1. BACKGROUND:

The 92 Air Refueling Wing (ARW) Command Post has been undergoing renovation to update the facilities HVAC, carpet, and other structural-type upgrades. During this work, the Command Post determined that it would be necessary to procure new furniture for the facility to replace the old items that had been damaged or otherwise found unusable during the renovation.

2. SCOPE OF WORK:

The Contractor shall procure, deliver, and install a custom Battle Staff Table and executive chairs for the 92 ARW Command Post renovation. The contractor shall be responsible for all personnel, equipment, tools, supervision, storage, assembly, transportation, and all other items and services necessary to provide and install the table and chairs for the Command Post at Fairchild AFB. The contractor shall provide furniture and chairs that conform to the characteristics and drawings located in Appendix A and Appendix B.

3. REQUIREMENTS:

3.1 Design Requirements

3.1.1 As part of the quote process, the contractor will propose products and a design that considers site layout, as well as other information gathered during the site visit/pre-quote conferences.

3.1.2 The contractor shall provide design services, including space planning, site verification, material selection and programming as necessary for the project.

3.1.3 Design shall ensure that all outlets included in the design are accessible to the user, free and clear of obstacles.

3.1.4 Designs of each location shall include a basic component floor plan sheet in which all systems furniture and workstation is tagged. This design sheet shall include station numbers and movable wall and associated product locations, in 1/4" = 1'-0" scale.

3.1.5 Contractor shall make the government aware of any discrepancies to existing conditions not previously identified.

3.2 Installation and Removal Work

3.2.1 The contractor representative shall meet with government to review the installation drawings prior to installation. Installation dates will be coordinated with and approved by the government prior to the contractor completing the work.

3.2.2 The contractor shall install the Battle Staff Table in accordance with the Statement of Work and basic component floorplan, electrical plan, and any additional communications regulations.

3.2.3 Services shall include inspection of product for shipping damage. If damage is found it shall be the responsibility of the contractor to notify the government and make all arrangements for replacement or repair of the item(s) damaged. Damaged items are not to be installed unless otherwise directed by the government.

3.2.4 Services shall include assembly of product to conform to final CO approved design drawings.

3.2.5 Furniture, equipment, and accessories shall be level, square, and in proper alignment with adjoining furniture. All drawers should operate smoothly and stay closed when not in use.

3.2.6 The contractor shall inspect to ensure the furniture is free of surface dirt and defects, the installation is complete, and the furniture is ready for use.

3.2.7 A post-installation walkthrough shall be coordinated with the contractor’s authorized representative and government to ensure all items are in place and in accordance with the contractor’s final accepted design and the Statement of Work.

3.3. Site Conditions

Standard site conditions shall be considered those that include:

3.3.1 Free and clear hard surface access to the receiving and installation location during regular working hours

3.3.2 A staging area adequate to sort, stage and uncrate products. The contractor will be required to provide adequate waste disposal to ensure all packaging and trash can be disposed of following the completion of the installation.

3.3.3 Current and correct drawings of the building floor plan. Note that the floor plan dimensions provided are approximations and it is the responsibility of the contractor to verify all measurements and space requirements.

3.3.4 A building ready for the installation of furniture (i.e. other tasks such as painting and flooring are complete so as not to cause any delays in performance).

Contractor shall notify the CO of any deviations from the above standards or other differing site conditions that would otherwise interfere with the completion of installation.

4. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations. Personnel performing the work requested will be escorted for the duration on the installation. Individuals must be able to pass a background check that will be conducted prior to entry of the installation.

Individuals performing the work will be required to provide their full name, DOB, SSN, driver’s license issuing state and license number to gain access to the installation.

5. PLACE OF PERFORMANCE:

5.1 The battle staff table will be delivered to and installed at the 92 ARW Command Post. The address is Building 2140, 10 W Arnold Street, Fairchild AFB WA 99011.

