About this file
This is a Subcontracting Plan template for federal contract 89503026QWA000390, dated March 12, 2026, prepared by the Western Area Power Administration (Western). The document outlines the contractor's commitment to subcontracting goals and compliance requirements under FAR 19.708(b) and FAR 52.219-9.
Western establishes minimum small business participation goals of 49.0% for Small Business Concerns (SB), 5.0% for Small Disadvantaged Business Concerns (SDB), 5.0% for Women-Owned Small Business Concerns (WOSB), 3.0% for HUBZone Small Business Concerns (HUB), 5.0% for Veteran-Owned Small Business Concerns (VOSB), and 5.0% for Service-Disabled Veteran-Owned Business Concerns (SDVO). The plan requires contractors to identify total estimated subcontracting dollars and allocate specific percentages to each category. The contractor must identify all certified HUB subcontractors by name, address, and Unique Entity Identifier (UEI) number and document principal products and services to be subcontracted. The plan designates a single administrator responsible for developing bidders' lists, ensuring equitable competition opportunities, monitoring goal attainment, and preparing periodic reports. Reporting requirements include semi-annual Individual Subcontract Reports (ISR) and annual Summary Subcontract Reports (SSR) submitted electronically via the eSRS system, with reports due April 30 and October 30. The contractor must maintain comprehensive records of solicitations, awards, outreach efforts, and compliance activities. The plan constitutes a material requirement of the contract, and failure to comply in good faith constitutes material breach.
