PERFORMANCE WORK STATEMENT

SECTION 1

DESCRIPTION OF SERVICE

1. SCOPE OF WORK: PERFORMANCE WORK STATEMENT

1.1. This PWS defines the effort required by the contractor for the installation of a permanent under vehicle camera system for Malmstrom AFB MT. Under Vehicle Camera systems will be installed in the left in-bound lane at the Commercial Vehicle Inspection Station. The required product is the brand name of Advanced Detection Technology for the LowCam VI150 In-

Ground UVIS. The contractor shall furnish all management, labor, tools, and any other equipment, transportation, materials, and parts necessary to install, inspect, test and troubleshoot the camera system. The delivery date will be 120 days from award of the contract (negotiable).

2. GENERAL REQUIREMENTS:

2.1. The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer (CO) immediately.

2.2. Contractor must be a US-owned company and the contractor personnel must be US citizen(s). Contractors must submit a completed Contractor’s Entry Authorization List (CEAL) installation access at the pre-performance conference. The contractor shall comply with all requirements and procedures IAW AFFARS 5352.242-9000, Contractor Access to Air Force

Installations, AFMAN 31-113, Installation Perimeter Access Control and 341MW Integrated

Defense Plan 31-1. Personnel not meeting the minimal standards will not be issued an installation pass.

2.2. Contractor vehicles and operators shall comply with all State of Montana and MAFB vehicle operation and traffic requirements.

2.3. If requested by the government, technician shall provide advice and consultation for planning upgrades and/or replacements for the existing security system. Upgrades/replacements shall be addressed in accordance with the Work Request process described in this PWS.

2.4. Any infrastructure installed as part of this contract shall conform to the latest issue of the

National Electric Code in effect at the time of contract award. If the National Electric Code changes during the course of the contract the most current version shall be used.

2.5. The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.

2.6. The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after approval by the Contracting Officer (CO). Cross teaming may or may not be permitted.

3. CONTRACTOR EMPLOYEES

3.1. The project manager shall coordinate all contract related efforts with the supported organization (341st Missile Wing Antiterrorism Office) and Contracting Officer’s Representative

(COR).

3.2. Security. The contractor shall not employ persons for work on this contract if such employee is a potential threat to the health, safety, general wellbeing or operational mission of the installation and its population. All contractor and subcontractor personnel shall be required to wear company picture identification badges so as to distinguish themselves from Government employees. When conversing with Government personnel during business meetings, over the telephone, or via electronic mail contractor and subcontractor personnel shall identify themselves as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees. Contractors and subcontractors shall identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signatures shall identify company affiliation. Contractor personnel shall meet established unescorted installation entry requirements pursuant to AFMAN 31-113 before base identification will be issued. Contractors shall submit requests for installation identification to the contracting responsible officer who will in turn submit required information to 341 SFS/S5B no later than 5 business days following contract award, and 5 business days prior to the individual(s) requiring subsequent entry on to the installation. Personnel not meeting the minimal standards will not be issued an installation pass and will not be allowed access to the installation.

3.3. Safety. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required

Accident Investigation Reports to the CO within five calendar days of each occurrence.

3.4. Appearance. Personnel shall present a neat appearance and be easily recognized as contractor employees. As a minimum, during performance of contract duties, contractor personnel shall maintain possession of proper Government-issued identification.

3.5. Location and Hours of Work. The contractor’s work schedule shall be Monday thru Friday

0730-1630 except US Federal Holidays (See Below). The primary place of performance is

Malmstrom AFB, MT. Federal Holidays: New Years Day, Martin Luther King Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas Day. Changes to work hours will be coordinated with the

Antiterrorism Office and contracting responsible officer.

3. 6. Conflict of Interest. The contractor shall not employ any person who is an employee of the

U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD

5500-7-R.

4. Installation/Equipment Requirements:

4.1. All fielded systems shall be operated by the controllers in the Commercial Vehicle

Inspection Station.

4.2. The system will be installed flush with the surface of the ground to prevent damage from vehicle with low hanging equipment/hitches traversing over the system.

4.3. Provide all licenses/software needed for the installation.

4.4. The system will provide Advanced Composite Imaging by employing enough color cameras placed to enable the operator to see up and around areas of an undercarriage that are out of view with stitch only scanning. The system will produce HD images as well as multiple playback windows. Playback will allow the operator to see more by having the flexibility to adjust playback speed, pause, move forward and back.

4.5. Imaging will allow users to detect and identify more by exposing areas of the undercarriage that are traditionally missed with scanning only systems.

4.6. The system will provide the user a more realistic interaction/view of the vehicle undercarriage resulting in a more thorough inspection.

4.7. The system will provide lighting which exposes the undercarriage with enough light needed to prevent dark spots as well as overexposure.

4.8. The system will have at a minimum 500GB hard drive to store image records.

4.9. The system will have License Plate Recognition which captures front and rear license plates. The system should collect this data to provide side by side images of repeat vehicles to help identify discrepancies, as well as provide historical records.

