About this file

This document is a set of Instructions to Offerors for a competitive federal solicitation for commercial items, specifically for Catholic religious education services to support the Air Force Chaplain Corps.

Offerors must submit a two-part proposal consisting of Part I (Price Proposal) and Part II (Technical Proposal). Part I requires completion of a Pricing Sheet (Attachment 2) with pricing for base year and option year line items, with all extended amounts calculated to two decimal places. The contract includes FAR 52.217-8, allowing up to six months of contract extension at the same prices as the prior performance period. Pricing for the extension option is evaluated by averaging the base and four option year amounts and dividing by two. Part II is a technical proposal not exceeding 10 pages in 12-point font demonstrating the offeror's capability to meet requirements in the attached Statement of Work (SOW). The technical proposal must address two mandatory subfactors: (1) Experience, requiring at least two years of Catholic religious education experience, documentation of active practicing Catholic status from the home parish or diocese, and understanding of the Air Force Chaplain Corps' religiously pluralistic environment; and (2) Contractor's Approach, requiring capability statements addressing knowledge of Catholic religious education, religious education program development effectiveness, conflict resolution, and volunteer team building.

Evaluation uses a best value selection process prioritizing price and technical acceptability. The Government will rank proposals by Total Evaluated Price (TEP), calculated by multiplying unit prices by quantities for all contract line items. Technical proposals receive an overall Acceptable or Unacceptable rating; failure on either subfactor results in rejection from further consideration. Offerors must be registered in the System for Award Management (SAM), complete all required representations and certifications per 52.212-3, and ensure proposals are complete and self-sufficient. Incomplete initial proposals may be rejected without opportunity for correction. Award will be made to the responsible offeror whose conforming offer represents the best value, and the Government reserves the right to award without discussions or make no award if no acceptable offeror is identified.

If conditions warrant the exercise of this option, the price(s) for the continued performance under this clause shall be at the same price(s) as the prior performance period.
