PWQ.
To determine waste stream characteristics for those waste streams that varies from batch to batch. Analytical results must be compared to the original PWQ description to determine if the waste stream has changed. When analysis results show that the waste composition or characteristics have changed, a new PWQ must be submitted. KEMCON HWM can assist
KEMCON waste generators to determine if new analysis results warrant submittal of a new
PWQ.
To verify waste stream characteristics for annual recertification of PWQTRPs through the
WMS.
Customers with access to the WMS can request sampling via the sampling and analysis module.
Those without access to the WMS must complete KEMCON form EVS-F-4330, available in
TechDoc. Customers who do not have access to either the WMS or TechDoc, can request a copy of the form, and submit completed sample request forms, to KEMCON ESAM through KSC-DL-
ENVHealth@mail.nasa.gov.
When submitting a sample request, the waste generating organization must select a JON which applies to the waste generating activity. A description is provided for each JON to help the generator select the correct JON. If a waste generating activity supports more than one JON, the predominant JON must be selected. The generator can select the following priorities when requesting waste sampling:

Routine (within 5 workdays). Sampling results for routine requests shall be provided to the customer within 14 work days from the sampling date.
5.4. Process Waste Questionnaire Technical Response Package (PWQTRP)
Once submitted, the PWQ will be evaluated by KEMCON HWM who will develop a Process Waste
Questionnaire Technical Response Package (PWQTRP). The PWQTRP shows the PWQ information;
instructions needed to properly containerize, label, and mark the waste; and a “hazard determination” establishing the regulatory classification of the waste:

The regulatory classification of the waste determines which regulations apply to the management of the waste. The PWQTRP does not contain all information needed to properly manage the waste material. Refer to KNPR 8500.1, KSC Environmental Requirements, or 45th Space Wing
Management Plan, 19-14, Waste Petroleum Products and Hazardous Waste Management Plan, for additional information on waste management such as storage and training requirements. An example
PWQTRP from the WMS is provided as Attachment A.
5.5. Recertification of PWQs
Waste characterizations performed for KSC organizations under the PWQTRP process must be reviewed and updated on an annual basis. Waste support requests may only be submitted for waste streams with a current, active, waste characterization. The recertification process is administered through the WMS. PWQTRPs for recertification are indicated on the WMS dashboard when they are
60 days from expiration. Once the “Recertification” button is clicked, the user will be prompted to either:
Recertify that the waste stream process and characteristics are unchanged
Identify that the process or characteristics have changed, and submit a new PWQ, or
Deactivate the PWQTRP, and archive the record.
Generators may use either generator’s knowledge or new waste analysis results to certify the waste stream is unchanged. If new analysis results are used, they must be maintained in the generator’s files.

USAF customers must consult 45th Space Wing Management Plan 19-14 for policy on validating waste stream characteristics.
5.6. Labeling
The “Labels” section of the PWQTRP describes the labels that must be placed on each waste container. All of the referenced labels are available through the KSC Forms Warehouse. These labels provide information required per DOT, EPA and OSHA regulations to identify the waste generator, track accumulation times, warn of hazards, and provide information to emergency responders.
Labeling must conform to the following requirements:
Labels must be placed on the upper third portion of the container.
If multiple labels are required for a container, the labels must not be farther than (6) inches apart.
Striking-out or writing-over any information or entries on hazardous waste labels, especially the accumulation start date, is not permissible.
Labels must not be placed over preexisting labels. If the label must be changed, the preexisting label must be removed first.
The “DOT Marking Label”, as referenced in the PWQTRP, must be marked with the information provided in the “Container Marking Requirements” section of the PWQTRP. No additional markings may be placed within the outside border of the DOT Marking Label.
Only the PWQ/TRP proper shipping name and identification numbers, and no other proper shipping names or identification numbers, may be marked on the container.
Any additional markings must be located away from the PWQ/TRP required markings and may not reduce its effectiveness.
Only the PWQ/TRP hazard labels, and no other hazard labels, may be placed on the container.
Containers must be labeled per PWQTRP instructions when offered for pickup.
Label markings may fade if containers are stored for extended periods of time or are exposed to the weather. It is recommended to mark the labels with a quality label marking pen, such as the Fine Point Labelmaster® Marker (PN SF30R). Ensure that writing on labels (ASD, shipping description, EPA waste numbers, etc.) is legible and durable when pickup is requested.
Many DOT marking labels are pre-printed with the waste generating agency (KSC, CCAFS, and PAFB). Ensure that the labels indicate the proper waste generating agency. Blank labels are also available for use at facilities, such as Air Force annexes, which do not have pre-printed labels.
Record the Waste Process Code for the waste (as provided in the PWQTRP) in the margin of the DOT marking label.
The “Hazardous Waste” DOT marking label contains an area to record the manifest document number. This is a number recorded on the label by KEMCON HWM at the time of shipment off-site for disposal. This area must not be marked by the waste generator.
The PWQTRP may also call out other warning and DOT hazard labels not included in this document as appropriate to the waste.