4.10. System will employ sensors which can detect magnetic fields normally invisible to the human eye. The sensors should also be able to highlight areas of interest, sense speed and height to provide better readings without the operator having to adjust settings.

4.11. Contractor will develop and implement a test and certification plan and conduct an acceptance test and turnover of the finished product to users. Contractor will provide a three-year warranty/maintenance plan to include spare parts.

4.12. Contractor shall provide initial training services and support through company personnel as needed. Initial training should have classes designed at operator level and supervisory level, with advanced training for maintenance, administrator, and evaluator personnel.

4.13. System networks shall interconnect all components of the system. These networks shall include communications between a central station and any peer or subordinate workstations.

4.12 All items of computer software and technical data (including technical data which relates to computer software), which is specifically identified in this specification shall be delivered in accordance with the CONTRACT CLAUSES, SPECIAL CONTRACT REQUIREMENTS, and in accordance with the Contract Data Requirements List (CDRL), DD FORM 1423 to 341st

Communications Squadron representatives for approval. All data delivered shall be identified by reference to the particular specification paragraph against which it is furnished.

4.13. A manual must be furnished describing all equipment including:

a. General description and specifications.

b. Installation and checkout procedures.

c. Equipment electrical schematics and layout drawings.

d. System schematics and layout drawings.

e. Alignment and calibration procedures.

f. Manufacturer's repair parts list indicating sources of supply.

g. Interface definition.

5. Maintenance: Note: Maintenance shall include all standard commercial practices that may not have been addressed below. All maintenance will be scheduled through the Wing AT office.

5.3. Preventive maintenance (PM) for the systems shall include the following:

5.3.1. Scheduled/Preventive: An annual system inspection. Discrepancies will be documented and presented to the Government representative. Contractor to provide the COR with the checklist(s) used for PMs.

5.3.2. System Operational Testing: Testing of all camera systems. Results will be recorded and signed by the site representative involved in the system test scenario.

5.3.3. Maintenance: Test and inspect all power sources. Check all camera systems to ensure it meets requirements.

5.3.4. Inspection will consist of the examination, cleaning, lubrication, electrical and mechanical adjustment, calibration, and performance checks at intervals suggested by manufacturer guidance, technical orders and/or manuals, and in accordance with the general PM plan. All commercial type inspections apply.

5.3.5. Correction of near failure conditions discovered during inspections.

5.3.6. Installation of Manufacturer required firmware and software generated software updates.

Upgrades will be scheduled at days/times to prevent unnecessary disruption of the camera system. Contractor will conduct a system back-up prior to any installation, software upgrades or repairs.

5.4. If not existing, Contractor shall develop Standard Operating Procedures (SOP) for all preventive maintenance activities based upon manufacturer’s technical documentation.

6. Deliverables.

6.1. During the installation, the contractor shall keep the 341 MW AT Office informed on the installation progress.

6.2. When the system installation is complete and prior to the contractor turning over the system to the Government for operation, the contractor will submit drawings and any other technical documentation required to operate and maintain the system.

6.3. System installation shall be quality checked by USAF personnel.

6.4. The contractor shall provide their Quality Control Plan to the Contracting Officer prior to start of performance.

7. Billing. All invoices shall be submitted in Wide Area Work Flow (WAWF).

SECTION 2

GOVERNMENT-FURNISHED PROPERTY AND SERVICES

2.1. GOVERNMENT-FURNISHED EQUIPMENT. Government-Furnished Equipment identified in FAR clause 52.245-2 shall be managed IAW the clause. The Government will make available to the Contractor all support documentation to include maps/drawings of facilities with coverage currently in place. The contractor will be informed of all security requirements upon the award of the contract. The Government will provide space for mounting enclosures. All power and network connectivity will be provided by the Government.

2.2. GOVERNMENT-FURNISHED FACILITY. There will be no Government furnished facility.

2.3. SECURITY POLICE AND FIRE PROTECTION. The government will provide law enforcement, fire protection, and security.

2.4. EMERGENCY MEDICAL SERVICES. The Government will provide first response emergency medical treatment for contractor personnel through the Malmstrom AFB Fire Department. Emergency medical transportation and treatment beyond the capabilities of the first responders will be provided by off base, non-government, emergency medical providers. Costs associated with those services shall be the responsibility of the contractor or individual employee.

2.5. Force Protection: Contractor personnel are required to abide by all real-world Force

Protection Condition (FPCON) measures, random anti-terrorism measures (RAMs), shelter in-place orders, evacuations and lock-down notices as directed. Examples include mandatory badge or ID checks, facility single points-of-entry and searches of hand carried items.

2.6. Antiterrorism (AT) Awareness Training (AT Level I): In accordance with DoDI O-

2000.16v1_AFI 10-245-O, Antiterrorism (AT) Program Implementation, ensure Level I - AT

Awareness Training is completed by all personnel within 30 days of requiring access, and annually thereafter. The training will be provided by the government. The objective of the training is to provide personnel with requisite knowledge necessary to remain vigilant and enable employment of AT tactics, techniques, and procedures. This training will be conducted by 341st

Contracting Squadron, by providing a written pamphlet for review.
