STATEMENT OF WORK
FOR
WALK THROUGH MAGNETOMETERS (METAL DETECTOR) RENTAL
(SkyFest 2024)
February 2024
FA462024QA220
SFS Metal Detector
Attach. 1 - Statement of Work
1. BACKGROUND: The procurement (rental) of walk-through metal detectors (magnetometers) are vital to the safety and protection of Fairchild AFB, its personnel, and resources during the open-house, Air Show (SkyFest 2024). As part of the risk-assessment completed and endorsed by the 18 AF/CC, the use of walk-through metal detectors is required to sanitize and clear personnel (prior to entry) of any illegal, unauthorized, banned contraband, such as firearms and knives. Without this technology, security personnel would not be able to clear spectators in a timely and efficient matter, creating an unacceptable risk and likelihood of the event being cancelled.
2. SCOPE OF WORK: The contractor shall provide twenty (20) operational walk-through metal detectors. In addition to suppling the walk-through metal detectors, the contractor shall be responsible for providing service labor that includes, shipping/delivery, set-up, calibration (verifying operational status), teardown, element (weather; rain, snow, hail) protection (if required/recommended by the manufacturer/servicing contractor for operational use), tear down, and Return. Furthermore, the contractor shall provide support equipment per walk-through unit that, at a minimum, must include a table (used to search hand-carried items), bowls/trays (used to place known metal items, such as; car keys, wallet, phone, etc.), and at least two (2) security hand-held metal-detecting wands (a transfrisker is used in the event of the walk-through detector going down for service or to validate and pin-point the location of an alert by the walk-through unit). Lastly, the contractor shall provide at least one on-site technician to ensure operational use and readiness of the contractor’s equipment.
3. OBJECTIVES: Walk-through metal detectors are required to be employed at three (3) entry control points to the Free Zone (SkyFest) area to scan spectators for any concealed contraband, such as guns and knives. This technology is proven to increase processing times (necessary to accommodate 100,000 projected spectators) and proficiency in alerting security professionals to the presence of contraband that personnel are knowingly or unknowingly concealing. These items enhance our ability to process mass gatherings of personnel in a timely matter and ensures dangerous contraband is discovered prior to entering the sanitized Free-Zone.
4. REQUIREMENTS: IAW CUI - 92 ARW Plan 190-24, Inland Northwest SKYFEST Open House Plan 22 Jan 24 and CUI - 92 SFS OPERATIONS ORDER (2024 Inland Northwest SKYFEST Open House), twenty (20) walk-through metal detectors are required. Please see para 2, SCOPE OF WORK for further details.
5. DELIVERY: Required delivery, set-up date, calibrated and ready for operational use for the twenty
(20) walk-through metal detectors would be no-later-than 0800 on Saturday, 22 June 2024 and tear-down/return can begin no-earlier-than 1800 on Sunday, 23 June 2024.
6. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES: The government shall furnish security personnel to utilize and employ the twenty (20) walk-through metal detectors that will be dispersed across three (3) geographically separated entry control points into the mass gathering free zone.
7. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations.
