About this file
This is a Contracting Officer's Determination for a single-source procurement by the U.S. Army Corps of Engineers, Portland District. The document justifies the direct purchase of two Rogers Machinery Company K-150-125 rotary screw air compressors for Bonneville Dam's Powerhouse 1, which currently has no operational station service air compressors. The procurement is being conducted under FAR Part 13.106 using brand-name justification, with key reasons including system compatibility with existing equipment, consistent networking capabilities, and the ability to leverage existing maintenance expertise and spare parts inventory.
The technical justification emphasizes that the new compressors must match those already in use at other dam locations, specifically using Rogers Machinery's proprietary 'eGOAT' controller to enable cross-site communication and load balancing. The project will be performed using in-house labor, and the single-source approach is supported by the existence of 46 resellers and 66 distributors for Rogers Machinery. The procurement is deemed urgent to meet dam operational requirements and is expected to save taxpayer dollars by standardizing equipment and minimizing additional training and spare parts investments.

Contracting Officer’s Determination Single Source purchase - FAR Part 13.106(b)
1. Contracting Activity: U.S. Army Corps of Engineers, Portland District, Contracting Division, 333 SW First Ave, Portland OR 97204-3495
2. Description of Action: Approval is being requested for a new firm fixed price contract, to purchase two Rogers Machinery Company K-150-125 rotary screw air compressors to replace the out-of-service Powerhouse 1 Station Service air compressors.
3. Description of Supplies/Services: The U.S. Army Corps of Engineers (COE) requires the purchase of The Rogers Machinery Company K-150-125 rotary screw air compressors are required as replacements for the out-of-service Powerhouse 1 Station Service air compressors See specific parts below in Table.

4. Authority Cited: 10 USC § 3204(a)(1), FAR 13.106-1(b) (1) For purchases not exceeding the simplified acquisition threshold.
(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
5. Reason for Authority Cited:
a. Background: Powerhouse 1 does not currently have any in-service station service air compressors. The purchase will allow Bonneville Dam to meet the requirements of EM-1110- 2-3006, 2024, Section 25-2. d.(6). The replacement of critical powerhouse station service equipment is of high urgency and importance.
b. Justification: Replacement of the powerhouse 1 station service air compressors is to bring this site up to the same brand as the other sites in this region. Powerhouse 2 Station Service compressors replaced in 2023, Nav lock 2 upgraded 2009, and the Main Dam air systems upgraded in 1991 are supplied by Rogers Machinery Company rotary screw air compressors.
As the application allows, the project requests the ability to keep all new air compressors as consistent as possible with those currently in use in the locations stated above. The powerhouse 2 station service air compressors have the same level of RS485 connectivity as the desired name brand replacement. The project will network the pairs of compressors to provide improved system control when cross-connected. The Powerhouse 2 Station Service air compressors use a proprietary controller developed by Rogers Machinery Co, called ‘eGOAT’. A different brand of service air compressor will not be able to communicate with the proprietary controller. The intent with networking the pairs of compressors is to allow for efficient balancing of the air load between the powerhouses once we are cross connected, (i.e.
one pair can use the other’s pressure indication, loading status, etc. in the control loop).
Networked pairs of compressors will allow for one set of equipment for remote indication of both station services in the control room. If a different brand compressor is used, that cannot communicate with the Roger’s Machinery Co. controllers, remote indication would require additional equipment specific to that compressor. Remote indication of the station service air compressors is desired in the control room to allow for operator indication of critical air system supply equipment.
c. Impact: If a different brand of service air compressor, the Bonneville Project team would need to purchase additional spare parts, train personnel on the maintenance and troubleshooting of the new compressors, support the additional cost of onsite support until sufficient project expertise is built to the level required to support the new brand name compressors. Currently the maintenance keeps oil filters, fan filters, Rogers Machinery specific rotary screw compressor oil and air filters on site, as these items are compatible with all the existing compressor, the number of spares can be reduced, saving space and funding.
The replacement of the Powerhouse 1 Station Service air compressors will be performed with in house labor, and a different brand name compressor could result in longer replacement time at additional cost as the manufacture training would be needed prior to the installation.
d. Alternatives: Different brand compressors will require manufacturer specific training and manufacturer specific spare parts. A different brand/vendor may not be able to provide the same level of technical expertise, timely service for repairs and troubleshooting, or proximity to the operating project that Rogers Machinery Company can provide. Standardizing the air compressors will save taxpayer dollars by taking maximum advantage of existing investments in personnel training and experience, as well as reduced investment in spare parts inventory.
6. Efforts to Obtain Competition: As this requirement is a brand name requirement the determination will be posted with the RFQ. Research on Rogers Machinery website shows a large network of distributer and reseller that can provide quotes for this project.
7. Actions to Increase Competition: N/A
8. Market Research:
9. Interested Sources: As stated Rogers Machinery website list 46 resellers and 66 distributers available to provide quotes on this project.