5.2 This building does not have a loading dock or equipment for unloading. There is parking within 30 feet of the main entrance to the building for unloading. The contractor shall be responsible for on-site coordination of all staging and deliveries, to include access to and operation of any equipment needed for unloading and movement of materials or products.

Special circumstances may be identified and discussed with the CO.

5.3 The contractor shall be responsible for following all safety and security guidelines within the area in which work is being performed, to include securing any contractor owned tools or equipment, and any on site storage being utilized.

5.4 Hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays and any other designated down day. Work can be done at other than the normal hours of operation with the approval of the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions with the Contracting Officer.

6. PERIOD OF PERFORMANCE:

6.1 The desired date of completion of delivery and installation is 1 September 2025. The government recognizes that the custom nature of this furniture may lead to longer than expected lead times. Any lead times projected longer than 1 September for delivery and installation shall be communicated to the Contracting Officer as soon as they are known.

Appendix A: Battle Staff Table Salient Characteristics

a) The table shall be approximately 15 feet long (including the head of the table). Each table should be approximately 3 feet wide, and there needs to be approximately 4 feet of space in the middle of the table.

b) The head of the table shall be approximately 12 feet long.

c) The table. should be constructed of wood or veneer wood with a protective finish on the table surface. The tabletop should be a dark brown natural wood looking color. An example is provided in Image 4. Custom changes include:

a. Corners shall be rounded. There need to be 2-3 shelves placed within the corners of the table for storage as shown in images 1 and 2 below. This storage does not need to be concealed with doors and can be open shelving.

b. The back of the table should be closed off and needs to allow for neat electrical and communications cable management. Cable management shall not interfere with comfortable seating, nor should they be exposed to contact with occupants’ feet or legs.

c. Electrical and communications cables must be accessible in the middle of the table to allow for connection of phones, monitors, ethernet, etc., as well as maintenance.

d. Storage for two 1.5-inch binders needs to be available at each seating position.

This storage should be integrated into the table to present a professional appearance. This storage will be in addition to the laptop storage listed in g).

d) The table (including the head of the table) shall have space for 11 seating positions, with 4 on each side of the main length of the table and 3 at the head of the table.

e) Each seating position shall have space sufficient to fit a single computer monitor and phone on the table in front of the seating position. The computer monitors are approximately 14’’ H x 24’’ W.

f) The head of the table and length of the table will intersect to form a rough U Shape depending on spacing for storage and individual manufacturer designs.

g) The design of the table must allow for storage of two laptop computers at each of the 11 seating positions around the table. Each laptop is approximately 14” by 12”. There are multiple ways the contractor may accomplish this storage:

a. Storage may run along the back of the table, providing laptop access from the space down the center of the table for access to connections (shown approximately in Image 1). This storage must be sufficient to hold each laptop while maintaining at least 12” of separation between each laptop. These storage locations shall have two passthroughs for cable management (one passthrough for each laptop) to maintain proper NIPR/SIPR cable spacing requirements. Cabling will include power, phone lines, and NIPR/SIPR communications cables.

b. Storage may also be accomplished by engineering compartments on either side of each sitting position as shown in Image 2. This storage must be sufficient to hold each laptop while maintaining at least 12” of separation between each laptop.

These storage locations shall have two passthroughs for cable management (one passthrough for each laptop) to maintain proper NIPR/SIPR cable spacing requirements. Cabling will include power, phone lines, and NIPR/SIPR communications cables.

h) A desired, but not required, characteristic of the table would be to allow for the monitors to be recessed down into the table so that it is easier for individuals to see across the table to other individuals. The monitors (14’’ H x 24’’ W) will not be fully recessed into the table, only lowered slightly (see Image 3).

Appendix B: Battle Staff Executive Chairs Salient Characteristics

a) Three (3) executive-style chairs for the head of the battle staff table. Image 5 is provided as an example of the style that the contractor shall provide. The quoted chairs do not have to match the example image, so long as they are executive style chairs that have a professional appearance.
