Survival, Evasion, Resistance, Escape (SERE) Counter sUAS Program

Fairchild AFB, WA

1. BACKGROUND: 22 TRS at Fairchild AFB is tasked to establish a Counter sUAS Program to develop TTPs for high risk of isolation personnel going through Level C SERE training. The 22 TRS must be able to achieve a sharp image quality with standard optic, zoom, and thermal imaging sensors to test TTPs in multiple environments and scenarios to validate TTPs and enhance training for Level C SERE students.

The selected sUAS must be listed on the Defense Innovation Unit’s Blue UAS Cleared List.

2. OBJECTIVES: Provide the requested counter sUAS equipment IAW the salient characteristics and in-person training for instructors and personnel on sUAS operator and trainer duties.

3. REQUIREMENTS: The Contractor shall provide and deliver one (1) Brand Name or Equal Skydio X10D VT300-Z Kit with the following salient characteristics:

• Fixed optic or 20mm equivalent lens with 3840x2880 video resolution for accurate video reference and broad area search pattern recognition

• Telephoto lens no less than 170mm equivalent lens with 3840x2880 video resolution for target long range identification.

• 640x512px or greater Radiometric thermal camera w/ <30mK sensitivity.

• Teledyne FLIR Boson+ sensor is highly recommended.

• Scalable temperature search controls in thermal imaging to see changes in temperature ranges for thermal signatures.

• 360-degree obstacle avoidance.

• Zero light navigation for night operations

• Zero GPS navigation and control

• Gust/wind handling of >20mph

• Autonomous flight capabilities

• Tracking capabilities

• 1 minute deployment time

• 30min flight time per charge

• Enterprise controller (Radio) with integrated screen

• ATAK compatibility

Additionally, the contractor shall provide all labor, personnel, equipment, tools, materials, supervision and quality control necessary to train instructors and personnel on Brand Name or Equal Skydio X10D operations that meet mission requirements, AFMAN 11-502 and 92 ARW CONEMP.

Vendor training shall encompass the following:

• Operator training to cover operator certification of 3+ personnel

• Train the trainer training to cover certification of 1+ instructor certification personnel.

• The vendor will supply all material needed for the course.

• The course will cover entirety of material to sufficiently certify the above # of individuals.

Including training on all features on the product and troubleshooting for product.

• The vendor will set the number of hours needed for the course.

4. DELIVERY: 120 Days after Date of Award. For training, hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays and any other designated down day. Training can be done at other than the normal hours of operation with the approval of the government. The contractor shall coordinate training scheduling with a designated 22 TRS AST point of contact.

5. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations. Personnel performing the training will be escorted for the duration on the installation. Individuals must be able to pass a background check that will be conducted prior to entry of the installation. Individuals performing the work will be required to provide their full name, DOB, SSN, driver’s license issuing state and license number to gain access to the installation.
