About this file

This document is a federal contract clauses and certifications file for solicitation FA663326QA012, containing incorporated-by-reference clauses and full-text clauses applicable to this Air Force acquisition.

The document serves as a comprehensive compilation of contractual terms and conditions rather than a solicitation with specific products or services requirements. It incorporates over 70 clauses from the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), covering mandatory compliance areas including cybersecurity safeguarding, covered defense telecommunications equipment prohibitions, Buy American requirements, small business set-asides, labor standards, whistleblower protections, and anti-corruption measures. Key administrative requirements include electronic payment submission via Wide Area WorkFlow (WAWF) with specific routing data for payment processing to various Defense Activity Address Codes (DoDAACs), item unique identification marking and valuation for deliverables exceeding $5,000, and representation certifications regarding child labor, pricing independence, and business operations compliance with sanctions regimes. The document includes provisions for commercial products and services evaluation, post-award protest procedures, and subcontract flow-down requirements. Notable deviations from standard FAR clauses are identified with deviation numbers (2026-O0038, 2026-O0040), indicating customizations specific to this Air Force contracting action. The incorporation-by-reference structure allows full clause text to be accessed electronically at https://www.acquisition.gov/ rather than duplicated in the solicitation document itself.