5.7. Packaging
The “Packaging” section of the PWQTRP specifies the type of packaging or container (most commonly a drum but may be a box, cylinder, etc.) required to accumulate and store the waste material. The container specified has been determined to be compatible with the waste material and prepares the waste for off-site shipment in accordance with the Department of Transportation (DOT) requirements. Adhere to the packaging requirements (type and size) specified in the PWQTRP, unless the generator has contacted KEMCON HWM and received approval to use additional types and sizes of containers. The following container requirements must be followed in addition to container specifications outlined in the PWQTRP for waste pick up and disposal by KEMCON HWM:
New or reconditioned containers must be used for accumulation of hazardous waste and hazardous materials, unless the PWQTRP specifies reusable stainless steel containers, or if container reuse is specifically authorized in the PWQTRP comments section.
If meeting the PWQTRP container specification, empty product containers may be used for a one-time accumulation of hazardous waste or hazardous material, but the presence of previous content residues must not change the characteristics of the waste stream.
Polyethylene/plastic closed head containers > 15 gallons in size may not be used for accumulating liquid waste material.
Containers with excess rust, pitting, dents, etc. that compromise the integrity of the container must not be used. Waste being accumulated in containers that have deteriorated must be transferred to an acceptable container or the deteriorated container over packed into an acceptable container prior to pick up.
All waste containers which meet the definition of a USDOT hazardous material (includes all hazardous wastes) must be closed in compliance with the container manufacturer instructions prior to shipment over public highway. For wastes in drums, this entails closing drums using the manufacturer’s closures, and tightening closures to a specified torque. Waste generators must ensure that the drum is offered for pickup with the manufacturers closures (bungs and gaskets) in place. KEMCON HWM will close containers to the recommended torque prior to shipment.
Closure requirements for common container types, which contain other than USDOT hazardous materials, are provided below:
An open head drum is closed when the lid and gasket are in place and the closure device, or ring, is securely fastened.
A closed head drum must have bungs and gaskets securely in place.
Boxes (such as waste fluorescent lamp boxes) must be closed by securing flaps with packaging tape.
Sufficient void space must be left within hazardous and controlled waste containers so that the waste will not leak out of the container due to thermal expansion. As a general rule, 55 gallon drums should be filled with no more than 50 gallons of liquid waste. In addition, containers which are used for dense solid materials, such as contaminated soils and sludge, must be filled to no more than 2/3 full.

This ensures that these drums can be safely handled by both the generating organization and waste pickup personnel.
5.8. Requesting Waste Pickup Support
Hazardous and other controlled wastes are picked up and transported from waste generating sites to storage locations, including RCRA permitted facilities, where sufficient quantities can be accumulated for economical offsite shipment. For customers having access to the WMS, requests for waste pickup can be launched by selecting the Waste Support Request function, identifying the appropriate
PWQTRP, selecting the pickup location, and clicking “submit”. The generator will be taken to a
“Controlled Waste Manifest” screen, where container-specific information is entered for the batch of waste, including the JON. If a waste has been generated from activities encompassing more than one
JON, the predominant JON must be selected.
Generators without access to the WMS can complete a Waste Support Request (WSR), KSC Form 28-
809, for waste pickup. To obtain an electronic copy of the form, or to submit completed forms, e-mail
KSC-DL-KEMCON-WSR-Environmental@mail.nasa.gov. Completed WSR forms can also be submitted by fax, 321-867-9466.
When requesting waste pickup, the generator must specify priority according to the following criteria:
Emergency (within 2 hrs.) – This priority must be used for wastes that must be removed within immediately to avoid a regulatory compliance violation or to avoid a work stoppage.
The waste generator must contact KEMCON HWM at 861-1330 or 861-5319 to verify they are aware of the emergency request.
Routine (within 10 calendar days) – This priority must be used for all waste pickups that do not require immediate support to avoid compliance violations or work stoppages. Compliance violations can occur, however, if a request for pickup of a hazardous waste stored at a 90 day accumulation area is not picked up and removed within 90 days. To avoid a 90-day compliance violation, the waste generator must ensure that pick up support is requested no later than the 75th day of accumulation. Wastes stored in Satellite Accumulation Areas should be requested for pickup before the 55 gallon accumulation limit is reached. If the 55 gallon limit is reached, and the excess must be removed within 3 days, the generator must submit the request as an emergency.
Some waste streams, such as Universal Wastes, Petroleum Contact Water, and propellant-related hazardous wastes, have other accumulation time limits specified on the PWQTRP. These limits help to ensure that sufficient time is available to perform onsite treatment or offsite shipment within regulatory time limits. The waste generator must contact KEMCON HWM at 861-1330 or 861-5319 to check status if a request has not been fulfilled within the specified timeframe. An example of a completed Waste Support Request/Controlled Waste Manifest is provided in Attachment B.

