SCOPE OF WORK
DIGITAL PHOTOGRAPHIC DOCUMENTATION &
PREPARE AN INTERPRETIVE PANEL FOR BUILDING 165
PORTSMOUTH NAVAL SHIPYARD, KITTERY MAINE
I. INTRODUCTION
This proposed project involves two tasks: producing and printing digital photographs of Building 165 and the development of an interpretive panel detailing the history of Building 165.
II. OBJECTIVE
The purpose of this scope of work is to prepare a digital photographic recordation package and an interpretive panel to be mounted in Building 165 in order to satisfy a stipulation in the Memorandum of Agreement between the Navy and the Maine State Historic Preservation Office (SHPO) for the execution of Repairs to Substation 7.
III. GENERAL TECHNIAL APPROACH
1. The contractor conducting the research, developing the narrative, and selecting the images in support of this task must meet The Secretary of the Interior’s Professional Qualifications Standards (62 FR 33707) for history and/or architectural history.
2. The contractor conducting the photography shall be familiar with the most recent National Register of
Historic Places Photography Policy, and have experience with architectural photography.
3. It is assumed that research will be needed to develop the interpretive panel. Research shall be conducted at relevant repositories including: Public Works Department, Portsmouth Naval Shipyard in Kittery, Maine;
Portsmouth Naval Shipyard Museum in Kittery, Maine; Portsmouth Athenaeum in Portsmouth, New
Hampshire; Rice Public Library in Kittery, Maine; University of New Hampshire Special Collections in
Durham, New Hampshire; National Archives offices in Washington D.C. and College Park; and National
Archives Northeast Regional Office in Waltham, Massachusetts.
IV. TASK ONE: DIGITAL PHOTOGRAPHIC RECORDATION
1. Color digital images shall be provided to document the existing conditions at Building 165 and its surrounding context; photos shall be accepted by the Navy and SHPO prior to the start of work on the facility.
2. The photographs shall meet the “Best” standards of the current National Register Photo Policy Factsheet, and be submitted on an Archival Gold CD/DVD. In addition, 8” x 10” glossy prints shall be provided on archival paper. Each print shall be labeled with an archival permanent marking pen designed for photographs. A photo key depicting the locations of the photographs shall also be produced, and printed on archival paper.
3. Photographs shall include: context views of Building 165; exterior oblique and elevation views; overall and detailed views of equipment, overall interior views, and views of significant interior/exterior architectural details.
V. TASK TWO: INTERPRETIVE PANEL
1. Prepare an interpretive panel exhibit to be displayed inside or outside of Building 165. Final location will be determined in coordination with COR and Cultural Resources Manager. The interpretive panel shall include information, to the extent it is available, regarding the history of Building 165. The narrative should include information about past uses of the facility, changes to the building over time, and how the work within Building 165 has historically related to the construction and maintenance of submarines or other vessels at PNSY. A combination of historic photographs, maps, documents, and architectural drawings shall be used to illustrate the full color panel.
2. The panel shall measure two feet tall by three feet wide and be made of a durable material, able to withstand frequent handling and exposure to the weather. Provide the wall-mounted sign support stand-offs with security locking screw caps, and instructions, necessary to install the panel. All hardware shall be suitable for use on a masonry building, and minimizing impacts to historic bricks shall be considered when selecting mounting hardware.
3. Assume three rounds of proofs will be required; a draft, final draft, and final. The proofs shall be provided electronically to the COR. The first proof will be provided for Navy comment. After Navy comments have been incorporated into the design, submit a final draft for Navy and SHPO review. Once the Navy and SHPO comments have been received and incorporated, produce a final electronic proof for approval.
Once the final proof has been approved by the COR, the panel may be produced.
VI. SUBMITTALS

VII. SPECIAL INSTRUCTIONS
1. The contractor is responsible for obtaining appropriate permissions and clearance from the appropriate
Navy personnel to complete the required fieldwork and final documentation. Permissions that may need to be acquired include but are not limited to the following: access to certain areas, use of cameras and/or laptops, and clearance of photographs for public release.
2. The contractor is responsible for recording minutes of all meetings and furnishing a copy of the minutes to the NAVFAC MID-ATLANTIC representative, regardless of attendance, within 15 days, unless otherwise specified by the NAVFAC MID-ATLANTIC representative.
3. The contractor shall forward all submissions (e.g. progress reports, draft and final reports, etc.) directly to the NAVFAC MID-ATLANTIC representative.
4. The contractor shall forward all informal documents (field notes, etc.) directly to the NAVFAC MID-
ATLANTIC representative upon completion of work.
5. The contractor shall submit to the NAVFAC MID-ATLANTIC representative all documentation (original reports, drawings, etc.) upon completion of work. Documentation shall be provided in editable electronic format (Microsoft Word, Excel, ESRI ArcINFO, etc.) and in PDF upon completion of work.
VIII. GOVERNMENT FURNISHED INFORMATION
Copies of all cultural resources reports and other scientific reports relevant to the Task Order which are not available to the general public. NAVFAC MID-ATLANTIC representative will make available the following reports to the contractor:
