Manufacturing Research for Digital Utilization (MaRDU) Task Order 1
Statement of Objectives
Task Order Name: Digital Manufacturing Research
Period of Performance (PoP): 63 months total (60 months technical, 3 months reporting)
Technical Point of Contact (TPOC): Dr. Sean Donegan (AFRL/RXMD)
Email: sean.donegan@us.af.mil
Phone: (937) 255-1602
1.0 BACKGROUND: Digital toolsets promise to revolutionize advanced manufacturing via a confluence of techniques: automation, machine learning, design optimization, data modeling, etc. Significant gaps remain in developing techniques applied to manufacturing. This task order will bridge these gaps through performance of fundamental scientific research into advancing the state-of-the-art in digital manufacturing.
2.0 OBJECTIVE: The objective of this task order is to perform scientific research and development within the three major technical categories outlined in the primary statement of objectives: human-machine teaming, machine intelligence, and human-machine trust. The performer will conduct this research in direct collaboration with the Air Force Research
Laboratory’s Digital Manufacturing Research Team.
3.0 DESCRIPTION OF TASKS: This task order includes the following tasks, to be conducted concurrently:
3.1 Task 1 (Fundamental Research): Technical Research and Development for Digital
Manufacturing The contractor shall, in collaboration and coordination with the Digital
Manufacturing Research Team, conduct research and development in the technical areas of human-machine teaming, machine intelligence, and human-machine trust. The technical scope of these research areas includes, but is not limited to, those areas discussed in the primary statement of objectives for MaRDU. The contractor shall apply these research efforts towards foundational manufacturing challenges faced by the USAF.
3.1.1 Software and Hardware Development
The contractor shall research novel approaches to solving technical challenges within human-machine teaming, machine intelligence, and human-machine trust through the development of new software and algorithms. Where needed, hardware will also be developed to support experimental capabilities and demonstrations within these domains
3.2 Task 2: Laboratory Support, Development, & Experimentation The contractor shall, in collaboration with the Digital Manufacturing Research Team, support and improve the research infrastructure for AFRL/RXMD. This includes providing research support activities including, but not limited to: maintenance, upgrade, and development of specialized on-site laboratory facilities for digital manufacturing; computer, database, and software development as needed to mailto:sean.donegan@us.af execute the technical scope; execution of experiments in on-site laboratory facilities; and documentation of capabilities within on-site digital manufacturing facilities.
3.2.1 Advanced Development and Maturation
The contractor shall mature technology through the creation of prototypes, demonstrations, and testing & evaluation, utilizing the on-site laboratory facilities of the Digital Manufacturing
Research Team where appropriate. The contractor shall collaborate with other industrial and
Government partners to identify promising technological solutions suitable for further development and transition.
3.3 Task 3: Collaborations The contractor is encouraged to collaborate with entities outside of
AFRL/RXMD to enhance the development of the technical scope. The collaborations will allow access for AFRL/RXMD to unique equipment and expertise, providing additional technical resources for the execution of the technical work.
3.4 Task 4 (Fundamental Research): Research Community Engagement, Communication, and Leverage The contractor shall communicate fundamental research to the broader research community through publications, conference proceedings, engagements with other Department of Defense and government research efforts, technical interchange meetings, and consultation with external subject matter experts, including the broader academic community.
4.0 SPECIAL CONSIDERATIONS
4.1 Fundamental Research
4.1.1 The work of Section 3 of this SOW is “Fundamental Research” in accordance with
National Security Decision Directive 189, National Policy on Scientific Decision Directive 189, National Policy on Scientific, Technical and Engineering Information, in effect on the date of contract award and the Under Secretary of Defense (Acquisition, Technology, and Logistics) memoranda on Fundamental Research, dated May 24, 2010, and on Contracted Fundamental
Research, dated June 26, 2008. As such, the work of those paragraphs of this SOW:
1) Is excepted from the restrictions on disclosure of information imposed by
DFARS 252.204-7000(a)(3) and
2) Is not "covered defense information" as defined by DFARS 252.204-7012
4.1.2 Application of export controls is dictated by the Department of State and Department of
Commerce.
5.0 DELIVERABLES
5.1 CDRLS A001, A002, A003, A004, A005, A006, A011, and A01.
5.2 Software The contractor shall deliver any software developed under this effort, including source code (A011 and A014 where applicable).
5.3 Hardware The contractor shall deliver any hardware developed under this effort, including and testing developed under the overall technical scope.
5.4 Test Samples, Prototypes, and Residual Materials: The contractor shall return to the
Government all test samples, prototypes, and residual materials not consumed in testing at the conclusion of the technical effort.
5.5 Data The contractor shall deliver all relevant data including raw machine output along with machine calibration parameters related to any and all experimentation, demonstration or simulations that result from the program (A011 and A014 if applicable).
7.0 BASE SUPPORT
Base support shall be provided during the period of performance of this effort, and shall be available at the following location:
Air Force Research Laboratory (AFRL/RX)
Materials and Manufacturing Directorate
Area B, Building 651-655 Complex
Wright-Patterson AFB, OH 45433-7750
8.0 OPERATIONS SECURITY REQUIREMENTS
All contractors shall participate in all activities associated with the disciplines of the organization’s Industrial Security, Information Security, Personnel Security, Operations Security
(OPSEC), and Antiterrorism programs, following appropriate measures in each program as required for this particular contract. Security measures are required in an effort to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if applicable, conform to these requirements as required by the prime contractor.
9.0 PROGRAM PROTECTION PLAN (PPP) REQUIREMENTS
Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP or to be included as part of an existing PPP.