5.9. Manifesting
At the time of waste pickup, KEMCON HWM technicians will present a completed Controlled Waste
Manifest (KSC Form 26-541V2) to the waste generator for signature. The waste generator signature certifies that the waste within the container meets the description as provided in the waste PWQ and is marked and labeled as instructed in the waste PWQTRP. Copies of the Controlled Waste Manifest can be printed by the generator to document waste pickups and the status of pickup requests can be monitored on the WMS dashboard.
Waste containers that do not meet the requirements as outlined in the PWQTRP (including type/size container, labeling or marking) or do not match information provided in the Waste Support Request
(including identification tag numbers, waste process code, or location), may be delayed until the problem can be corrected. To avoid potential compliance violations, the waste generator must ensure that the waste is properly prepared and support request data is correct. Containers of waste may also be returned to the waste generator if determined non-conforming when inspected at the on-site storage facility or by a vendor at an off-site disposal facility.
5.10. Industrial Wastewater Discharge Authorizations
Some industrial wastewaters may be amenable to discharge and treatment in the onsite sanitary sewage system. KEMCON HWM will identify these candidate waste streams through the PWQTRP process, and coordinate with the sanitary sewer authority to determine suitability for discharge into the sanitary sewage system. If approved, a PWQTRP will be issued to the requestor with an approval from the sanitary sewage authority, stating any conditions for discharge.
5.11. Drop Your Chemicals Off Here (DYCOH) Program
The DYCOH program provides KSC generators with an option to turn-in small quantity waste products, universal wastes, and select recyclable materials by delivering to a designated collection facility, K7-0115, located in the Propellants North area of KSC on Fluids Servicing Road. Waste generators do not need prior approval or PWQTRP instructions before delivering waste materials to the collection facility, provided the materials conform to the acceptance criteria below. The DYCOH is open for drop off approved chemicals from 1300 to 1400 on Tuesdays and Thursdays. The program is intended solely for NASA property, with the exception of alkaline batteries, which can be brought from home. Upon arrival, customers will be asked to complete a DYCOH log sheet. 5.11.1. Quantity Limits
Individual containers are limited to 5 gallons or less, and total aggregate volume is limited to 15 gallons per trip. For larger quantities, contact KEMCON HWM for approval on a case-by-case basis.
5.11.2. Materials Accepted
All unused or expired laboratory chemicals and chemical products. Examples include paints, adhesives, coatings, lubricants, treatment chemicals, solvents, acids, bases, and laboratory

reagents. A copy of the SDS for each product must be provided. This allows the attendant to properly classify, segregate, and store the materials.
Aerosol cans - Empty, full, partially full and defective aerosol cans. This does not include cylinders of any type, including propane.
Mercury-containing fluorescent lamps - Including straight, U-tube, and HID lamps. Lamps should be delivered in the original or similar packaging. Broken lamps will be accepted but must be placed in tightly closed/sealed containers (such as tear-resistant bags) prior to delivery to the collection facility.
Mercury batteries.
Nickel cadmium (Ni-Cad) batteries - Wet and dry cell batteries.
Lithium batteries.
Alkaline batteries.
Nickel Metal Hydride (NiMh) batteries.
Silver Batteries – Button (dry cell) batteries only.
Mercury-containing articles – Including thermometers, thermostats, and switches. Broken articles and the free flowing mercury will be accepted but must be placed in a tightly closed/sealed container to prevent the release of mercury to the environment.
5.11.3. Materials Not Accepted
Wastes resultant from any type of process.
Explosive, radiological, PCB, or infectious materials.
Leaking containers. Contact KEMCON HWM to arrange support for leaking containers on a case-by-case basis.
Generators must ensure that materials can be safely transported to the DYCOH. Segregate any incompatible materials, place in sturdy containers (such as boxes or tote trays), and brace the materials so they will not rupture or spill. If there is concern over safe transport, contact KEMCON HWM at
867-3449 or 861-1330 to discuss alternatives for handling the material.
