About this file

This document is a pre-planning study for a new Facilities Management/Warehouse building for Christopher Newport University (CNU) in Virginia. The study was conducted by HBA Architecture and Interior Design, Inc. to define the space needs requirements, including adjacency requirements, for the proposed new building. The existing Facilities Management/Warehouse building is at the end of its useful life and no longer meets the functional needs of the departments located within. The pre-planning study outlines the current and future space requirements for Facilities Management Administration, Housekeeping, Carpentry, Electrical, HVAC, and Plumbing shops, as well as the Warehouse and Mailroom functions. The study includes block diagrams, site development and phasing plans, applicable codes and regulations, and an order of magnitude cost estimate for the new building, which is projected to be approximately 62,000 SF.

The related state and local contract opportunity is for A/E services for the preliminary design through construction administration of the new Plant Operations and Warehouse building. The contract is being solicited through a Request for Proposal (RFP) process by the City of Newport News, Virginia. The RFP number is 242-18704-000, and the contract number is 1261/71621. No additional details are provided regarding pricing terms, set asides, incumbents, funding sources, or other salient information.

Facilies Management/Warehouse Building

Introduc"on/Execu"ve Summary

• HBA was engaged by CNU to complete a preplanning study for replacement of the exisng

Facilies Management/warehouse building.

• Currently, Facilies Management/Warehouse is in a building at 11 Sweetbriar Drive that was originally constructed in 1960 and occupied by a grocery store. The exisng building is at the end of its useful life and is no longer serving the funconal needs of the departments located within.

• Facilies Management also occupies a poron of Commonwealth Hall, a former motel building on a site adjacent to the exisng Facilies Management/Warehouse site. The Mailroom funcon managed by Warehouse staff is also located in Commonwealth Hall.

• The exisng Facilies Management/warehouse building is approx. 35,717 SF and currently houses the following departments. The exisng building plan is included herein for reference.

o Facilies Management Administraon which maintains and repairs all buildings, facilies and infrastructure on campus. Facilies Management also includes the following groups:

F.M. Housekeeping

Carpentry Shop

Electrical Shop

HVAC Shop

Plumbing Shop o Warehouse which includes supplies storage, archives storage, furniture storage, and receiving/processing of goods for the university.

• The goal of the pre-planning study is to define the space needs requirements (statement of program), including adjacency requirements, for a proposed new Facilies

Management/Warehouse building.

• Space needs requirements (Statement of Program) were developed in workshop meengs with the stakeholder departments, informaon gathered by staff compleon of survey quesonnaires distributed by HBA, and tours of exisng facilies.

• Space block diagrams were developed to graphically indicate the general size and arrangement of spaces for the proposed new Facilies Management/warehouse building. The block diagrams are intended to indicate adjacency and proximity of spaces, but the diagrams do not represent a floor plan.

• An “order of magnitude” esmate of probable project and construcon cost at a “cost per square foot” level is included.

Facili es Management/Warehouse Building

Statement of Program (Space Needs Summary)

The space needs summary on the following pages outlines the space requirements for the proposed new facili es management/warehouse building. The space needs are grouped by department. Space needs are indicated as current (2022), an cipated 5-year needs (2027) and 10-year needs (2032). Spaces are color coded to indicate space type with different levels of gross building factors applied to each space.

The total gross building space needs requirements are as follows:

Current 59,500 SF

5-Year 60,827 SF

10-Year 61,999 SF

The proposed new Facili es Management/Warehouse building will include the following departments:

• Facili es Management Administra on – 10,376 net SF

• Housekeeping Administra on – 1,600 net SF

• Carpentry Shop – 9,162 net SF

• Electrical Shop – 1,356 net SF

• HVAC Shop – 1,432 net SF

• Plumbing Shop – 936 net SF

• Future Staffing – 3,695 net SF

• Warehouse and Mailroom (supplies storage, archives, receiving/processing) – 18,482 net SF

• Shared Spaces (Cart Storage and Maintenance) – 6,312 net SF

Block Diagram/Plan

The block diagram plan included herein represents the adjacency requirements and poten al configura on of spaces as they relate to each other and to the site. The intent is locate spaces together that require a lower height, such as office, shop spaces, and building support spaces. Higher bay spaces, such as warehouse and storage areas would also be grouped together, in addi on to being located in close proximity to the loading dock area. It is an cipated that the building would be a single story, with two building heights as described herein.

Site Development/Phasing

It is an cipated the proposed new Facili es Management/Warehouse building will be constructed on a por on of Christopher Newport University Real Estate Founda on owned property behind (east of) the exis ng Facili es Management/Warehouse building, as well as the exis ng Facili es

Management/Warehouse site. The exis ng Facili es Management/Warehouse building will be required to remain occupied and in opera on un l the Phase 1 por on of the new building is complete and designated departments are moved in. The Phase 1 por on of the building is an cipated to include the majority of the trades shop spaces, storage and warehouse spaces. The Phase 2 por on of the building is an cipated to include the remaining storage spaces, and office spaces. The Phase 2 departments will require temporary facili es on addi onal Christopher Newport University Real Estate Founda on owned property adjacent to the new building. Once all departments are relocated from the exis ng building, the exis ng building will be demolished. Phase 2 of the new building will be constructed at the area where the exis ng building once stood. Improvements to the exis ng parking area will be completed at the west end of the site.

Cost Estimate

The estimate of probable construction cost included herein is an “order of magnitude” estimate based on historical cost data for projects of similar scope. The building and site estimated costs are based on cost per square foot values and do not represent a detailed cost estimate. In addition to the estimate of probable construction costs, there are estimated costs for other project requirements, including design and related service fees, inspection and testing services, other miscellaneous costs, and furnishings & equipment costs.

The estimated project costs also include a contingency to cover items that are unanticipated at the time of this report and an escalation factor that reflects the anticipated mid-point of construction of early

2026.
