About this file
This is a Salient Characteristics document for RFQ FA462026QA289, which outlines the specifications and requirements for a Mountaineering Equipment Kit needed by the 336th Training Group (336 TRG) at Fairchild AFB. The 336 TRG is establishing a group-level program to oversee mountain operations across the 22nd Training Squadron, 66th Training Squadron, and 336th Training Support Squadron. The equipment kit will support Mountaineering Upgrade Training (UGT) and Continuation Training operations for personnel pursuing Mountain Team Member (MTM), Mountain Team Operator (MTO), and Mountain Team Leader (MTL) certifications, as mandated by AFMAN 10-3507 and applicable Qualification Training Plans. Delivery is required to 1015 W Survival Loop, Building 1268, Room 156, Fairchild AFB, WA 99011.
All equipment must meet Category I (life-rated) or Category II (non-life-rated) standards per AFMAN 10-3507 and AFSPECWAR Mountain Operations Program guidelines. Category I equipment must comply with DoD, UIAA, CE, or NFPA standards for adverse terrain recovery operations and include items such as ropes, carabiners, harnesses, helmets, and rigging hardware. Category II equipment includes supportive items such as packs, avalanche shovels, crampons, and ice tools. The requirements specify 76 line items totaling a comprehensive equipment kit, with items broken into two sections: brand-name specific items (items 0001-0019) and brand-name-or-equal items (items 0020-0076). Quantities range from 2 to 80 units per item, encompassing rescue litters, dynamic and static ropes, climbing protection gear, personal protective equipment, and specialized mountaineering tools necessary for safe training operations.

SALIENT CHARACTERISTICS
FOR
336 TRG Mountaineering Equipment
July 2026
Salient Characteristics For
336 TRG Mountaineering Equipment
1. BACKGROUND:
The 336th Training Group (336 TRG) at Fairchild AFB is developing a Group level program to oversee all mountain operations across the 22 Training Squadron (TRS), 66 TRS, and the 336 Training Support Squadron (TRSS). As part of the purchase, the 336 TRG needs a Mountaineering Equipment Kit, in the form of Standardized Mountaineering Upgrade/Training Kits, to properly outfit personnel for upgrade training (UGT). These kits are essential for safe and effective Mountaineering Upgrade and Continuation Training operations, per AFMAN 10-3507, AFSPECWAR Mountain Operations Program, and the Qualification Training Plans (QTPs) for Mountain Team Member (MTM), Mountain Team Operator (MTO), and Mountain Team Leader (MTL) Certifications. These upgrades are critical so that the 336 TRG-personnel have the ability to perform upgrade and ensure personnel stay qualified and current climbers.
2. OBJECTIVES:
Provide a Mountaineering Equipment Kit, in the form of Standardized Mountaineering Upgrade/Training Kits, to the 336 TRG so they can properly execute the tasked program. This Equipment Kit will be used to maintain qualified and current Mountaineering personnel, teach and qualify SERE Specialists in Mountain Team Member, and train/upgrade newly assigned Group and United States Air Force personnel to fulfill the roles of Mountain Team Operator and Mountain Team Leader in training and real-world environments.
Delivery address: 1015 W Survival Loop BLDG 1268 Room 156 Fairchild AFB, WA 99011
3. REQUIREMENTS:
Mountaineering Equipment Kit, in the form of Standardized Mountaineering Upgrade/Training Kits, at a minimum, must meet/fall into 1 of 2 categories IAW AFMAN 10-3507, AFSPECWAR Mountain Operations Program:
• Category I: Life-rated equipment. Category I is any piece of equipment required to provide a safe, controlled environment for a climber by satisfying the life support requirements of the intended operation (e.g., ropes, hardware used in rigging, etc.).
Category I equipment will be used IAW manufacturer’s specifications and will meet DoD, International Climbing and Mountaineering Federation (UIAA), European Committee for Standardization (CE), or National Fire Prevention Agency (NFPA) standards for adverse terrain recovery operations.
• Category II: Non-life rated equipment. Category II is any piece of equipment (e.g., snowshoes, packs, sleds, etc.) that aids operational capability but is not essential for life support.
AFMAN 10-3507 and the MTM, MTO, and MTL QTPs also carry recommended equipment lists that meet the above categories to provide safe and effective Mountaineering Operations for Upgrade and Continuation Training.
