Labor Category (LCAT) Definitions for OPTN Operations Transition IDIQ:
Note that this LCAT definitions list serves as a reference for Offerors when submitting pricing for domain LCATs. This list may not cover all the LCATs within each domain; its primary purpose is to provide a reference and standardize LCATs. Additionally, Offerors may propose additional LCATs that they deem essential for effective performance within the domain.

The recovery plan includes preventive measures such as regularly copying and transferring data to an offsite location. It also involves plans to restore proper IT functioning after a disaster. Analysts continually test the steps in their recovery plans.Information security analysts must stay up to date on IT security and on the latest methods attackers are using to infiltrate computer systems. Analysts need to research new security technology to decide what will most effectively protect their organization.
11Business Intelligence and Data Manager2,3Responsible for overseeing and directing Computer systems analysts use a variety of techniques, such as data modeling, to design computer systems. Data modeling allows analysts to view processes and data flows. Analysts conduct indepth tests and analyze information and trends in the data to increase a system’s efficiency. Oversees analysts to calculate requirements for how much memory, storage, and computing power the computer system needs. They prepare diagrams for programmers or engineers to use when building the system. Analysts also work with these people to solve problems that arise after the initial system setup. Most analysts do some programming in the course of their work.
