About this file

This document is a Salient Characteristics file for a Mountaineering Tower Enhancement Package for the 66th Training Squadron (66 TRS) at Fairchild Air Force Base. The package includes comprehensive mountaineering equipment divided into two categories per AFMAN 10-3507: Category I (life-rated equipment like ropes, hardware, and safety gear) and Category II (non-life-rated equipment such as snowshoes, packs, and accessories). The detailed parts and quantities list specifies brand name and brand name or equal items, with specific requirements for equipment like Bluewater ropes, SKEDCO litters, Black Diamond carabiners, Petzl ascenders, ice tools, crampons, ski poles, glacier goggles, and various other mountaineering and safety equipment.

The equipment is intended to support the 66 TRS in maintaining qualified mountaineering instructors, teaching and qualifying SERE Specialist candidates in Mountain Team Member training, and enabling training and real-world mountain operations. The enhancement package was secured through $1.2M in Technical Training Transformation (TTT) Funds and will support the newly established Mountain Team Member Phase of the SERE Specialist Training-Apprentice Course (SST-AC). The procurement covers a total of approximately 9-22 sets of equipment across various specialized mountaineering tools and safety gear, with specific brand specifications and equivalent alternatives allowed.

Salient Characteristics For

Mountaineering Tower Enhancement Package

1. BACKGROUND:

The 66th Training Squadron (66 TRS) at Fairchild AFB secured $1.2M in Technical Training Transformation (TTT) Funds from 2 AF, which is being used to build a Mountaineering Tower for 66 TRS, and 336 TRG-assigned, members to use for Mountaineering Operations. As part of the Tower purchase, the 66 TRS needs a Mountaineering Tower Enhancement Package, in the form of Standardized Mountaineering Upgrade/Training Kits, to properly use the inbound Mountaineering Tower. These kits are essential for safe and effective Mountaineering Upgrade and Continuation Training operations, per AFMAN 10-3507, AFSPECWAR Mountain Operations Program, and the Qualification Training Plans (QTPs) for Mountain Team Member (MTM), Mountain Team Operator (MTO), and Mountain Team Leader (MTL) Certifications. These upgrades are critical so that the 66 TRS-assigned SERE Specialist Training (SST) cadre are qualified and current instructors that successfully teach the newly established Mountain Team Member Phase that is part of S-V81-A, The SERE Specialist Training-Apprentice Course (SST-AC).

2. OBJECTIVES:

Provide a Mountaineering Tower Enhancement Package, in the form of Standardized Mountaineering Upgrade/Training Kits, to the 66 TRS so they can properly utilize the Mountaineering Tower that was secured with TTT Funds. This Enhancement Package will be used to maintain qualified and current Mountaineering Instructors, teach and qualify new SERE Specialist candidates in Mountain Team Member, and train/upgrade newly assigned SST cadre to fulfill the roles of Mountain Team Operator and Mountain Team Leader in training and real-world environments.

3. REQUIREMENTS:

Mountaineering Tower Enhancement Package, in the formof Standardized Mountaineering Upgrade/Training Kits, at a minimum, must meet/fall into 1 of 2 categories IAW AFMAN 10-3507, AFSPECWAR Mountain Operations Program:

Category I: Life-rated equipment. Category I is any piece of equipment required to provide a safe, controlled environment for a climber by satisfying the life support requirements of the intended operation (e.g., ropes, hardware used in rigging, etc.).

Category I equipment will be used IAW manufacturer’s specifications and will meet DoD, International Climbing and Mountaineering Federation (UIAA), European Committee for Standardization (CE), or National Fire Prevention Agency (NFPA) standards for adverse terrain recovery operations.

Category II: Non-life rated equipment. Category II is any piece of equipment (e.g., snowshoes, packs, sleds, etc.) that aids operational capability but is not essential for life support.

AFMAN 10-3507 and the MTM, MTO, and MTL QTPs also carry recommended equipment lists that meet the above categories to provide safe and effective Mountaineering Operations for Upgrade and Continuation Training.
